Protection for Victims of Human Trafficking in Türkiye: Official Assistance and Residence Status

If you face immediate danger in Türkiye, call emergency number 112 when you can do so safely. Official channels for reporting suspected trafficking and requesting direction include YİMER 157, the police and the provincial Migration Management directorate. You do not need to publish your story, passport or protected location in a forum to seek help. Do not confront an exploiter to gather evidence.

This guide follows referral, assessment, protection, recovery and reflection residence, then support, extension and voluntary choices. Selected official sources were reviewed on 26 October 2026. Identification and decisions belong to the competent authorities; this text diagnoses no individual and guarantees no permit, service or outcome. It differs from a visa guide, tourist-residence checklist or comprehensive asylum guide.

1. Safety before paperwork or a detailed account

If there is a threat, violence, restriction of your freedom or danger to a child, explain the urgent need to 112 using a communication method as safe as possible. Give official responders the information necessary to locate you or understand the danger. Do not publish it or send a protection plan to the suspected exploiter.

Do not return to danger to retrieve a passport or contract or photograph evidence, and do not confront or negotiate with the exploiter on an authority’s behalf. Tell specialists if documents are withheld, communications monitored or you cannot speak freely. This guide does not make a complete document file a prerequisite for asking for emergency help.

If helping another person, seek official assistance without investigating or demanding a detailed account in front of others. Promise neither residence nor absolute protection, and do not pressure them to publish, confront anyone or decide to return.

2. Who protection concerns, and how other routes differ

Men, women and children can experience exploitation linked to trafficking. Official sources identify forms including forced labour, forced begging, forced marriage, compelled criminal activity and sexual exploitation. These are awareness examples, not a test deciding every case’s legal classification. Not every employment dispute is trafficking, but uncertainty about the label is no reason to disregard actual danger.

Protection and support are not in principle limited to one nationality or gender. Residence under Articles 48 and 49 concerns foreign nationals. It differs from humanitarian residence, asylum or medical residence: do not select it merely because tourism conditions cannot be met or transfer those routes’ files into it.

Situation or routeWhat to examineWhat not to assume
Suspected exploitation or coercionSafety, referral and specialist assessmentThat the forum must first be shown proof of the crime
Foreign trafficking-victim residenceIdentification, recovery and reflection period and special rulesThat it is a tourist application with the same documents
Treatment or humanitarian circumstancesAppropriate route and individual factsThat treatment and humanitarian routes are identical substitutes for protection
Employment dispute or another immigration positionCompetent procedure and any actual dangerThat any dispute proves trafficking or uncertainty prevents seeking guidance

3. Official reporting and referral channels

Migration Management confirms that reports and official channels can start referral, including YİMER 157, 112, law enforcement, public bodies and civil-society organisations. Provincial directorates coordinate referral and protection with relevant services. You can request direction to the competent service without displaying personal data publicly.

112 is the emergency channel within Türkiye. 157 is an official information and reporting channel for this field; do not confuse routine residence-information hours with emergency needs. Ask for language assistance and say if you do not understand, without assuming a language count or particular service at every contact.

ChannelWhen usefulImportant limit
112 within TürkiyeImmediate danger or emergency needProvide urgent information to official responders safely
YİMER 157Suspected-trafficking report or direction to specialist referralA call alone does not settle identification or residence
Police or law enforcementReporting and seeking protection and referral as applicableDo not confront a suspect instead of seeking official help
Provincial Migration ManagementCoordinating assessment, foreigner status and referralCheck instructions and which unit handles your case

4. What to say at first contact

Start with the present need: are you in danger, able to talk, with a child, injured or needing urgent assistance? Ask to communicate in a language you understand or for interpretation, and explain if another person controls your papers or communication. Do not delay an urgent call until you have a complete account or evidence list.

Explain honestly what you know and do not know, and identify a safe follow-up method where possible. Official services may need private information to assess and assist, which differs from posting it publicly. We promise no absolute confidentiality, communication method or response. Ask how information will be used and shared for referral.

Practical informationWhy helpfulHow to protect it
Current dangerIdentifying urgent needsTell official responders rather than a public post
Location and ability to communicateDirecting assistance and follow-upDo not publish a protected location or movement plan
Language and health needsExplaining circumstances and understanding guidanceRequest help and do not sign what you do not understand
Child or person needing special supportRequesting appropriate protection assessmentDo not display their story or photograph publicly
Documents or evidence already availableHelping specialists connect the factsDo not return to danger to obtain missing items

5. Referral and official identification

A report begins referral and assessment; it is not a final finding of victim status or residence approval. The administration describes identification as a process involving several stakeholders, coordinated through provincial Migration Management and referring services. Follow the team’s guidance about interviews, location, available documents and needs.

This guide imposes no requirement to first obtain a conviction, give a public account or agree to cooperate before seeking help. Article 48 covers recognised victims or foreigners strongly suspected of possibly being victims. Competent authorities apply it, not a personal declaration or an intermediary’s announcement alone.

Ask about the stage, responsible unit, safe follow-up and any available document or reference. We specify no guaranteed identification time or shelter placement and do not turn a reporting receipt into a residence card.

6. Recovery and reflection: 30 days, not prior compulsory cooperation

Article 48 provides a 30-day governorate-issued residence permit for foreigners identified as victims or strongly suspected of being victims, to recover from their experiences and decide whether to cooperate with authorities. Its purpose is recovery and reflection. We do not reverse that into a requirement to cooperate first before asking for protection.

Ask the team about the issued document, start and end dates and follow-up requirements. The 30 days are not a period created by a post or automatically beginning with a forum contact, nor an issuance guarantee or assessment deadline. An intermediary does not identify victims or grant residence.

7. Do not transfer tourist-residence conditions into protection

Article 48 states that conditions required for other residence permits are not sought for this permit. We therefore do not require someone seeking referral to first gather a notarised tenancy, tourist insurance, income threshold or another category’s photo and fee file before contacting official services.

Tell the team what identity evidence and papers you have and what has been lost or withheld, without returning to danger to retrieve them. Identification, document issuance and individual instructions are explained by the competent service. Ask the competent service to clarify applicable charges or exemptions; do not assume an ordinary residence tariff, tourist e-İkamet form or general UETS requirement applies to this route.

If you have another immigration status, an earlier decision or a different protection need, tell specialists and ask about its effects. Do not assume a report erases every decision or breach, and this guide does not make immigration fears a reason to delay emergency assistance in immediate danger.

8. Support to discuss with the team

Official descriptions include safe accommodation, health and psychosocial services, legal help, basic-needs assistance, education or vocational support and help accessing the labour market as applicable. This is not a schedule, benefit amount or guaranteed shelter capacity for every person.

Explain needs and establish what is offered and who follows up. Ask to understand choices and the effects of accepting or declining, with safety, health and particular circumstances considered. Tell the team about children, health conditions or language difficulties without assuming identical services for everyone.

Labour-market access support does not establish that any residence automatically authorises work. Ask about the procedure applicable to an activity before starting, and do not accept work or arrangements returning you to exploitation in exchange for a renewal promise.

Officially described supportWhat to discussWhat is not guaranteed
Safe accommodation or shelterSafety, needs and referral arrangementsA published address or immediate place for everyone
Health and psychosocial supportUrgent needs, follow-up and languageA specific treatment or medical outcome
Legal helpUnderstanding decisions, documents and choicesA court result or guaranteed residence
Education, training and labour-market accessCase options and activity authorisationA job or automatic work right
Basic-needs assistanceOffers, conditions and follow-upA uniform amount or fixed payment period

9. Extensions: need and decision before document expiry

Article 49 allows extension of recovery and reflection residence for safety, health or particular circumstances, for up to six months at a time and no more than three years in total. These are limits, not an automatic three-year grant or a promise that every extension is accepted.

Before document expiry, follow up with the specialist team about updated safety, health and circumstances and the necessary decision. Keep available evidence and actual instructions; do not import a tourist-renewal window, missing-document deadline or charge from another route without applicable guidance.

StageWhat the text providesWhat to verify
Initial residence30 days for recovery and reflection within Article 48Issued document, dates and follow-up instructions
ExtensionUp to six months each time based on safety, health or particular circumstancesActual need and decision before expiry
TotalNo more than three yearsNot guaranteed duration or permanent residence

10. Threats or forced contact: tell the protection team

Article 49 provides for cancellation if it is established that the person re-established ties with the perpetrators on their own initiative. We do not convert this into an automatic judgment on a threat received, unwanted contact or coerced behaviour. Facts and assessment matter; the forum does not decide cancellation.

If an exploiter contacts, pressures or threatens you or another person, tell the team through a safe channel and request risk assessment. Do not contact them to test evidence, arrange a meeting or confront them. Do not hide threats for fear of an interpretation before explaining them to specialists.

11. Residence, protection against removal and other decisions

Article 55 includes people benefiting from the trafficking-victim support process among those against whom a removal decision is not issued, with individual assessment and possible specified-address or reporting requirements. We do not equate this protection with a claim that every report alone stops every procedure or grants permanent immunity.

If detained or facing removal, an entry ban or refusal, explain possible trafficking and safety needs to specialists and promptly request legal help with the actual decision and service. Do not substitute the forum for a required procedure or assume a reporting receipt is a legal challenge. Specialist decision guides remain separate.

Before travel, relocation or work, review the document, restrictions and applicable instructions with the team. We promise neither that recovery residence is a travel document nor that return options mean every replacement passport or transit route is automatically accepted.

12. Voluntary safe return is a choice to explain, not impose

Sources describe a consent-based voluntary safe-return programme, with departure and arrival protection arrangements when requested as applicable. It differs from an intermediary’s ticket promise or pressure to leave in exchange for assistance. Ask about alternatives, safety, documents and destination before deciding.

Do not sign a statement you do not understand or publish a shelter location, movement arrangements or other people’s data. If return or contact with an institution in your country may expose you or someone else to danger, tell the protection and legal-support team before travel arrangements. We do not make an individual safety decision for them.

13. Practical steps for assistance and follow-up

These are safe organisational steps, not a requirement to prove a crime or a universal online application checklist. Guidance about suspected trafficking can be requested without waiting for a complete file.

  1. For immediate danger within Türkiye, use 112 when safely possible and explain the emergency.
  2. Use 157, law enforcement or provincial Migration Management for appropriate specialist referral, without publicly posting a story or identity.
  3. Explain danger, language and health needs, any children and whether you can communicate freely.
  4. Give official services information or papers already available; do not confront the exploiter or return to danger to gather evidence.
  5. Ask about assessment, responsible service, safe follow-up and any available document or reference.
  6. Discuss support, choices, consent and recovery and reflection without treating cooperation as a condition imposed by this guide.
  7. Track document dates and team instructions and seek follow-up on extension or changed risk before expiry.
  8. Review decisions, relocation or return with specialists; do not sign what you cannot understand or rely on an intermediary’s guarantee.

14. Two examples without diagnosis or guaranteed eligibility

Example one: a worker cannot speak freely, says papers are withheld and fears threats. Instead of posting a passport or returning to danger to retrieve a contract, they safely contact an official service and explain risks, needs and available information. Services arrange appropriate assessment and referral. The example does not establish that every wage dispute is trafficking or that residence has been granted.

Example two: someone receiving follow-up is threatened after a time-limited document is issued. They inform the team safely and discuss changed risk, extension, support or voluntary-return options without meeting the exploiter or assuming the threat is contact on their own initiative. The example guarantees no extension, cancellation, eligibility or safety of a particular journey.

Frequently asked questions

Which number is for immediate danger in Türkiye?
112 for emergencies. Communicate as safely as possible and give urgent information to official responders, not the forum.

How can I request referral for suspected trafficking?
157, law enforcement and the provincial Migration Management directorate are official reporting and referral channels as applicable.

Should I publish my story and passport as proof?
No. Provide necessary information privately to competent services, without publicly sharing identity, protected location or a victim’s account.

Does protection include men and children?
Official sources concern men, women and children rather than one gender; foreign residence status has its own procedure.

Do I need a conviction before seeking help?
This guide imposes no such requirement. Article 48 covers victims or people strongly suspected of being victims; identification belongs to competent authorities.

Must I promise cooperation first?
We do not turn recovery and reflection into prior compulsory cooperation. The text provides time to decide whether to cooperate.

Should I prepare a tourist-residence file before reporting?
We impose no such condition. The text does not require other permits’ conditions, and this guide does not delay emergency help for a lease, policy or bank balance.

What if someone holds my papers?
Tell the team what is available and why documents are missing. Do not return to danger or confront the exploiter to retrieve them.

What initial residence period does the text provide?
30 days for recovery and reflection under Article 48 through the competent decision, not an automatic period from a comment or report.

Are three years guaranteed?
No. Extensions are up to 6 months each according to circumstances, with a total not exceeding 3 years; there is no automatic grant.

Must I pay ordinary residence charges or buy insurance before asking for help?
We import no charge or condition from another residence category. Ask the competent service about applicable instructions, assessments and exemptions.

Am I guaranteed shelter or a particular amount?
Official support includes several possibilities as applicable, but we guarantee no immediate capacity, amount or service time.

Is labour-market support work permission?
It is not proof of automatic authorisation. Check the applicable activity procedure with specialists.

What if an exploiter threatens or contacts me against my will?
Inform the protection team safely. This guide does not automatically equate threats or coercion with ties re-established on your initiative; do not confront the person for evidence.

Does every report stop a removal decision?
We assume no such result. Victim-support beneficiaries have protection within its legal scope and individual assessment; promptly obtain specialist help with any actual decision.

Is voluntary return a condition of support?
It is not presented here as a condition. Sources describe a consent- and safety-based option with case-specific alternatives explained.

What if a child is involved or I need another language?
Tell the service and request assessment of child-protection and language needs. Do not publicly display the account or photograph.

Can the forum identify me as a victim or grant residence?
No. Identification and decisions belong to competent authorities. The guide supports requesting referral and understanding steps and limits.
