1️⃣ 🖥️ Applying for a Work Permit through e-İzin in Türkiye in 2026: Documents and Follow-up

Foreign work permit applications are submitted electronically through the Ministry of Labour’s e-İzin system. For ordinary employer-sponsored work, the employer or authorised representative enters the details, uploads documents and submits with an electronic signature.

The official e-İzin sign-in for work-permit applications and follow-up is the Ministry’s portal.

Organising documents and an online application

2️⃣ 📊 Practical overview

StageAction
1️⃣ Choose the routeDomestic or consular route based on status
2️⃣ Submit through e-İzinAccurate information and electronic approval
3️⃣ After the decisionFees, card and registration

3️⃣ 📌 Which system and which route?

e-İzin covers initial permits, renewals, new-employer applications, relevant temporary/international protection cases, certain regulated or academic work and permanent permit card renewal. New work permit exemption applications follow the exemption route at the Ministry’s current portal from 17 September 2026. The former e-Muafiyet system is retained for tracking applications submitted before that date.

The ordinary domestic route is for someone holding a qualifying residence permit issued for at least six months and still valid on the application date. Use the correct foreign identity number, residence details, employer information, contract and documents. Special Ministry-designated categories may have different eligibility rules. Residence permission enables an eligible application route, not automatic approval.

For the overseas route, the worker applies at a Turkish mission in their country of nationality or lawful residence, obtains a 16-digit reference and gives it to the employer to complete e-İzin. Follow the mission and Ministry instructions for the work visa and permit.

4️⃣ 👤 Authority and technical preparation

The applicant can be the business owner, authorised company representative, formally delegated employee or lawful third-party representative; independent applications have their own applicant arrangements. Prepare an active e-Devlet account, valid e-signature and necessary software, compatible browser, workplace registration, correct SGK/tax identifiers, working email/telephone and representation authority. A saved draft is not a submitted application.

5️⃣ 🏢 Check the workplace record

Create or select the correct workplace, including data drawn from SGK, the trade registry, tax and linked government records. Check the legal name, address, activity, SGK number, capital, staffing, partners and authorised person. Inconsistencies can delay assessment or trigger requests for evidence.

6️⃣ 📝 Enter the worker and contract accurately

Match the passport name, nationality, birth details, passport number/expiry, foreign identity or consular reference, address/contact details, occupation, education, contract period, gross salary, work location, requested start and permit type.

Upload the contract signed by both worker and employer/representative. It should state the parties, role, workplace, term, gross pay, hours, start date and duties. The role and salary must match e-İzin and subsequent SGK records. The Ministry supplies contract models for certain categories.

7️⃣ 📂 Worker documents

  • Passport: clear identity pages and certified Turkish translation when not in Latin script. A document with less than 60 days’ validity is not accepted; the permit must end at least 60 days before passport expiry.
  • Photograph: recent, clear and compliant with biometric specifications, not cropped from another document.
  • Qualifications: diploma and certified Turkish translation where required, with experience, equivalence or professional licensing evidence as applicable. Domestic service applications normally follow the Ministry’s specific education declaration rules.
  • Application route: qualifying valid residence permit for a domestic application, or the consular reference for an overseas application.
  • Professional approval: prior permission, equivalence or registration where required in healthcare, private education, engineering/architecture, aviation, academic or other regulated work.

8️⃣ 🏬 Employer documents

Depending on the sector and legal form, the file can require current trade registry information, capital/partner structure, activity certificate, approved annual accounts and profit/loss statement, Turkish staffing records, workplace/sector licences, delegation and evidence that the business is authorised to conduct the activity. A technology business, school, hospital, tourism facility and household care employer do not share one universal checklist.

Checking and signing a contract

9️⃣ 📤 Upload, review and submit

Put each document in the correct field. Recheck names, identifiers, dates, salary and role; save, sign electronically and obtain the tracking reference. Open the uploaded files before submission: they must be legible, complete, uncropped, accessible without a password and belong to the correct worker/employer. Follow the file format and size shown by the system.

1️⃣0️⃣ 🔍 Follow the application

Possible stages include draft, completed submission, assessment, request for information, approval, fee payment, card printing, PTT dispatch and refusal. Monitor e-İzin and the registered email/telephone. Use contact details the employer can continue to access.

If the Ministry requests a clearer document, corrected contract, financial evidence, prior approval, experience proof, role/salary change or business explanation, respond through the existing application within the stated period. Do not automatically create a duplicate application just because a deficiency is shown.

1️⃣1️⃣ ⏳ Assessment and work before approval

The assessment period depends on a complete file. Missing documents, another authority’s opinion, professional approvals, inconsistent business/pay records, passport/residence issues or additional checks can affect progress. A pending first application does not authorise work. Start only when the permission is issued and valid and the applicable SGK obligations are met. Timely renewals have a separate, limited continuation rule.

1️⃣2️⃣ ✅ Approval, payment and card delivery

Pay both the permit fee and card charge within 30 days of notification, following the official message; otherwise the application is rejected. Official payment channels include the Digital Tax Office and the contracted Ziraat, Halk and Vakıf banks. For online payment, select Uluslararası İşgücü Genel Müdürlüğü and use the foreign identity/reference details notified by the Ministry.

The card is normally sent by PTT to the registered employer address. Keep the address correct, ensure someone can receive it and follow the tracking information. Update an address change officially rather than letting the card go to an outdated workplace. Complete SGK registration within the applicable period.

1️⃣3️⃣ 🔐 Protect the application

Use the official government service, protect e-Devlet codes and electronic-signature access, pay government charges through the prescribed channels and verify approval in the system and the card through the official enquiry service. Do not rely on a message from an unknown office or send government fees to a personal account. Keep the submitted application, contract and receipts.

1️⃣4️⃣ ✅ Final checks

Confirm the correct domestic/overseas route, workplace and representative, working e-signature, sufficient passport validity, exact passport name, signed contract, matching role/pay, clear files and professional approval, correct contact details and completed electronic submission. Common failures include an ineligible residence category, wrong passport number, non-biometric photo, untranslated qualifications, incomplete signature, ignored deficiency notice, late fees or starting work too soon.
