1️⃣ 📝 CİMER: choosing the right administrative request

CİMER enables users to submit an administrative petition, complaint or information request to the relevant public institution and track the response under a recorded number. Its practical value lies in presenting clear facts and a specific request linked to the authority responsible for the service.

Before filing, distinguish a delayed public service from a private commercial dispute, a crime or a judicial decision. Each follows a different route, and more than one separate procedure may be needed. A CİMER acknowledgement does not mean that a court has received a lawsuit or that a prosecutor has registered a criminal complaint.

2️⃣ 🧭 When to use CİMER and when to use another route

SituationAppropriate routePoint to check
Delayed service or public institution performanceRelevant institution or CİMERIdentify the service, request and supporting records

3️⃣ 🛂 Eligibility and application channels for foreign residents

Resident foreign nationals are among the eligible applicants, subject to reciprocity. Do not assume that holding a foreign passport provides access to every electronic service. Establish eligibility and the appropriate identity-verification route before supplying personal details.

Official channels include the website and e-Devlet service, ALO150, letters and fax, and designated public-relations offices. If electronic authentication is unavailable, ask about an appropriate alternative instead of using another person’s account.

Applications should be written in Turkish. A foreign-language application may require a notarised Turkish translation. Present the facts clearly and check names, amounts and dates after translation. Do not give an intermediary your e-Devlet password.

4️⃣ 📂 Preparing a file that can be followed up

  1. Identify the institution and the service or transaction concerned.
  2. Set out a chronology: the original application date, reference number and subsequent events.
  3. Explain the actual problem and the precise outcome requested, such as reasons for delay, correction of a record or a response to an earlier petition.
  4. Attach clear supporting records for important facts and conceal unrelated personal information belonging to others.
  5. Use accurate contact details and review the text before submission.
  6. Retain the final text, attachments, tracking number and acknowledgement together.
A petition should distinguish established facts from questions the authority is being asked to clarify. An organised account is easier to assess even when the file is referred between departments; a succession of unsupported accusations is less useful.

5️⃣ ⏱️ Understanding response periods

Request typePublished response periodPractical meaning
Petition or complaint under petition legislation30 daysAn administrative response period, not a promise to resolve every dispute
Request under access-to-information legislation15 working daysWorking days differ from calendar days
Information-request extension where its conditions applyUp to30 working days, with notice to the applicantRetain the extension notice and reasons
A separate lawsuit or challengeThe relevant document and law determine the periodDo not replace it with the CİMER response period
These periods depend on the request type and applicable rules. A residence, removal or payment-order challenge must not be calculated using the CİMER response period. Read the formal notification and examine the appropriate remedy immediately.

6️⃣ 📬 Following referrals and responses

Use the saved number to check the request. Read the receiving authority and the full response. It may request a document, explain jurisdiction or address only part of the petition. Record what has been answered and what remains unresolved before submitting a follow-up.

If no response arrives within the applicable petition or complaint period, a failure-to-respond follow-up can identify the earlier reference and date. When a response is unclear, request clarification of the specific issue. Repeatedly sending the same text does not address the underlying problem and can impede effective follow-up.

7️⃣ ⚖️ Protecting legal deadlines at the same time

An ordinary administrative request does not automatically suspend court or objection periods. A petition meeting particular statutory conditions may have different effects. Its label or CİMER reference alone cannot establish that a deadline has stopped running.

If a formal decision has been issued, retain it and its service record, and obtain advice on the procedure needed to protect your rights in time. Administrative follow-up and the correct legal step can proceed separately; do not assume one replaces the other.

8️⃣ ✅ Final checks before submitting

  • The request concerns a public institution and an appropriate channel, and eligibility is clear.
  • The facts and requested outcome are specific; dates and numbers agree.
  • Attachments are relevant and do not disclose unnecessary information.
  • Contact details are correct, and the file and tracking number are retained.
  • Any court or criminal-procedure deadline is protected through the appropriate separate route.
