Disputing Electricity, Water and Gas Bills in Türkiye: Meter Readings, Corrections and Refunds
A higher bill does not, by itself, prove that the meter is faulty. The reading period may be longer, consumption may have increased, the tariff may differ, or an earlier balance may be included. An effective objection starts by identifying the possible error on a particular bill, linking it to the account, meter and period, and requesting a review that you can track through to correction of the account and settlement of the amount. This guide concerns direct supplier bills, distinguishing electricity, gas and local water services from heating shares or building-management expenses.
Identify what you are disputing before choosing a channel
Start with the name of the bill issuer, the contract or account number, the service address and the meter serial number. An apartment number written on the meter cabinet does not establish that the meter belongs to your account. Match the serial number against the company's records and the bill or installation record, and request verification if they differ.
| What you notice | What to check | Appropriate request |
|---|---|---|
| The printed reading does not match the meter | Serial number, reading date and the register being read | Reading record, meter verification and correction of any established error |
| The amount is higher but consumption is similar | Number of days, tariff, taxes and previous balance | A detailed explanation of the disputed calculation item and correction if wrong |
| A bill after payment or a duplicate debit | Transaction reference, account, bill and posting date | Reconciliation of collections, an account statement and resolution of the duplication |
| An estimated reading or adjustment after readings were interrupted | Last actual reading, estimation record and the period adjusted | The estimation basis, reading history and recalculation where necessary |
| Building management requests your apartment's share | Account holder for the master meter and how the total is allocated | The original supplier bill and management's allocation statement, keeping the two routes separate |
Document the meter safely and make meaningful comparisons
Clearly photograph the meter display, unit, register code and serial number, and retain the original files and capture dates without exposing neighbours' data. Compare readings for the same period: today's photograph does not establish a reading on an earlier date. Rule out a device, register or multiplier change before concluding there is an error.
Do not open seals, dismantle a meter or repair a measuring device yourself. Request an inspection by the authorised organisation and a record of the serial number and reading. On replacement, record the old and new meters and the work date.
Prepare a clear objection file with only relevant personal data
Organise the following evidence and send identification, when requested, only through the organisation's official channel. If the contract is in the landlord's or management's name, work with the account holder or their representative; a tenancy agreement does not guarantee access to another person's account or the right to request a refund in their name.
| Evidence | What to include | Purpose |
|---|---|---|
| The disputed bill | Its number, period, notification and due dates, and disputed item | Identify the objection and its relevant dates |
| Comparison history | Earlier bills and readings appropriate to the period, plus previous-year data for gas | Distinguish changed use from a calculation error |
| Meter photographs and records | Serial number, reading, date and replacement record if applicable | Establish device identity and the reading sequence |
| Payment receipts | Amount, date, transaction reference and the account paid | Check an unposted payment or duplicate collection |
| Follow-up file | Objection text, attachments, application number and responses | Establish what was requested, when, and the outcome |
Submit the objection through a traceable route
Submit a specific objection through the organisation named on the bill and retain the text, attachments and application number. State whether you request a reading or tariff correction, payment reconciliation or an accuracy test, and ask for a reasoned response and confirmation of payment obligations during review; a complaint number alone is not permission to withhold payment.
Electricity: the responsible company, deadlines and payment during an objection
For an electricity billing error, begin with the supply company that issued the payment notice. Readings, meters and technical investigations concern the distribution company; do not confuse the two merely because their branding is similar. Ask the supplier to register the objection and refer its technical elements to the distributor where necessary.
Article 36 of the Electricity Market Consumer Services Regulation covers errors including readings, multipliers, consumption calculations, tariffs and duplicate payment notices. Submit the objection to the supplier within one year of notification of the payment notice; it must be resolved within ten working days following the application date. If the matter falls within the distributor's responsibility, the procedure includes referral within two working days, the distributor's response within five working days of receipt, and written notification to the consumer within three working days. These are processing stages, not a new filing deadline each time.
An objection does not remove the payment obligation. However, Article 36 provides a specific exception: if the difference between the disputed consumption cost and the consumption cost paid for the previous period exceeds 30%, the consumer may pay the previous period's consumption-cost amount by the due date; Article 35 does not apply when this condition is met. The comparison concerns consumption cost, not automatically the full bill including balances and charges, and the rule does not mean paying zero.
Request written confirmation of the payment amount and reference calculation. A difference of exactly 30% is not more than 30%, and the exception does not automatically apply to the bill's total, other services or later bills.
Gas: the payment reference differs from electricity
Address a gas bill objection to the gas distribution company's customer services. Article 50 of the Distribution and Customer Services Regulation allows objections within one year of notification of the bill and requires the company to decide within ten working days of the objection. Registration channels may differ between companies; use the bill's contact details or your company's official objection service.
Objecting does not remove the payment obligation. Pending the decision, if disputed consumption exceeds consumption in the corresponding period of the previous year, the amount payable by the due date is that earlier period's quantity priced at the retail selling price for the disputed billing period. Where the subscriber has no history, data for consumers with similar usage patterns are used. This does not mean paying last year's unchanged cash bill, the previous month's amount, or comparing total monetary amounts alone.
If the objection is upheld, the excess collected is refunded within five working days of the decision, together with the late-payment surcharge rate applicable to the customer, or credited against the next bill with the customer's agreement. If it is rejected, the uncollected portion, together with the late-payment surcharge from the original due date, is payable within five working days of the decision. Request a written outcome and calculation; the provisional payment is not a final settlement.
Water: use your city's authority and avoid assuming one national rule
Water services are managed locally, so electricity or gas deadlines and payment exceptions cannot simply be applied to water. Search for Fatura İtiraz or subscriber services under the water authority named on your bill, and ask for the filing deadline, payment position and inspection fees under its applicable regulation and tariff.
In Istanbul, an İSKİ bill objection service is available through e-Devlet. Bill enquiries are a separate service: viewing a debt does not mean you have submitted an objection. Authentication is required, and the public interface does not guarantee that every resident can access every account. If you cannot use the online route, ask the water authority about branch or written applications and representation of the account holder.
As an example of local differences, ASKİ's published service standard for Ankara lists a written request and a current meter photograph for bill objections. It distinguishes routine processing from an inspection where needed, for which it gives 3–7 days, and waiting for a calibration report, for which it gives 20–30 days. These are published local processing periods for different routes, not a national objection filing deadline or a promise that every case will finish within the same period.
A leak after the meter may represent actual consumption. Document inspection and repair and ask about local adjustment conditions without assuming an automatic refund. Landlord-tenant responsibility for apartment repairs is a separate issue.
When should you request a meter test, and what does it cost?
Request an accuracy test when checking meter identity, the reading and the calculation is insufficient. Retain the removal and installation record, serial number, readings and test report. Correcting a mistyped number differs from testing the device's accuracy.
For electricity, Article 51 governs requests to the distribution company for a measurement test, including removal of the meter and installation of a replacement within ten working days, with a record left. If testing establishes correct measurement, the requester bears the test fee; a free test cannot be promised to everyone. The article distinguishes this fee from other replacement costs borne by the distributor, and no disconnection or reconnection fee is charged under this article.
The official Başkent EDAŞ meter-test page lists the following amounts for 2026. KDV is added as stated in the announcement. These are neither water or gas test charges nor the purchase price of a new meter.
| Electricity meter type in the announcement | 2026 test fee | When the requester bears it |
|---|---|---|
| Direct-connected: single-phase active-energy or three-phase active/reactive-energy meter | TRY 194.00 + KDV | If the meter is found to record consumption correctly |
| Active/reactive-energy meter connected through current or voltage transformers | TRY 246.00 + KDV | If the meter is found to record consumption correctly |
For gas, the distributor bears the examination fee if the customer is found justified under Article 43; request the tariff and charging conditions otherwise. Water has local conditions and fees, with no single verified amount given here. Do not remove the seal or replace the device yourself, and obtain a copy of every record; routine replacement alone does not establish errors in earlier bills.
Corrections and recalculation: request the period and basis, not just a total
Request the reason and period for the correction, the readings and prices used, and deductions for previous payments. A correction may favour you or reveal an undercollection. The following limits do not provide a general cancellation of debts.
For electricity errors addressed by Article 36, corrected consumption calculated in the supplier's favour is limited to 180 days where valid documentary evidence exists, otherwise 90 days. Consumption-period prices apply, and consumption already calculated and paid is deducted. Amounts are payable in instalments corresponding to the number of months in the calculation period, without a maturity or late-payment surcharge, with an option to request payment in one lump sum.
For an electricity measurement error through no fault of the consumer, Article 37 requires a distributor's technical on-site assessment where the cause is external, or a test report from the provincial directorate of industry and technology where the meter itself is faulty. The calculation uses valid consumption-history data for the corresponding period; where unavailable, it uses the daily average of the first two billing periods after meter replacement, followed by data for similar premises if that is also unavailable. An unexplained estimate is not an adequate substitute for this calculation.
For measurement recalculation in the electricity supplier's favour, the period is 180 days where valid evidence exists; otherwise it runs from the last recorded technical action concerning the meter, capped at 90 days. It cannot begin before the consumer's contract. Consumption-period prices apply and consumption already calculated and paid is deducted, with instalments corresponding to the number of months in the calculation period and no late-payment surcharge for this correction. Request calculation form EK7 and the test or technical assessment report before or with the bill; these limits do not provide a general exemption from all older debts.
For gas, the regulation distinguishes company error from an inaccurate meter. For undercollection caused by company error under Article 51, averages of the retail selling prices, correction coefficient and higher calorific value in the underbilled months are used, subject to a maximum of one year, with instalments corresponding to the number of months and no late-payment penalty. This concerns correction of company error; it is not the rule for a rejected gas objection, under which the shortfall and late-payment surcharge are payable under Article 50.
For an inaccurate gas meter under Article 42, amended in February 2026, the average for the corresponding months of the previous two years, or quarters where monthly data are unavailable, is compared with the average for similar consumers and the lower average is used. Comparable data are used where reliable history is unavailable. The fault period runs from the most recent technical or contractual action among those listed in the article until discovery, capped at one year. Electricity and water bills for the period may support the correction request. Previously billed quantities are deducted and consumption-period prices apply together with Article 51. This differs from the Article 50 provisional-payment reference; do not transfer electricity's 180/90-day rule to gas.
| Settlement item to check | What to request | A reason to ask a further question |
|---|---|---|
| Period | Start and end of the error and evidence supporting them | An arbitrary start date or a date before your contract |
| Quantities | Readings and multiplier, or estimation basis and previous deductions | Consumption already paid being charged again |
| Prices | The tariff for each period and why it applies | Today's price applied to all earlier consumption without explanation |
| Balance and surcharges | Correction principal, surcharge or instalments, and refund of any excess | A cancelled bill's balance remains, or a payment's treatment is unclear |
Two examples distinguishing a genuine increase from a possible error
Period example: one hypothetical bill shows 240 kWh over 30 days and another 360 kWh over 45 days. Both average 8 kWh per day; the total quantity increased because the comparison period is longer. This example does not decide whether issuing the longer-period bill was permissible, whether its price is correct or which tariff applies, but it prevents treating the total difference alone as proof of a faulty meter.
Reading example: a hypothetical meter's last documented reading is 1000 and the correct later reading for the same period is 1090, a difference of 90 units. If the calculation instead uses 1190, apparent consumption is 190 units, creating a possible 100-unit discrepancy. Before requesting a deduction, rule out a different device, date, register, multiplier or meter replacement. These are educational figures, not a tariff or guaranteed compensation amount.
To calculate an electricity or gas payment exception, request the service-specific calculation sheet from the company. Do not use the example's eight-unit daily average instead of the legally applicable provisional amount, or multiply the reading difference by one price if the bill includes conversions, bands or periods with different prices.
Practical objection wording and what to request in the response
State the bill number, period, account and meter, followed by the disputed item, supporting evidence and requested correction. Ask for the reading record and testing where necessary, reconciliation of payments made, confirmation of provisional payment obligations, an application number and a reasoned response.
Suggested Turkish wording, not a mandatory form: «(…) abonelik numarama ait (…) dönemli faturaya, (…) nedeniyle itiraz ediyorum. İlgili belgeler ektedir. Okuma ve hesaplamanın incelenmesini, hatanın düzeltilmesini, inceleme süresinde ödenecek tutarın ve gerekçeli sonucun yazılı bildirilmesini talep ederim». Fill in your details through the organisation's official channel.
If unresolved: distinguish regulatory oversight from a financial claim
If the electricity or gas company fails to respond, or you consider its response contrary to regulation, attach the original request and reference, the response or evidence of its absence, bills and supporting evidence to a sector-specific complaint. The EPDK consumer complaints portal directs consumers first to the relevant company, then to a written online or postal route; its online link leads to CİMER. Keep electricity and gas complaints separate. General customer-service guidance refers to 15 working days, but this does not replace the specific ten-working-day bill-objection period described above.
If online access is unavailable or a service does not cover your circumstances, use the organisation's published written or postal route and retain proof of sending. Do not assume every resident can use every authentication or online account service. For water, begin with your city's authority and its own complaint or review channel; EPDK is not a general regulator of water bills.
A regulatory complaint differs from a request for an enforceable refund. For a consumer-transaction dispute in 2026, the Consumer Arbitration Committee (THH) monetary jurisdiction covers values strictly below TRY 186000; an equal or higher value falls outside that threshold. The Ministry of Trade's consumer committee guide explains written submission in person, through a lawyer, by hand or post, or through TÜBİS via e-Devlet, with the parties' details, request, value and evidence; it also permits foreign identity or passport details as described in the guide. The committee may be at the consumer's place of residence or where the transaction occurred.
This does not automatically place every municipal charge, administrative measure, unlawful-use claim or internal building allocation within THH jurisdiction. The claim's nature and any ongoing proceedings determine the appropriate body, and a court route and mediation may be required where applicable. If you receive an enforcement notice or another separate measure, do not treat the earlier administrative application as an objection to it or wait for its outcome until the notice's deadline expires. Registering with the company, EPDK, CİMER or the committee does not itself provide a general suspension of payment or disconnection.
Master meters, tenants and building management
If the account is in building management's name, request the original supplier bill, master-meter reading and share-allocation statement. The supplier bill may be correct while management's allocation is wrong; the supplier deals with its account and meter, while management answers for its internal statement. Consult the central-heating or aidat guide according to the type of share.
Retain move-in and move-out readings to identify your period, and report faults and leaks to the landlord or management, documenting inspection and repair. Do not deduct an amount from rent or aidat or represent the account holder without an appropriate basis.
Close the file with a verifiable settlement
Save the decision, corrected bill and balance statement, and verify receipt of a cash refund or appearance of the credit on the next bill.
For a consumer-favour electricity correction under Article 36, an excess payment is refunded with the late-payment surcharge within a maximum of three working days when a cash lump-sum refund is requested, or offset against the account. For overmeasurement under Article 37, settlement is calculated at consumption-period prices with the late-payment surcharge; on request, the amount is refunded in one lump sum by the consumer's chosen method within three working days, otherwise it is offset. Where correction and refund cannot be completed through the settlement procedures referred to in Article 37(9), the distributor carries them out directly; the supplier is not invariably the sole refunding party.
For gas, the clock starts differently for acceptance of an Article 50 objection and discovery of a company error under Article 51. Both provide for refunding the excess within five working days under their respective conditions, and credit against the next bill requires the customer's agreement. Ask the decision to identify the category so you know when follow-up begins, and reconcile the principal, surcharge and treatment of your provisional payment.
If an error remains, follow up under the same file number and attach evidence showing it. Keep the request, decision, correction and proof of settlement together.
| Outcome | Evidence of closure | What to check afterwards |
|---|---|---|
| Correction before payment | Corrected bill, balance and due date | The old bill is no longer being pursued |
| Cash refund | Decision, itemised amount and transfer actually received | The account statement agrees and the amount is not deducted again |
| Credit or offset | A clear entry in the balance and next bill | Consent where required and correct use of the credit |
| Objection rejected | Reasoned response, remaining amount and due date | Applicable payment obligation and appropriate escalation option |
Scope of these provisions: this guide explains relevant articles of the Electricity Market Consumer Services Regulation in the consolidated text including the 14 January 2025 amendment, and the Gas Distribution and Customer Services Regulation including the 21 February 2026 amendment. The quoted fees concern 2026 and the public channels described are dated as of 26 October 2026; this is not an exhaustive review of every amendment, contractual situation or local water regulation.
Frequently asked questions
Does every high bill mean a faulty meter?
No. Check consumption, period length, tariff, balances and device identity. A higher price with stable consumption may require review of a calculation item rather than a meter test.
Is the electricity objection deadline only ten days?
Ten working days is the Article 36 resolution period. A billing-error objection may be filed within one year of notification of the payment notice. Do not wait until the year's end: the payment due date has separate consequences.
Can I withhold payment simply because I object?
No. Follow the rules for the service. Electricity has a specific exception for a consumption-cost difference exceeding 30%; gas uses a different reference based on the corresponding previous-year period's quantity. Neither exception should be transferred to water.
Do I pay exactly last year's gas amount?
In the applicable case, the corresponding earlier period's quantity is priced at the disputed period's price, rather than its old cash value. Comparable data are used under the regulation where the subscriber has no history.
Is an electricity meter test always free?
No. The requester pays the test fee if the meter is found accurate. The cited official announcement gives 2026 fees of TRY 194 or TRY 246 plus KDV, depending on type; these are not water or gas fees.
Is there a single water-objection deadline throughout Türkiye?
No national deadline can be inferred from the two local examples here. Request your city's regulation, objection channel, payment position and processing periods, distinguishing the filing deadline from the device-testing period.
My account does not appear in e-Devlet. Have I lost my right?
An unavailable interface does not establish loss of the right. Check the organisation and contract holder, then request the branch or written route and appropriate representation. Do not apply in another account holder's name without authority.
I paid, but the debt is still displayed. Should I pay again?
Reconcile the payment reference, account, bill and posting date with the bank and supplier, and request collection reconciliation. Do not assume the transaction failed or automatically pay twice; follow up the payment position in writing during reconciliation.
Can every financial claim go to the consumer committee?
It must fall within the committee's consumer-transaction jurisdiction, monetary limit and conditions. The 2026 threshold is strictly below TRY 186000; public charges, internal allocations and separate proceedings may require a different body.
When is an objection finished?
When you have a reasoned decision and the balance, corrected bill and refund, credit or payment of the remainder agree with it. Check the next bill and retain the complete closure file.
