The official announcement explains that foreign nationals under international protection or temporary protection have been able to apply online for an Evlenme Ehliyet Belgesi since 7 May 2021. The Provincial Directorate of Migration Management in Ordu published the clarification on 19 June 2021. This is therefore a service that has existed for years. Nothing in that announcement establishes that it was launched for all foreign nationals on 1 July 2026.
What does capacity to marry mean?
Marriage procedures require verification of both parties' capacity to marry and the documents required by the authority handling the application. A certificate of capacity to marry forms part of this verification, but it does not mean that the marriage has already taken place or replace the document proving the marriage once it has been completed. This distinction prevents confusion between three separate processes: obtaining a certificate of capacity to marry, completing the marriage before the competent authority, and applying for a family residence permit if the applicant meets its requirements. Obtaining the first document does not automatically complete the other two processes. Nor should you use a certificate of capacity to marry as permission to overstay or as proof that you have obtained a new residence permit. Each process has its own basis and steps.
| Document or process | Purpose | What does it not mean? |
|---|---|---|
| Certificate of capacity to marry | Verifying the capacity to complete a marriage | That the marriage has already taken place |
| Document proving marriage | Proving the marriage after its procedures have been completed | Automatic entitlement to residence or citizenship |
| Family residence permit application | A separate residence application subject to legal requirements | That the capacity-to-marry certificate alone is sufficient for the application to be approved |
Who is eligible for Migration Management's electronic service?
The announcement clearly identifies foreign nationals under international protection or temporary protection as the eligible categories. The official GöçBil application page also confirms that its capacity-to-marry module accepts applications from these two categories and allows them to track the process. The service must match the person's registered status, rather than their nationality alone or simply the fact that they live in Turkey. If you hold a tourist, student or family residence permit, do not treat this announcement as evidence that the same Migration Management service is available to you in the same way. Ask the authority that will conduct the marriage which document it accepts and which authority is responsible for issuing it in your circumstances. Do not select a protection status you do not hold in an online application just to access the service. The relevant issuing authority and required documents may vary according to legal status, so the correct procedure begins with identifying that status accurately.

When did the service begin, and what has actually changed?
According to the official announcement, applications through e-Devlet have been available since 7 May 2021. After a positive assessment, applicants can obtain the certificate without visiting the Migration Management directorate to collect it. This date marks the start of the electronic process described in the announcement; the service was not first introduced in 2026.The service's inclusion in GöçBil provides a digital channel for applying and tracking applications for the categories covered by the module. It does not, by itself, establish that eligibility has been expanded to all residents. When reading news about “an update to marriage procedures for foreign nationals,” look for a specific change: have the eligible categories changed, the required documents changed, or only the application channel? If there is no official announcement explaining a change, do not attribute a new date or new requirements to the service.
Accessing the official service
Start with Migration Management's service on e-Devlet and search for its Turkish name, Evlenme Ehliyet Belgesi Başvurusu. Check the name of the authority providing the service, then read the displayed requirements and instructions before submitting the application. Having to sign in to e-Devlet is no reason to give your password to an intermediary; use your own account yourself. The GöçBil page explains that it is an official application for Android and iOS, and that transactions requiring a verified user may require a visit to the Migration Management directorate for user verification. Do not confuse this step with collecting the certificate after approval: a digital channel does not eliminate every required identity check. If you cannot sign in or your details do not match, seek clarification from the relevant directorate instead of entering alternative information or creating repeated accounts.

Submitting the application and tracking the decision
According to the announcement, e-Devlet displays information showing that the online application has moved to assessment. The Migration Management directorate then sends notification of a positive or negative assessment by message to the telephone number declared in the application. If the assessment is positive, the certificate of capacity to marry can be printed through e-Devlet without visiting the directorate for that purpose.Check your telephone number, name and identity details before submitting, and keep your application tracking information. A message stating that an application has entered assessment is not an approval message. If you do not receive a message, check the status through the official channel and seek clarification using your application details. Do not treat the absence of a message as approval or as confirmed rejection. If a negative result appears, request clarification from the competent authority rather than assuming that resubmitting the same information will change the decision.
| Stage | What should you track? | Practical step |
|---|---|---|
| Before submission | Legal status, identity details and telephone number | Make sure the service applies to you and that your details are correct |
| Entering assessment | Application status information on e-Devlet | Track the application without treating assessment as approval |
| Notification of the result | A message to the declared telephone number | Read the actual result and seek clarification if there is a problem |
| Approval | The certificate of capacity to marry becoming available electronically | Print the certificate and keep a legible copy |
| Document verification | The verification code or QR code | Use the official e-Devlet document verification service |
Verification and completing the marriage procedures
The announcement states that the document is produced with a verification code and can be checked through e-Devlet's official document verification service. Keep the complete document with its details and code legible. Do not crop out the code or alter the file's contents before submitting it.After obtaining it, contact the authority that will conduct the marriage to confirm the remaining requirements, whether the document is accepted in your circumstances, and any time limits you must observe when using it. The announcement does not set out a single list of marriage documents for everyone or guarantee a processing time for every case. Do not rely on a general promise that the process will be completed within a fixed number of days. If you later intend to apply for a family residence permit, prepare a separate application file in accordance with the residence permit requirements and the competent authority's procedures.

No. The official announcement states that online applications began on 7 May 2021, and Ordu's clarification was published on 19 June 2021.
