Consumer Loans in Türkiye: Total Cost, Withdrawal and Early Repayment
Before accepting a personal-needs loan, obtain a written offer showing what you receive, what you repay and when the commitment ends. A low monthly instalment does not establish the total cost. Moving money into an account also does not prove that a loan has been closed or its principal reduced as you intended.
This guide concerns fixed-term consumer loans. Housing finance, credit cards and overdrafts have different rules. Foreign applicants remain subject to the lender’s assessment, including income, identity and residence requirements. Opening an account or obtaining a credit score does not guarantee approval.
Compare the offer with the money available
Request the pre-contract information, agreement and schedule separating principal, interest, taxes, fees and due dates. Compare offers for the same amount and term. Record the offer’s expiry and disbursement conditions, and distinguish the stated loan amount from the net money received after deductions.
The Consumer Loan Agreements Regulation requires the effective annual cost rate. Its total-cost definition includes contractual interest, taxes, statutory charges and fees, excluding notary expenses. Charges for failing to meet contractual obligations are excluded from the ordinary annual-rate calculation, so read default provisions separately.
| Item | What to request | Why it matters |
|---|---|---|
| Net proceeds | Amount after deductions | Money actually available |
| Effective annual rate | Rate and treatment of fees | Compare equivalent offers |
| Total repayment | Instalments and other amounts | Identify the full commitment |
| Early exit | Settlement for a specific date | Separate principal, interest and discount |
Separate insurance from the loan rate
Loan-linked insurance requires your express written request or request through a durable medium. A lender offering an insured loan must also offer an agreement without that insurance. Compare net proceeds, total repayments and coverage in both offers. Comparing interest alone while ignoring the premium gives an incomplete picture.
A policy obtained from an insurer of your choice has regulated acceptance conditions: it must match the loan amount and duration and name the lender as secured beneficiary. Ask for the coverage, exclusions, renewal terms and termination procedure in writing. Do not import insurance requirements or exemptions from an unrelated product. The lender must accept a policy meeting these conditions without changing the terms of the loan offered to you.
Exercise withdrawal within its conditions
You may withdraw within 14 days without giving a reason or paying a contractual penalty. The period starts when the agreement is made; if its written or durable-medium copy is supplied later, it starts when you receive that copy. Send the withdrawal notice within the period in writing or through a durable medium, and preserve evidence of sending.
If you used the money, repay the principal and contractual interest accrued from use until return of principal within 30 days after sending the notice. Otherwise withdrawal is treated as not exercised. Withdrawal is therefore not free borrowing. Only contractual interest and amounts already paid to public bodies or third parties may be demanded; other collected charges must be refunded within seven days after principal and interest are repaid. Full early repayment within the withdrawal period brings these provisions into effect without a separate notice requirement.
Obtain an early-settlement calculation
You may prepay instalments or repay all or part of the debt with the required discount under Articles 15–17. A full settlement between instalments includes remaining principal, interest accrued since the last paid instalment until settlement and applicable statutory amounts. It is not simply the undiscounted total of future instalments.
An intermediate repayment must be at least one instalment. Accrued interest and associated statutory amounts are collected first; the remainder reduces principal. Ordinarily, the remaining number and dates of instalments stay the same while their amounts are recalculated. Alternatives depend on the consumer’s request or a documented agreement under the regulation. The new schedule is supplied without a fee. Do not automatically apply housing-finance compensation of 1% or 2% to this loan.
Follow six documented steps
Check what remains after payment
For loan-linked fixed-sum insurance, early closure or a change to the debt structure terminates the insurance agreement unless you receive separate information and expressly agree to continuation or adaptation under the rules. Request a policy settlement statement. Do not assume every case returns the entire premium or a standard percentage.
A hypothetical arithmetic example: an intermediate payment of TRY 10,000, with TRY 1,000 of accrued interest and statutory amounts at that date, reduces principal by TRY 9,000. These are illustrative figures, not a tariff or offer. If posting differs from your request, complain in writing with the date, amount and schedule entry to correct. Keep evidence and continue meeting other instalments while the complaint is considered.
Frequently asked questions
Does the lowest instalment mean the lowest cost?
No. Match the term, net proceeds, total repayment, annual rate and insurance.
Do the 14 days always start at disbursement?
No. The agreement date, or later delivery of its copy, governs under the conditions explained above.
Is sending a withdrawal notice enough after using the loan?
You must also return principal and interest within 30 days after sending it.
Does every extra deposit close the loan?
Confirm the posting type and obtain the revised schedule or debt-clearance record.
Does this guide guarantee approval for a foreigner?
No. Eligibility and terms depend on the lender, product and applicant assessment.
