One country, a clear category and documented responsibilities before expansion
Market selection begins with real demand and clear operating capability.
Selling to the Arab world requires more than adding Arabic and enabling shipping everywhere. The same product may need different documents, landed costs may change, and acceptable waiting times may differ from domestic orders. Start with one country, a defined category and an entry method executable on a limited budget, then test a real order from payment through delivery and settlement. This guide supports decisions before extra stock purchases or long contracts. Proposed financial and trial-planning examples are hypothetical rather than carrier prices or official rankings of markets. On one page, record known facts, questions needing written carrier or importer answers, and who can stop the trial.
Start with a customer, product and buying reason
Define the offer in one sentence: I sell a particular product to customers in a specified country because it offers value not easily available elsewhere. Value may be documented sizing, a particular design, consistent availability or clear Arabic service. 'Turkish' alone does not prove quality or origin or justify higher prices. Show actual goods, specifications, measurements and brand names where use rights exist.
Examine ten similar offers, recording displayed final prices, delivery times, returns and recurring buyer comments. Do not compare your pre-shipping price with competitors' delivered prices. Ask five prospective customers about their most recent actual purchase: what they paid, where problems occurred and why they chose the seller. This is stronger evidence than whether they generally like the product. Choose one problem for the trial rather than a broad range needing different regulators and package sizes.
Choose the country using an explainable matrix
Assess countries for your category and capability rather than population alone. Large markets may require support and returns budgets beyond initial capacity, while smaller ones may offer clearer trials with suitable importing partners and services. Separate demand evidence, product-entry feasibility and landed costs, scoring each from one to five with documented reasons. Scores are internal decisions rather than country rankings.
Set a decisive condition other scores cannot offset: do not sell until product eligibility and importer identity are clear, even with high expected demand. Use official technical-requirement portals to find the competent authority, then read product-specific conditions; general pages are not approvals. Check required packaging languages and actual ingredients, voltage or dimensions. Also assign support outside Turkish working hours and ensure deliverable customer addresses.
| Selection factor | What to collect before deciding | Readiness signal |
|---|---|---|
| Demand | Interviews and competing offers in the same category | A recurring specific buying reason |
| Product entry | Classification and competent-authority requirements | Known route and available documents |
| Cost | Detailed transport, clearance and fee quotation | An explainable final price |
| Support and returns | Response language, return address and reconciliation method | Defined owner and response time |
| Collection | Payment acceptance, settlement currency and conversion fees | Successful collection test |
Separate seller, exporter and importer
The seller offers goods, accepts orders and owes buyers duties under the contract and applicable law. The exporter is connected with goods leaving Türkiye and the associated documents. The importer is responsible for destination entry under local procedures. Roles may fall within one group or different parties, but name differences across invoices, declarations and collection accounts need documented explanations.
Carriers transport goods and may arrange clearance, but do not automatically become every product's legal importer or assume all licensing by receiving a box. Obtain written answers identifying the declared importer, required documents and payer of destination fees. For distributors, determine whether they buy stock or sell for you on commission, affecting prices, invoices, returns and revenue timing. Give each order an identifier linking sales invoices, transport documents, declarations and collection to simplify customs and financial inquiries.
Compare entry routes before building a broad network
Options include direct consumer sales, a platform accepting your seller and category, supplying distributors or holding stock near customers. Each has different obligations. Platform audiences do not establish acceptance of Turkish companies or every product, while overseas warehouses add import, storage, slow-stock and tax calculations beyond shipping.
Choose a route whose entire order cycle can be documented. Direct sales need address, collection, fee-disclosure and refused-delivery tests. Supply sales need purchase orders specifying quantities, specifications, payment and delivery terms. Warehousing requires unit costs even for unsold items and withdrawal or disposal arrangements. Do not combine all three models in the first trial; simultaneous customer, product and fulfillment changes obscure success or loss causes.
| Model | Potential benefit | What must be resolved |
|---|---|---|
| Direct selling from Türkiye | One stock pool and offer control | Importer, destination fees and returns |
| Destination platform | Access to an existing audience | Seller and category eligibility, fulfillment and settlement |
| Supply to a distributor | Consolidated orders and local support | Outright purchase versus agency and payment terms |
| Overseas stock | Faster local delivery where fulfillment succeeds | Import, storage, tax and stock withdrawal |
Packing, invoices and tracking form part of international sales.
Understand personal and commercial imports
Consumer purchases for personal use differ from stock imported for resale. Do not turn personal-parcel rules into a plan for splitting commercial orders into smaller boxes. Description, frequency, quantity, purpose and documents should be assessed by destination specialists rather than choosing convenient invoice labels. Calling goods gifts or understating value does not remove import requirements or correct inaccurate declarations.
In Saudi Arabia, ZATCA describes customs exemption for personal orders with total value below one thousand riyals, including shipping and insurance, that do not need release authorization from another authority. This is not a general VAT exemption or a safe commercial-stock threshold. For the UAE, establish emirate, entry route and importer before calculation. Free zones do not automatically exempt later domestic-market sales. Store pages must explain actual price inclusions without promises disproved at arrival.
Prepare product documentation before advertising photography
Create a profile for each code with clear name, material, use, brand, documented origin, weight, dimensions and size or variant. These support shipping, customers and classification, but customs-code selection needs suitable technical descriptions and specialist confirmation. Do not copy competitor codes where materials or functions differ. Commercial invoices do not replace required conformity certificates or sector permits.
For food, cosmetics, appliances or children's products, submit details to authorities and carriers before accepting payment. Ask suppliers which documents they can actually provide, matching names and models. Retain purchase evidence and brand-image or logo rights. A Turkish manufacturer's name does not establish preferential origin, and printed origin statements do not create reduced-duty entitlement. Check destination requirements and any preferential treatment for the specific goods, then assess costs for the trial stage.
Request shipping quotations covering the order cycle
Send one file with dispatch and destination cities, description, value, actual weight, box dimensions, quantity and sale purpose. Request separate transport, insurance, clearance, destination fees, handling and returns. Per-kilogram rates alone do not explain box costs: services may use volumetric weight with their own factors and remote-area, fuel or data-correction charges. Do not use one factor for all companies.
Ask about the Turkish declaration route, who keeps copies and completed-exit evidence and how destination document requests are handled. Simplified-export updates do not remove product or destination controls, so avoid old limits from outdated articles. Quotations should cover refusals to pay fees or supply details: waiting periods, storage costs, return options and disposal authority. Specify estimated delivery with warnings that inspections or missing documents may extend it.
| Question for the carrier | Required answer | Related document |
|---|---|---|
| What does the price include? | Clear items and specified exclusions | Dated service quotation |
| Who clears at destination? | Entity, role and importer details | Clearance instructions |
| What is the billable weight? | Actual or volumetric according to service | Box dimensions and weight |
| How is export evidenced? | Declaration copy and exit status | Declaration and order number |
| How is refusal handled? | Options, costs and decision deadline | Return or disposal policy |
Calculate the customer-facing price
Add goods, packing, transport, collection, conversion and fees you bear, with reasonable experience-based return allowances. Separate customer destination costs from your expenses. If displaying destination currency but settling in another, record actual conversion rates, fees and settlement dates. Revenue valued at an advertising-day rate is not the money received days later.
A hypothetical example in one accounting currency: goods and packing forty, transport twenty, collection and conversion five, returns allowance five, totaling seventy variable cost. Selling at one hundred leaves thirty contribution before fixed costs and case-specific taxes. Transport rising by ten leaves twenty. No assumed entry fees are included; add only known items with identified payers. Disclose fees collected on arrival so low advertised prices do not become refused deliveries.
Organized stock and data support measurable trials.
Design Arabic service that prevents misunderstandings
Translate products, sizes and delivery policies carefully, then test with someone using the target market's dialect. You need not imitate dialects but must clearly name garments, sizes and materials. Show actual measurements in familiar units and explain methods; translating Turkish size symbols into Arabic without measurements may increase returns. One sample image does not prove every color or edition has identical specifications.
Prepare brief replies on fees, dispatch timing, documents and complaints. State order status and next steps rather than guaranteed arrival dates beyond your control. Do not send customer data to every supplier or translation tool; identify necessary data, party roles and processing and transfer bases. Marketing consent is separate from order operations, and purchases do not grant permanent advertising permission. For support outside Türkiye, review transfer arrangements and staff access with a specialist before processing real data.

Run a small measurable trial
Choose five products or fewer, one country and one shipping route, with a defined acceptable loss ceiling. Begin with a compliant test shipment verifying documents and delivery, then limited sales after success. One delivered sample does not prove acceptance of all quantities or commercial-stock exemption. Track every order from payment through declaration, delivery and financial refunds.
Define success before advertising: most orders within estimates, no unavailable document requests and positive contribution after actual expenses, for example. Record cancellation, refusal and complaint reasons in brief classifiable text. Repeated fee objections require offer corrections before more advertising; sizing objections require product-profile fixes. Allow time for returns and settlement because first-week paid-order counts alone overstate unfinished results.
| Trial stage | Work | Follow-up decision |
|---|---|---|
| Before selling | Product file, transport quotation and identified importer | Start after gaps are resolved |
| Test order | Documented payment, invoice, shipping and delivery | Fix breaks before advertising |
| Limited sales | Defined order count and spending ceiling | Compare actuals with plan |
| Close results | Settlement, fees, refusals and returns | Calculate completed contribution |
| Next step | Gradual increase, modification or stop | Change one measurable factor |

Base expansion on the completed file
Summarize paid, shipped, delivered and returned orders and each case's costs on one page. Assess successful delivered orders after cancellation and refusal effects; sales alone do not justify stock purchases. If invoices or destination fees remain outstanding, say so and keep results preliminary. Compare products within categories rather than mixing easy shipments with goods needing certificates or special packing.
Expansion may mean improving the same country before opening another: add a demanded size, negotiate transport after proving volume or increase availability of successful products. Changing country, carrier, warehouse and product together creates a different trial with harder-to-explain results. Agree replenishment lead times and new-batch quality with suppliers and monitor support effects. Stop products without clear compliant routes or improvable contribution even if they attract substantial traffic.

Practical questions and launch-decision checklist
Is carrier acceptance of the box enough to start selling?
No. Transport acceptance does not settle import eligibility, product requirements or importer identity. Resolve these and fee responsibility, then test documents matching the goods.
Is stock in the customer's country always better?
It depends on demand, costs and eligibility. Warehouses may improve timing but add import, storage, management and withdrawal. Compare costs for sold and unsold units before committing.
Should I open every Arab country because the interface is shared?
A shared language does not unify customs, taxes or product requirements. Add each country after preparing its own route file and testing offers, collection and support.
