📦 Micro-export: from order to closed declaration
Current 2026 limits, linked documents and traceable proof of export

Micro-export is a simplified procedure for certain postal and express exports from Türkiye, rather than a way around product restrictions or the buyer’s national laws. The store’s main tasks are to establish shipment eligibility, prepare the information and obtain the declaration and proof of completion. The 2026 implementing instructions changed the gross weight limit to 600 kilograms and the value limit to 30000 euros. Figures of 300 kilograms and 15000 euros in an older guide may therefore be unsuitable for today’s decision. This guide explains the store’s file and follow-up with the operator, without assuming that every shipping service or product uses the same procedure. All selection examples are hypothetical; verify the actual circumstances before handing over goods.

1️⃣ 🔎 Understand BGB and the ETGB name in systems

BGB refers to the simplified customs declaration. ETGB appears in names and screens associated with electronic declarations and e-commerce, including the declaration-type selection in inquiries and the exit notification described in the official guide. Seeing both names does not mean creating two separate customs documents for every order. Request the final declaration number, copy and status from the operator, together with your transport waybill number.

The waybill number establishes transport movements and tracking, while the declaration number links the customs transaction. A declaration may include more than one waybill depending on the procedure, so do not accept a file in which your shipment cannot be identified. Retain sender, recipient, goods, value, currency and date fields and match them to the invoice. If the carrier says ‘the shipment has been exported’, ask whether it means the aircraft departed or the declaration closed. Distinguishing these meanings prevents loss of evidence needed for accounting or a later product return.

2️⃣ ⚖️ Apply both current limits alongside product eligibility

The Ministry of Trade’s circular list records Circular 2026/4 dated 30 January 2026. Its amendment specifies 600 kilograms gross and 30000 euros in place of the previous limits, effective 6 February 2026. Verify gross weight and value with the operator under the current declaration rules; do not use an undocumented personal conversion when the invoice is in another currency. Check both limits: a low value does not offset excessive weight.

For a hypothetical shipment with a gross weight of 260 kilograms and valued at 17000 euros, both figures are below the current limits, but this alone does not establish eligibility. Product type, required procedure, carrier and transaction route must also be checked. A shipment with a gross weight of 620 kilograms exceeds the weight limit even if valued at 8000 euros. Do not understate invoice value or divide a transaction to conceal its true nature. The simplified limits govern the specific Turkish procedure; they grant no customs or tax exemption at destination and do not guarantee acceptance of restricted goods.

3️⃣ 👥 Choose the operator and define its representation

The procedure involves the postal administration or an express operator authorized to perform it. Do not assume a parcel-collection office has the same customs representation powers, or that a company’s acceptance of a destination covers every product category. Request the legal name of the declaration-handling entity, service scope and documents needed for your seller type. Opening a shipping account does not replace establishing the business and invoicing arrangements.

Prepare an identification file containing seller, exporter, tax, address and authorized-person details as required. Match the name with the invoice, collections and authorization documents. Ask whether the quote includes declaration preparation, error correction, a copy and closure follow-up, or charges separately for some of these. If the account belongs to an intermediary, establish who appears as sender and exporter and how export evidence reaches your company. Document the answers before several employees use the account so document practices do not vary between orders.

4️⃣ 🧾 Assemble one file for each shipment

Create a folder or digital record with a unique internal reference containing the order, invoice, goods information, waybill and declaration. Before packing, start with the product sheet, quantity and variant, then add weight and dimensions once the box is ready. If quantity changes at the last moment, update both the invoice and operator file; do not let old paperwork accompany a different box.

The table below is an operational arrangement for the store, rather than a uniform list for every carrier and product. Authorization, brand documentation, conformity or origin evidence may be required. Ask the operator to identify the missing requirement and purpose by name instead of exchanging general messages about ‘customs papers’. Keep the version sent, the accepted transaction version and correction dates. For platform sales, record the platform’s order number and name if its information is needed in the declaration, maintaining the link to your internal reference.

5️⃣ ✍️ Issue an invoice describing the actual sale

The invoice must reflect the actual seller, buyer, goods, quantity, price, currency and offer terms. Avoid ‘clothing’ where the file requires garment type and material, or ‘gift’ for a paid order. Record discounts or transport under the correct treatment rather than hiding them in an artificial value. A pro forma invoice or quote does not replace the required sales document once the transaction has occurred.

The Turkish electronic invoice type depends on the taxpayer, recipient and transaction. Agree the appropriate document with the accountant and operator rather than choosing a template because its name includes ‘export’. Ask how invoice data reaches the declaration and how corrections work when an order is canceled or partly returned. Do not promise a Turkish tax refund or consider a transaction exempt merely because a foreign invoice was issued. Exemption or recovery depends on accounting and customs conditions and evidence; the accountant may need information absent from your shipping dashboard.

6️⃣ 🏷️ Review classification, origin and restrictions

An accurate product description helps select customs classification but does not establish the code by itself. Provide photographs, manufacturing material, function and model where needed, and retain the justification for the code. Visually similar products may receive different treatment if material or use differs. Do not copy a supplier’s or competitor’s code without matching it to the goods leaving your warehouse.

The dispatch country is not always the country of origin. Goods purchased in Türkiye may have been manufactured elsewhere, and a Turkish name or origin marking on the package is insufficient to claim preferential treatment. Establish the document required by the destination or agreement, its product-specific conditions and who can issue it. Check Turkish export restrictions separately from the customer country’s import requirements. Resolve licensing or certification before collecting many orders. Approval to list a product on a marketplace does not replace customs or sector-authority acceptance.

7️⃣ 🕒 Track the declaration through closure

The implementation guide distinguishes registration preparation, approval, exit and closure stages, with procedures varying by transaction. Build follow-up around actual status rather than accepting a preliminary copy. A procedure may show a temporary number followed by a final registration number; retain the latter when available and match your waybill. Do not turn an airfreight-specific technical arrangement into a fixed promise for every transport mode.

Request a declaration copy after completion and record closure and inquiry dates. The official inquiry allows ETGB selection for relevant records. If the declaration remains open, raise the issue with the operator using the number, waybill and invoice, asking what is missing, what action is needed and the expected timing. Delivery abroad does not resolve every deficiency in Turkish customs data. Do not alter accounting records on the assumption of later closure; give the accountant an open-case list so these can be distinguished from transactions with available evidence.

Follow-up stageWhat to request from the operatorWhat to retain
File acceptanceEligibility and document confirmationApproved version
RegistrationDeclaration number linked to the waybillNumber, date and status
Approval and exitCompletion of the appropriate procedureExit confirmation or deficiency notice
ClosureFinal status and dateDeclaration copy and status evidence
AccountingLink between invoice and transactionCompleted and open order record

8️⃣ 💼 Give the accountant evidence beyond a tracking screenshot

The invoice, transport waybill, declaration copy and closure status are different elements that must be linked in the accounting file. The official guide explains transmission of closed micro-export data to VEDOP to enable VAT refund procedures. Data transmission or declaration closure does not mean a refund is automatically accepted or every seller is entitled to it. Transaction conditions, documents and taxpayer status still matter.

Provide the accountant with a regular schedule showing order number, invoice, value, currency, waybill, declaration, status and collection. Separate platform commission, transport and conversion fees and refunds from goods’ value. For foreign-currency sales, provide the settlement date, actual conversion rate and expenses so profitability does not rely on an old advertised value. Identify canceled or returned transactions linked to previous tax benefits. Delayed reporting can create inconsistent records even when each individual document is accurate.

9️⃣ 🚦 Recognize when an order needs another procedure

The current limits do not make simplified declaration appropriate for every transaction. Exceeding a limit, the goods’ nature, a special regime or documents beyond the service scope can require another procedure. Sending a device for repair and return, moving exhibition equipment or returning previously exported goods does not automatically resemble a new definitive sale. Describe the true purpose to the specialist before issuing the invoice.

In December 2025, the Ministry of Trade announced updates to simplified export procedures, including arrangements for consignment exports and expansion of certain competent offices. Do not conclude that every current service handles consignments on identical terms, or confuse December announcement figures with the limits subsequently amended in 2026. Ask which document and procedure apply to your case. Using a standard declaration when required is part of a correct cost decision, rather than a store failure. Adjust the trial’s size or product after learning the requirements instead of forcing an unsuitable transaction into an apparently faster procedure.

⁦1️⃣0️⃣⁩ 🧪 Test one file before expanding orders

Choose a limited genuine shipment with accurate value and description, and test the file stages from operator approval to final declaration copy. Record each stage’s duration and each cost, then compare the quote with the actual invoice. Success does not establish acceptance of all products or countries; you tested a specific product and route. Expand after fixing data, authorization or closure-follow-up gaps.

The timings suggested in the following table organize internal work; they are not legal deadlines or company guarantees. The aim is to identify the file owner at each point and the evidence completing each stage. If the operator rejects the goods, obtain the reason and correct classification or documentation where justified, or choose an appropriate procedure. Do not send the box to another operator with unchanged information to bypass rejection. After the trial, create a standard form employees can complete without inventing descriptions or selecting different values each time.

⁦1️⃣1️⃣⁩ ↩️ Prepare for possible returns at export

A return starts by proving the goods are those originally exported and linking the earlier declaration; creating a reverse-shipping label is insufficient. Keep model or serial numbers, photographs or suitable internal product codes with the invoice, waybill and declaration. For partial returns, identify the items and quantities rather than sending a full file implying that everything returned. Request carrier and accountant instructions before return movement begins.

A BGB returned-goods procedure addresses prior export data and VAT benefit status, so do not promise an exempt return without checking. Explain the return address and who bears transport under the contract and applicable law, and establish refusal and storage costs. Separate the refund, goods’ arrival and customs reconciliation in store records; these stages may occur on different days. This preserves inventory and profit accuracy and helps close returns without losing original order documents.

🟢 Required outcome: an eligible shipment with matching data, a final closed declaration and a file suitable for reconciliation or return.

⁦1️⃣2️⃣⁩ ❓ Frequently asked questions and pre-handover checklist

Are the limits still 300 kilograms and 15000 euros?
The current 2026 implementing amendment replaces them with 600 kilograms gross and 30000 euros. Also verify product eligibility, procedure and operator service; the two limits do not settle every transaction condition.

Is a tracking number enough to prove export?
Tracking establishes transport movements. Request the final declaration number, copy, status and link to your waybill, then provide the appropriate file to the accountant.

Do I need two invoices because I see BGB and ETGB?
The two names in the customs context do not determine the number of sales invoices. Invoice type depends on the transaction, taxpayer and recipient; agree it with the accountant and operator.
