Some statutory exemptions depend on the applicant's status, while others depend on nationality and reciprocity. They are not all new changes introduced in 2026. For example, exemptions for long-term residence permit holders and victims of human trafficking were added to Article 88 of Fees Law No. 492, and these two provisions took effect on 11 April 2013. The Presidency of Migration Management's statement of 30 April 2026 clarified fee amounts; it was not a decision creating these exemptions.
Separate the charges before asking about an exemption
When you see the phrase “exempt from the residence permit fee”, identify which fee it means. Harç may be zero for a statutory reason, while document issuance fees or application preparation costs remain separate. Do not rely on a general phrase such as “free residence permit” to conclude that insurance, translation or a notary will cost nothing. This distinction matters for initial applications, extensions and transitions between permit types. A person may qualify for an exemption because of their current status, but the new application still requires documents proving that status. A financial exemption also does not automatically grant a residence permit; meeting the conditions of the relevant permit type and submitting the required documents are separate matters.
| Charge | What does an exemption mean? | What should you not assume? |
|---|---|---|
| Residence permit fee: Harç | This fee is not collected when the exemption applies | That the conditions for granting the permit have been removed |
| Card fee | A separate charge that must be checked for the application | That it is automatically waived by a Harç exemption |
| Visa fee | It has its own rules depending on entry and circumstances | That the residence permit fee exemption alone settles it |
| Application preparation services | Insurance, translation and notarisation are separate services | That a government exemption requires a private provider to work free of charge |
Statutory categories in Article 88
The Fees Law lists categories issued a residence document without a Harç charge. These include students studying at Turkish schools or colleges, correspondents working exclusively for press and publishing organisations, and certain professors and experts employed by the public bodies specified in the law, together with their non-working spouses and children. It also covers people whose financial circumstances lead the authorised body to consider them poor, and foreigners of Turkish descent connected to Turkish culture, subject to the application of the relevant provisions. These categories have limits and conditions; using a similar description is not enough. Enrolling in any short course does not by itself establish eligibility under the student category, and academic work for any organisation does not establish eligibility for the exemption for experts employed by public bodies. You must prove the status covered by the provision, then confirm how it applies to your application.
Long-term residence and victims of human trafficking
Article 88 expressly lists long-term residence permit holders and victims of human trafficking among the exempt categories. These two provisions have been in place since 2013, so they should be presented as continuing statutory provisions, not benefits introduced in April 2026.Distinguish between actually holding long-term residence status and merely wishing to apply for it. Years of residence alone do not prove that you have become a holder of this permit type, and you should not assume an initial application is exempt without consulting the authority handling your file. For victims of human trafficking, the exemption concerns a legal status and a specific protection procedure; it is not a description applicants choose for themselves to reduce fees. In both cases, determining the card fee and any other charges remains separate from establishing a Harç exemption.
Exemptions based on nationality are different
Nationality and reciprocity rules may affect collection of the residence permit fee. This is a different route from an exemption based on student status, long-term residence or another category. Do not infer the result from your nationality's exemption from an entry visa; a visa exemption and a residence permit fee exemption are different terms, and their rules are not necessarily identical.Use your actual nationality and passport type when creating the application, and check the official residence permit fee table. If you have more than one nationality, do not select one simply because its estimated charge is lower; enter details consistent with your documents, application and manner of entry. Any discrepancy between the expected calculation and the amount generated by the application warrants clarification before payment. Do not resolve the difference on the basis of an old post or a friend's experience.
How do you prove an exemption in your application?
Keep the document proving your legal status, such as your current residence permit card, proof of study or the relevant document establishing the status on which you rely. Then compare its details with those entered in the application, particularly your name, passport number, foreigner identity number and application type. Do not substitute a verbal explanation for a document the authority requires. The following list helps you frame a clear question when seeking clarification. It organises what to check; it is not a single, definitive document checklist, as the competent authority may require evidence of your status according to the application type.
| Possible basis for exemption | What should you check? | Useful question for the authority |
|---|---|---|
| Study | Your student status, educational institution and supporting document | Does Article 88 apply to my current student status? |
| Long-term residence | Actual possession of the status, not merely previous years of residence | Does the exemption apply to my current application type? |
| Protection related to trafficking | Documents and status recognised by the competent authority | Which charges are collected for this application? |
| Nationality and reciprocity | The official table and passport details in the application | Is the calculated amount consistent with my nationality and circumstances? |
| Another statutory category | Whether the description and conditions in the law apply | Which document is accepted as proof of this status? |
If a charge appears despite your belief that you are exempt
Do not immediately assume the system is wrong, and do not address the issue by changing your details to incorrect information. Check first: is the amount the residence permit fee or the card fee? Does the exemption relate to your nationality or to a status you have not yet proved? Does the application type you entered actually match the transaction you need?Request clarification using your application number and the document proving the basis for the exemption. If you have already paid and a dispute arises, retain the receipt and ask the competent authority about the correct procedure. This guide does not promise that every amount paid will be refunded automatically. What matters is having clear details that allow the amount, charge and reason to be checked, rather than relying on the phrase “I was told the residence permit was free”.

Frequently asked questions
Does an exemption mean my residence permit will be approved? No. The exemption is a financial provision. Approval depends on meeting the conditions of the relevant permit type, the documents and the assessment by the competent authority.
Were the exemptions for long-term residence holders and trafficking victims introduced in 2026?
No. These two provisions were added to Article 88 and took effect on 11 April 2013. The April 2026 statement does not create them anew.
Does someone exempt from Harç also avoid the card fee?
Do not assume this automatically. The card issuance fee is a separate charge. Check the amount required for the application instead of generalising that “all fees are waived”.
