What actually changed?
MASAK Communiqué 32 took effect on 27 June 2026, adding Article 4/C on remote identification of foreign individuals and certain foreign representatives of registered companies. It permits a verification method under conditions rather than removing account-opening controls.A provision added on 4 September 2026 to TCMB rules for payment and e-money institutions permits remote identification of foreign individuals with an ICAO 9303-compliant NFC-enabled passport, under MASAK Article 4/C. Do not extend this sector-specific rule to every bank product without checking its requirements.
Seeking assistance with an application
Four separate stages
| Item | What it establishes | What it does not guarantee |
|---|---|---|
| Passport or accepted identity document | Identity under the relevant procedure | Acceptance for every financial product |
| Tax number | Tax-identification details | Automatic account opening |
| Remote verification | Completion of a permitted identification route | An exemption from provider or address requirements |
| Account and service activation | Functions available under customer status | Immediate removal of all limits |
Prepare before applying
For remote onboarding, confirm that the provider offers it to foreigners and that your passport and device are compatible. Use good lighting and connectivity and follow the official app. Do not give an intermediary your identity to complete the interview or registration for you.
Making an online payment
Questions that save repeat attempts
| Question | Reason | Answer to obtain |
|---|---|---|
| Is my identity and status accepted? | Customer eligibility varies | An answer for your nationality and document |
| Is this a branch or remote application? | The app route may not cover everyone | The correct application channel |
| How and when is my address verified? | Verification is not an address exemption | Documents and deadline |
| When can I transfer or withdraw? | Full use may require further checks | Activation requirements and restrictions |
Address checks and customer acceptance
Ask the provider which functions are available during checks and what your first transaction requires. Follow its official conditions. Also identify the product: a payment or e-money account does not have the same status as a bank deposit.
Organising documents and an online application
If opening or activation fails
Keep the application reference, terms and messages. Do not pay for a guaranteed-opening or identity-check bypass promise. Initial registration does not prove that transfers and withdrawals are enabled. Check the account status before relying on it for salary or rent.
