🧭 ETBİS: Determine Your Status, Then Register Accurate Information
A seller's guide to independent stores, domestic marketplaces and foreign channels

Identify where orders are created to determine your business's position.

ETBİS is the Turkish Electronic Commerce Information System, used to register activities within its scope and report specified information. The first step is identifying where customers contract, where their orders originate and the business's role, rather than opening the login screen. A seller using its own website does not have the same status as one operating exclusively within a domestic marketplace.

This guide helps business owners organize their status, authorized representative, information and recurring tasks without confusing store registration with work authorization or marketplace approval. It provides a practical way to prepare a file before logging in, maintain a change log, and distinguish seller reporting from intermediary statistics. The aim is to register your actual activity and understand follow-up duties rather than copy procedures intended for a different entity.

1️⃣ 🏷️ Understand the system's purpose and limits

ETBİS registration forms part of the administrative e-commerce obligations applying within its scope. This step alone does not authorize every product, exempt the business from taxes, consumer rights or data protection, or settle a foreigner's permission to work or eligibility for a bank or marketplace account.

Place the system appropriately within the project file: business profile, representative identity, sales channels, associated services and applicable reports. Maintain separate invoice, product, consumer and employment files, linking them to this profile where information overlaps. This prevents completion of one registration from becoming a declaration that every aspect of the store is ready.

Ask which outcome you need to demonstrate: registering a channel, changing a service or filing an annual statement? Decide before logging in so that you select the appropriate action. If a provider completes the steps, require delivery of the information submitted and completion evidence to the business, rather than just a screenshot of the first page.

2️⃣ 🛒 Identify the seller's own electronic environment

Selling through the service provider's own electronic environment is among the cases requiring registration before activity begins. A website or application allowing customers to form an order or contract needs assessment by its actual function, even when built on a ready-made platform or using external payment and delivery providers.

Map the customer journey: advertisement, product information, cart, order confirmation. If confirmation occurs on your website, do not let the advertising location determine the channel. If the website only displays information and directs customers elsewhere to contract, record that fact and examine its treatment rather than assuming it is a complete independent store.

Prepare the domain name, application if any, and the operating business's name. When adding another website, check how to register it under the same business; do not omit it because it offers the same products. Ensure the launch lead informs the registration lead before activating a new cart or changing how orders are created.

3️⃣ 🏪 Separate domestic and foreign marketplaces

The official FAQs explain that selling through an e-commerce intermediary within Türkiye does not require seller registration and reporting in ETBİS for sales through that intermediary. This does not exempt the business from invoice, product or consumer obligations, nor automatically extend to an independent website added later.

A specific case also covers a person established in Türkiye who conducts no domestic e-commerce but concludes contracts or receives orders through an intermediary established abroad. Read the complete definition rather than inferring that every foreign website or foreign seller has the same treatment. The business's establishment, intermediary's location and order-receiving method are essential factors.

Use the channel table as a starting point, then document your decision's basis. If one business combines a domestic marketplace and its own website, assess each channel. For complex circumstances or ones differing from the clear cases, prepare a brief transaction description and submit it to the competent authority before choosing a registration route.

4️⃣ 💬 Distinguish advertising, messaging and order carts

Social media may be used only for promotion, to receive orders through personal messages, or to link to an independent website. These are different ways of forming contracts. Do not describe the entire activity as social selling if confirmation and payment occur in your independent store.

The system's provisions exclude transactions conducted exclusively through the individual communication methods specified within their scope, and the Ministry provides an answer on sales through social media websites. Use this distinction without turning it into a general exemption from distance-selling law. A communication method treated differently for ETBİS may still involve consumer, data and invoice obligations.

Keep an actual order-journey example, a screenshot of the confirmation point and a description of collection methods. Reassess when moving from conversation to a cart link or order form. Designers and marketing staff should understand that adding an order button may alter a website's legal function rather than merely its appearance.

Prepare business and service details before entering them in the system.

5️⃣ 👤 Verify the authorized representative and login capacity

Prepare the authorized business representative's details before using the login screen. Merchant and tradesperson categories connect to the relevant registers, while current FAQs also provide a tax identification number, VKN, route for other categories. Do not force everyone through a merchant route or choose a category that misrepresents the business.

The portal includes login for foreign authorized representatives. This facilitates administrative access but does not establish work or residence permission or permit use of an identity belonging to someone unauthorized to represent the business. Verify capacity, authorization limits and official details, then follow the applicable instructions.

Record who registered, who can amend details and who receives notifications. Link any employee's delegated permissions to a clear task. Use contact methods the business can continue managing after an employee leaves, protect accounts and avoid widely sharing login credentials.

6️⃣ 🗂️ Build the information file before opening the form

Collect the business profile, channels, payment methods, service providers and storage locations, asking each team for the information it knows. Accounting checks identity, technical staff specify infrastructure, services and databases, and operations identify the warehouse and carrier. One employee should not guess everything from names displayed on the store page.

Official information includes trade type, goods and services, payment methods, payment and shipping providers and electronic infrastructure, with additional details depending on the case. Where requested, enter a provider's legal name rather than an extension name that may not identify the actual service provider.

If customer databases or hosting are outside Türkiye, establish the correct location and ask the provider where necessary. Reporting the location does not by itself establish the legality of personal-data transfers; separate this administrative information from the KVKK assessment. Use the service register to update details when providers or warehouses change.

7️⃣ 📝 Register with usable evidence

After determining the case and preparing information, use the representative's appropriate login route and follow the current form. Read fields according to your category rather than copying an old guide when the interface differs. Enter information from your prepared file and compare it with contracts and registers before confirming.

A login account alone does not establish completed registration. Verify the business and website status, completion of the procedure and absence of outstanding fields or warnings. Retain available submission evidence, status and tracking numbers, together with the submitted information, date and approver.

If a provider cannot be found or representative details appear incorrectly, use official support rather than selecting an incorrect value to proceed. Record the question and authority's response, then amend the file accordingly. This may require an extra step but prevents subsequent notifications being based on incorrect information from the outset.

8️⃣ 🕒 Organize updates and annual reporting

The Ministry of Trade states that changes to submitted information must be reported within thirty days, and cross-border trade volume by country and payment method reported annually by the end of March where applicable. Assign these deadlines according to the business's actual circumstances rather than applying them outside their scope.

Create an internal change log with the change date, type, supporting document, responsible person and reporting completion date. Warehouse, provider and channel changes must reach the designated person; otherwise registration may retain information no longer used by the store.

Prepare cross-border trade reporting consistently from order and collection records, matching country, payment method and period. Do not use a revenue screenshot whose definition you do not know. When marketplace and accounting records differ, understand cancellations, returns and currencies before preparing the report, and retain the submitted version and filing evidence.

Keep submission evidence and track store-related changes.

9️⃣ 📊 Do not apply monthly reporting to every seller

Current FAQs identify entities submitting anonymized monthly contract and order statistics, including intermediaries, banks, payment and shipping entities and infrastructure providers. A 'monthly reporting' menu in the system does not mean every small seller must submit monthly sales files to ETBİS.

If the business also plays another role, such as electronic intermediation, assess the obligation attached to that capacity. Simply using a payment gateway or carrier does not make the seller that entity. Distinguish the business's role from the services it purchases so that you do not follow an inapplicable schedule.

Record each report's type, reason, preparer and approver. Where CSV upload applies, use the current system template without altering headings or field order in ways that prevent acceptance. Internal monthly records remain useful for accounting and operations even where monthly ETBİS reporting is not required.

⁦1️⃣0️⃣⁩ 🔎 Separate ETBİS from the trust mark and old code

The ETBİS QR-code practice ended in August 2025 according to current official FAQs. Do not search old guides for a code-generation step or treat its absence alone as failed registration. Use the portal's current query and status tools.

The Güven Damgası trust mark is a different system with its own conditions, and the Ministry explains that it is not generally mandatory. Likewise, do not present registration as a guarantee of every product or transaction's safety. Describe the business's status accurately without adding meanings the authority has not granted.

Remove marketing claims that a code or registration removes the need to examine a seller and product. Build trust through clear identity, descriptions, costs, delivery and complaint handling. Keep registration evidence in the compliance file and align public descriptions with current circumstances rather than copying another website's badge.

⁦1️⃣1️⃣⁩ 🔄 Handle suspension, changes and management transfers

If a channel pauses, closes permanently or changes its website operator, do more than switch off product pages. Assess the appropriate system procedure and other effects on open orders, complaints, invoices and data. Stopping sales does not end previous customers' rights.

System instructions provide procedures for amending website information, suspension and transfer under their conditions. Read each action's warning before confirmation, especially if final or irreversible. Obtain the authorized person's approval and retain implementation evidence rather than letting technical employees choose alone to solve a temporary issue.

When representatives change, hand over accounts, notifications, deadlines and information, then revoke unnecessary old permissions. If a website moves to another entity, determine how previous orders, contracts and data are managed separately from the administrative procedure. Do not assume transferring one registration automatically transfers every project obligation.

⁦1️⃣2️⃣⁩ ✅ Resolve common questions and prepare the checklist

❓ I sell only through a domestic marketplace; should I register as an independent website?
Do not misdescribe the business. Domestic-intermediary sales have their own treatment; assess any new website receiving orders before launch.

❓ Does every seller submit monthly sales data?
No. Monthly reporting concerns specified entities according to their role and differs from seller registration, updates and annual reporting where applicable.

❓ Where can I obtain the new QR code?
The practice ended in August 2025. Follow the current system and distinguish registration from the trust mark.

✅ I identified the business's capacity and order channels.
✅ I approved the representative and login route.
✅ I prepared service, warehouse and domain information.
✅ I retained registration evidence or the basis for nonapplicability.
✅ I assigned updates and reports to the appropriate person.

Make this checklist part of launch and change planning. If the website's function or business's role changes, return to the case description before choosing a screen or deadline, because the correct procedure follows the activity actually undertaken.
