Minor Bank Accounts in Türkiye: Ownership, Guardian Authority and Card Controls

Before opening an account for your child, separate three questions: whose name is it in, who signs and manages it, and which operations can the child perform? “Children’s account” does not establish identical permissions at every bank or age.

Start with a clear purpose: savings managed by a parent or guardian, or everyday allowance used by the child under approved permissions. An app or card does not establish independent control over the entire balance.

⁦1️⃣⁩ Identify the product and account holder

İş Bankası’s Kumbara page distinguishes the child’s account ownership from its operation: for the current account described, only the parent or guardian has transaction authority. This is a specific product example, not a rule for every minor’s account.

Ask whether the funds sit in the child’s account or a parent’s account with an additional card, who receives statements and who may close it. Deposits, prepaid cards, additional credit cards, investments and pension plans are different products. Compare more than a programme’s name or branding.

⁦2️⃣⁩ Check age, representation and eligibility

İş Bankası’s İlk İmza programme provides another example for ages 12–17: opening involves a parent or guardian, while the young person can operate their account and own channels under programme terms. The page specifies branch applications and requires the parent or guardian to be a bank customer. These are that programme’s conditions, not a uniform banking age across all banks.

For a foreign family, obtain the bank’s list of documents for the child and legal representative, accepted evidence of their relationship and parental authority or guardianship, and each person’s identity, residence and address requirements. Ask whether the child and one or both parents must attend in your circumstances. A passport or one parent’s consent does not alone guarantee acceptance.

PurposeQuestion for the bankRecord to keep
Savings in the child’s nameWho owns the account and may withdraw?Agreement and operating authority

Legal representationWho may sign and what evidence is accepted?Document checklist and review confirmation

⁦3️⃣⁩ Set up card and app controls first

Garanti BBVA’s children’s banking page illustrates parental monitoring through Ailem, including transaction tracking and controls over spending limits and categories. It distinguishes an account-linked Paracard from an additional credit card. Do not assume all these tools are available for every child or another bank’s products.

Request details of cash withdrawals, online purchases, transfers and overseas use, and who may change limits or freeze the card. Check alerts, the registered telephone number and access recovery. Use access assigned to the proper person; sharing a parent’s password should not become the child’s everyday banking method.

⁦4️⃣⁩ Make allowance a limited exercise

For example, a family wants a child to manage a weekly allowance while keeping savings away from the spending card. Ask whether spending and savings balances can be separated, then check the limit and notification with a small transaction. Transferring an allowance does not establish that every transaction is prevented from reaching savings.

Agree how the child should seek help for an unfamiliar debit or lost card, and explain that verification codes must not be given to callers. Review statements together and keep understandable records of family transfers. Before adding recurring instructions, check whether the product and channel support them and who may cancel them. An IBAN alone does not establish this feature.

⁦5️⃣⁩ Complete six steps through an approved channel

Compare actual charges for withdrawals, transfers and replacement cards, and any time-deposit conditions. “Free opening” does not establish that every service is free or that a return is guaranteed.

⁦1️⃣⁩ Specify the account purpose, owner and operations the child needs.

⁦2️⃣⁩ Obtain age and foreign-applicant conditions and accepted representation documents.

⁦3️⃣⁩ Establish who signs, operates and requests closure.

⁦4️⃣⁩ Read card and app conditions, spending controls, alerts and recovery arrangements.

⁦5️⃣⁩ Keep the agreement and consents, and check controls with an appropriate small transaction.

⁦6️⃣⁩ Record how to update authority, identity and contact details and review the account at the relevant age.

⁦6️⃣⁩ Follow changes in authority and age

For divorce, changed guardianship or the death of a representative, notify the bank and request the documents and procedure relevant to the case. Continued technical access does not establish continued legal authority. For a parental dispute over a child’s funds, obtain the bank’s response and qualified help where needed instead of attempting to bypass representation controls.

Before the product’s age threshold, ask who will control access and signatures afterwards, whether the card, limits or account type change, and whether updated identification or a new agreement is needed. Do not assume identical automatic conversion across programmes. At closure, obtain a balance and product settlement record and confirmation; withdrawing the funds alone is insufficient.

⁦7️⃣⁩ Common questions

Is a child’s account jointly owned with the parent?
Not necessarily. Check the named owners and the parent’s representative capacity in the agreement.

May a minor operate the account alone?
It depends on age, product and approved authority. One bank’s 12–17 programme cannot be generalised.

Do banks accept every foreign child?
There is no general guarantee here. Check the child’s and representative’s documents and bank conditions first.

Does a debit card give the child a loan?
It is different from an additional credit card. Ask where the funds come from and whether any facility is linked; do not assume one exists.

What happens at 18?
Ask about your product’s procedure, permissions, identification and card changes; do not assume uniform conversion.
