📌 At a glance:
If a purchase is defective or a service does not meet its agreed terms, Türkiye’s consumer-protection system offers formal ways to seek a remedy. A clear complaint supported by documents is usually more useful than an endless argument with the seller. The correct route depends on the dispute and its value.

1️⃣ When might you have a consumer complaint?

  • 📦 Goods arrive defective or materially different from their description.
  • ⏳ Delivery is seriously delayed or contractual delivery obligations are not met.
  • 💳 A seller refuses an available refund, repair or other legal remedy for defective goods. The remedy does not depend solely on a commercial warranty.
  • 🔁 The seller fails to honour applicable withdrawal or return rights, including those stated in the contract. Check legal exceptions rather than assuming every item can be returned for any reason.
  • 🧾 A bill contains unexplained or disputed charges. A price you consider expensive is not, by itself, proof of a legal breach.

2️⃣ What evidence should you keep?

  • 🧾 An invoice, receipt or payment record:
    • Paper and electronic records can help establish the purchase, amount, date and seller.
  • 📩 Correspondence with the seller:
    • Keep relevant emails, messages and app correspondence, including any attempt to resolve the matter directly and the seller’s reply.
  • 📸 Photographs and screenshots:
    • Record the defect, advertised specification, price, order details or other issue you are relying on. Preserve the original files where possible.

3️⃣ Where can you apply?

  • 🏛️ Consumer arbitration committees (Tüketici Hakem Heyeti):
    • These handle consumer disputes below the annual monetary threshold, through the committee authorised for the relevant area.
    • Applications are free of charge; they are not subject to an ordinary “nominal filing fee”. You may apply personally or through a lawyer.
    • Check the current year’s limit and the competent committee; not every district has its own decision-making committee.
  • ⚖️ Consumer courts (Tüketici Mahkemesi):
    • The court route applies to disputes outside the committee’s monetary jurisdiction and to other matters assigned to the courts. Complexity alone does not let you bypass a mandatory committee application.
    • Pre-action mediation is required for relevant consumer-court disputes, subject to statutory exceptions. Legal advice is useful where the issues or procedure are difficult.
  • 🌐 Online applications:
    • Consumer-committee applications can be submitted through e-Devlet and the Ministry’s Consumer Information System (TÜBİS), with the required authentication and supporting documents.
    • Use the official service rather than an unofficial website promising a guaranteed refund.

4️⃣ Preparing a committee application

  • 1️⃣ Collect the evidence:
    • Invoice or purchase/payment record.
    • Photographs or records of the goods or service.
    • Relevant correspondence.
  • 2️⃣ Complete the application:
    • Include:
      • Your identity and contact details; the official form accommodates foreign consumers’ passport or foreign identity numbers.
      • The seller’s name and address, and available business or tax information.
      • A clear account of the problem and the dispute’s value in Turkish lira.
      • The remedy you seek, such as a refund, replacement, repair, price reduction or termination, as applicable to the case.
  • 3️⃣ Attach documents and submit:
    • Online through the official e-Devlet/TÜBİS service where you can authenticate.
    • Alternatively, submit a written application in person or by post to the competent committee. An oral complaint alone is not a valid application.
  • 4️⃣ Follow the file:
    • Respond to any request for clarification or further evidence.
    • The committee examines the case and issues a decision binding on the parties, subject to the legal challenge procedure. Check any notice and deadline carefully.

5️⃣ Before and after buying

  • 📝 Read delivery, withdrawal, return and replacement terms, especially online; contractual wording cannot remove mandatory statutory rights.
  • 🏪 Check the seller’s identity, address and reputation.
  • 📸 Save the offer and advertised price, particularly for substantial discounts or unusual promotions.
  • 🧠 Use the formal process when appropriate. A well-documented claim helps the decision-maker assess your rights, but no outcome is guaranteed.

If direct contact does not resolve the problem, assemble the evidence and use the appropriate official consumer-dispute procedure. Keep the complaint factual and make your requested remedy clear.
