Vocational Education Centres in Türkiye: Contracts, Pay, Insurance and Safety

A vocational education centre combines classroom learning with practical training at a workplace. Before starting, understand the school’s and employer’s roles, the training contract, pay, insurance and what to do if a problem or danger arises.

⁦1️⃣⁩ Check eligibility and choose a workplace

The Education Ministry describes registration requirements including completion of middle school, health suitability for the occupation and an appropriate workplace with a qualified instructor, alongside other announced conditions. Ask the centre about the applicant’s age and documents.

For a foreign student or someone educated abroad, present the identity status and education record and ask about equivalency and the applicable requirements. Do not assume registration or training automatically grants residence or a work permit.

Once you have chosen an occupation, ask the centre which branches are available, the eligible age for your intake and the study start date, and how it can help if you have not found a workplace. Take identification and evidence of the previous stage; ask about equivalency and translation for a foreign certificate. Establish how any original document will be returned.

⁦2️⃣⁩ Read the contract and training plan

The training contract is concluded between the school and workplace, with the adult student or a minor’s legal representative also signing. Read the occupation, instructor, responsibilities, classroom and practical days, pay and leave, and retain a signed copy. Ask the school when the contract and insurance registration must be completed before practical training.

The Ministry describes a typical schedule of one theory day and four practical days weekly; confirm your actual programme and school instructions. If changing workplace, contact the school before stopping to establish deadlines, replacement contract and attendance consequences.

Before signing, check the employer, qualified trainer, occupation, training location, timetable and attendance record. If someone promises a change of occupation or training location after signing, ask the school for the written procedure first. When changing workplaces, coordinate the new agreement and insurance registration with the school before starting at the replacement.

⁦3️⃣⁩ Pay and insurance are separate

ItemWhat to confirmWhat not to assume
PayAmount, payment dates and account in the contractThat a state contribution replaces the employer’s payment to the student
InsuranceSchool registration, start date and scopeThat cover begins just because documents were handed in
Health and safetyAppropriate instruction, supervision and protectionThat registration alone prevents accidents

The education directorate links minimum pay to the student’s stage, qualification and current net minimum wage. Its explanation gives 30% for grades 9–11 and 50% for grade 12 students who have gained journeyman qualification. Confirm the category and current amount with the school rather than using a fixed annual sum.

The directorate describes occupational accident, occupational disease and sickness cover for the stated categories. General health insurance depends on dependent status. Confirm the student’s registration, scope and start date before practical training.

Illustrative calculation: if the assumed net minimum wage were TRY 20,000, 30% would be TRY 6,000 and 50% would be TRY 10,000. These numbers are educational, not the current wage. Check the year’s wage, the student’s category, contract and rules on absence. Ask the school for the insurance notification date; submitting a file alone does not establish coverage.

⁦4️⃣⁩ Respond to danger or unpaid wages

In immediate danger move to safety and call 112 if needed; notify the workplace, school and coordinating teacher. Do not use equipment or materials without the required training and protection. Record the event and request assessment and safe arrangements before resuming.

For missing or reduced pay, bring the contract and payment records to the school administration. Ask how the complaint will be followed up and which authority applies if unresolved. Changing workplaces still requires school coordination.

Example of delayed pay: collect the agreement, training schedule and payment records, identify the month and amount, and submit a concise request to school administration. Keep proof of submission. Ask how the coordinating teacher will follow up and which authority handles an unresolved dispute; coordinate any departure or workplace change so the effect on enrolment and attendance is clear.

⁦5️⃣⁩ Five steps before practical training

⁦1️⃣⁩ Ask the centre about eligibility, documents and any necessary equivalency.

⁦2️⃣⁩ Check the workplace, instructor and training plan.

⁦3️⃣⁩ Read the contract, pay, schedule and leave and retain a copy.

⁦4️⃣⁩ Confirm insurance start, safety instruction and reporting contacts.

⁦5️⃣⁩ Track payments, assessment, records and completion requirements.

⁦6️⃣⁩ Frequently asked questions

Does registration automatically guarantee a certificate?
No. Documents depend on completing programme requirements and examinations.

Does the workplace or school pay the student?
The directorate says the workplace pays under the contract; raise payment problems with the school.

Does every student receive identical general health coverage?
No. Check dependent status, insurance registration and scope with the school.

Can I change workplace without notifying anyone?
Coordinate first with the school about the contract, deadline and interruption.

Does apprenticeship insurance automatically cover the family?

Does completing training automatically grant every qualification?
Check the coursework, attendance, examinations and any additional courses required for the qualification.
