Escalating Bank Complaints in Türkiye: TBB and TKBB Eligibility and Deadlines
After an inadequate bank response, or expiry of its response period, a complaint needs the right institution, a specific request and evidence of receipt. Repeating the same message to many bodies does not cure a missed deadline or missing documents. Keep the transaction date, original request and bank answer from the outset.
This guide covers moving from a bank complaint to an individual-customer panel. Card disputes begin with the issuer under the separate card-dispute guide, and securing an account against fraud must not wait for these stages. A business or company dispute does not become personal merely because an individual submits it.
Select the institution and dispute type
The TBB individual-customer panel considers individuals’ non-commercial banking disputes with TBB member banks. The TKBB panel provides the counterpart route for participation-bank customers. Check the bank’s membership and correct association before sending a form.
Both have jurisdictional limits. Do not rely on them to force loan approval, a higher limit or a different credit-assessment policy. General complaints about products or staff, transactions that have not occurred, and material or non-material compensation claims are not substitutes for a specific banking request within the panel’s remit. Court and consumer-arbitration proceedings have separate consequences explained below.
| Route | When to check it | What to establish |
|---|---|---|
| Bank first | Before association escalation | Specific request and receipt |
| TBB | Member bank, personal transaction | Eligibility, deadline and form |
| TKBB | Participation bank, personal transaction | Panel conditions and submission route |
| Court or consumer arbitration | According to jurisdiction and law | Legal deadline and effect of referral |
Prove that you approached the bank
Send the request to the relevant branch or head office through an official channel that records receipt. Identify the transaction, date, amount, reason and remedy: refund of a stated fee, correction of an entry or performance of an action. A general request to “resolve my loss” does not identify a claim that can be examined.
Keep an electronic acknowledgement showing sender, recipient and date; a copy signed and dated as received at the branch; or an accepted service record. TBB describes registered-post and notarial alternatives where delivery needs documenting. If no written answer arrives, the acknowledgement remains the basis for calculating the bank’s response period. Never invent a response or date to complete a form.
Separate the bank and panel deadlines
TBB states a 30-day bank-response period from acknowledgement, or 20 days for debit- and credit-card complaints, with a possible additional ten-day request under its published conditions. TKBB’s detailed stages likewise specify 20 days for cards and 30 for other matters, with a ten-day extension notified within 30 days. Do not apply its general 30-day summary indiscriminately to cards.
For an answer received within the applicable period, submit to the association within 60 days from the answer date. With no timely answer, count 60 days from expiry of the applicable response period, accounting for a notified extension. The application must also reach the association within two years of the disputed transaction or act. Record the dates; a late answer should not automatically be treated as restarting an expired window.
Understand the TBB decision threshold
From 1 January 2026, TBB states that its decisions bind the bank up to TRY 51,158, with judicial recourse remaining open. This is the bank-binding threshold for this panel, not a maximum amount you may state in an application or the consumer-arbitration jurisdiction threshold. Do not automatically transfer it to TKBB; check that panel’s current conditions for your case.
TBB describes examination and decision within 90 days and notification within 20 days according to the procedural stage. These are the published framework, not a guaranteed personal completion date. Keep the acceptance or missing-document notice: a reference alone does not prove admission to the panel’s agenda or success on the merits.
Prepare the file in six steps
Check the consequences of other proceedings
Referral to court or a consumer-arbitration committee ends the association panel’s jurisdiction over that dispute under its conditions. TKBB also identifies insurance arbitration. If referral happens after submission, inform the panel. Do not assume association review suspends court or arbitration time limits, or wait for an administrative outcome while another deadline expires.
For an organisational example, a statement shows a fee, your bank request identifies it, and the response refuses a refund. A useful file contains the statement, receipt, response and specified claim amount. It does not retell an ordinary merchant dispute or request unspecified compensation. If using the BDDK portal, check its complaint category and competence: a listed category does not itself establish a refund ruling or replace the customer panel’s conditions.
Frequently asked questions
Can I approach the panel before the bank?
Start with the bank and keep its acknowledgement; this is a required stage of the panel route.
Is the bank-response period always 30 days for cards?
The detailed rules distinguish 20 days for cards from 30 for other matters, with extension conditions.
Is TRY 51,158 the application ceiling?
It is TBB’s 2026 bank-binding threshold, not a universal limit for all dispute routes.
Should I file the same dispute with the panel and court together?
Court or consumer-arbitration referral affects the panel’s jurisdiction; check the consequences and inform it.
Does association review stop litigation deadlines?
Do not assume so; monitor legal time limits independently.
