The official account and the alert: what is the difference?
UETS is the National Electronic Notification System operated by PTT. The recipient agreement states that the account holder is responsible for signing in and checking for incoming notifications. The registered telephone number and email address provide supplementary alerts; the notification itself and its details should be reviewed inside the account.Do not treat every SMS bearing an organization's name as an official decision, and do not give your password or verification code to anyone who requests it on the pretext of following your residence application. Open the service using the official address you have saved yourself, then check the sender and all the files associated with the message. If the application details or the person named do not match your circumstances, clarify the discrepancy before acting.
| What you see | Its function | Appropriate next step |
|---|---|---|
| An SMS or email alert | Tells you that a message has arrived | Sign in and review the notification |
| A notification inside UETS | The official message and its attachments | Read the decision and identify what is required |
| Notification records or details | Document delivery and its dates | Keep the details with a copy of the decision |
| An unfamiliar link asking for your code | Does not prove that a notification is genuine | Use the official portal and verify the information |
When is an electronic notification legally deemed served?
The rule in the Notification Law and the UETS agreement is that an electronic notification is deemed served at the end of the fifth day following the date it reaches the recipient's electronic notification address, even if the recipient has not read it. The date on which you first open the message is not a starting point you can choose to postpone service.Illustrative example: If a message reaches the UETS address on 10 October, the following five days are 11, 12, 13, 14 and 15 October; the stated service rule takes effect at the end of 15 October. This example explains the date of service only. It does not establish an appeal period or the final deadline for a particular action.
Keep the arrival time, the date on which service is deemed to have taken place, and the period for the required action separate. Do not turn the phrase “the fifth day” into a rule that you have only five days to lodge every appeal, or automatically add a fixed period to every decision. The type of decision and the governing provisions determine the action, its deadline and how that deadline is calculated.
Sign in and read the whole message
Start from the official UETS message centre and choose the sign-in method available for your account. Open the incoming message and every attachment, rather than relying on the page summary. Read the issuing authority, the person named in the decision, any application number, the specific result or request, and the documents you are instructed to provide. If language is a barrier, seek a clear translation of the complete document, including the paragraph on deadlines and the competent authority. A cropped image may omit a significant line or a second page. Preparing a short note for yourself can help: what is the decision, what must I do, and where does the document state the relevant date or procedure?
Turn the notification into practical steps
If the message requests an additional document, identify its name, required format and submission method as stated in the notification. Do not assume that emailing a photograph to a general address is sufficient if the decision requires attendance or a different channel. If it is a refusal or another decision affecting residence, read what it says about the review route and the competent authority.Where an appeal or an effect on lawful residence is involved, verify the period applicable to that particular decision with a lawyer or competent authority, rather than relying on a deadline repeated in a social media group. Asking for information is useful, but is not a basis for assuming that legal deadlines have been suspended or that the procedure required by the decision has been replaced.
Keep a record of the important details
Use a simple record for each important message. The purpose is to be able to retrieve the decision, its dates and the action you have taken, and to explain your situation accurately if you need help. Record information as it appears in the document, and put anything unclear on a question list rather than filling a gap with a guess.| Item to record | Where to find it or how to handle it |
|---|---|
| Message arrival date | The notification's UETS details |
| Applicable date of service | System records and the relevant legal rule |
| Decision number and authority | The decision and its attachments |
| Required action and deadline | The decision, with specialist verification if unclear |
| Response submission method | The channel or authority specified for the procedure |
| Evidence of what you submitted | An appropriate receipt, registration number or proof of delivery |
What if the telephone alert does not arrive?
The recipient agreement requires registered and verified contact details for those who want alerts. It also states that an alert's failure to arrive, or delayed arrival for any reason, does not affect the validity of the notification. Do not make waiting for an SMS your only way of finding out what has arrived, especially while a residence application is being assessed. If you change your SIM card or email address, check the contact information associated with the account. If you have a sign-in problem, record what happened and when, and contact PTT support. Do not assume that a problem you experience automatically cancels a notification or extends a deadline. Continue checking the required procedure through the official channels available.
Save the decision and organize family follow-up
Keep a copy of the message, attachments and date records somewhere you can access them. You may need them when responding, seeking review or explaining the case, so do not rely solely on a photograph of an external alert. Avoid posting copies containing identity numbers, passport details or your address in public groups; share only the necessary information with those helping you.For foreign nationals under 18, the migration announcement dated 1 April 2024 states that residence permit assessment results are sent through their parents' or guardians' UETS addresses. Agree within the family who will check incoming messages and how messages concerning children will be shared, so each person does not assume that someone else has already read the decision.
Frequently asked questions
Does the period stop if I do not open the message? Not reading the message does not prevent the service rule from taking effect at the end of the fifth day following arrival. Open incoming messages promptly and distinguish the date of service from the period prescribed for the action in your case.
Is the SMS itself enough to establish the decision?
Review the decision and attachments inside UETS. An alert tells you a message exists and may not contain the full text or details. Under the recipient agreement, failure of an alert to arrive does not affect the notification's validity.
Do all residence decisions have the same appeal period?
Do not rely on that assumption. Identify the type of decision, governing provisions and competent authority, and clarify the period if it is unclear. This guide does not provide one deadline that applies to all cases.
