Disability and Special-Needs Reports in Türkiye: Adults, Children and Appeals

First identify the required report: Erişkin Engelli for adults or ÇÖZGER for a child's special needs. A report records a medical assessment; it does not automatically grant a pension, exemption or insurance cover.

⁦1️⃣⁩ Choose the appropriate pathway

Children have the ÇÖZGER pathway and adults have an adult disability report. Confirm the appropriate type for the person's age and purpose with the board secretariat, particularly when approaching 18. Do not assume a child's report automatically continues into adulthood or replaces every other report.

⁦2️⃣⁩ Prepare identification and records

Confirm the authorised hospital and booking arrangements. Bring identification, previous reports, investigations and discharge summaries. Ask about parent or guardian documents and attendance, photographs and copies. Confirm child and parent attendance, earlier reports and appointment arrangements with the facility you will visit.

⁦3️⃣⁩ Separate assessment from entitlement

IssueWhat to checkWhat not to assume
Medical reportType, purpose, validity and identityThat it guarantees every benefit
Support or exemptionReceiving organisation's rules and applicant statusThat the report alone is sufficient
Foreign nationalAccepted identification, report and chargesIdentical rights for every citizen and foreign national

⁦4️⃣⁩ Six practical steps

⁦1️⃣⁩ Identify the report, purpose and receiving organisation.

⁦2️⃣⁩ Confirm hospital authorisation, booking and identity or guardianship requirements.

⁦3️⃣⁩ Prepare medical records, copies of earlier reports and medicine details.

⁦4️⃣⁩ Complete the directed consultations, tests and board assessment.

⁦5️⃣⁩ Upon receipt, check identity, type and validity and retain the delivery date.

⁦6️⃣⁩ For a disputed decision, contact the health directorate promptly and keep your application reference.

⁦5️⃣⁩ Appeals differ from technical corrections

Individual adult-report and ÇÖZGER appeals must be filed within 30 days of delivery to the person concerned. The health directorate arranges assessment at another authorised facility and, where decisions differ, a referee hospital. Confirm documents and arrangements with your own directorate promptly; do not replace the appeal process by independently obtaining another report. An identity error or missing display is a different issue to raise with the issuer.

⁦6️⃣⁩ Charges and benefits

Ask the hospital and receiving organisation about charges, exemptions and acceptance for the particular case. Do not assume every purpose is free or that a foreign national automatically receives financial support. Benefits may have requirements separate from the medical assessment. Do not calculate a disability percentage by adding diagnoses or using unofficial tables.

⁦7️⃣⁩ Frequently asked questions

Is a child's report the same as an adult report?
No. Confirm the age- and purpose-appropriate pathway.

Does a report start a pension?
No. Apply to the responsible organisation and check its benefit requirements.

Can a parent attend without the child?
Do not assume so. Confirm required child and parent or guardian attendance with the hospital.

Does every report error require a medical appeal?
No. Raise identity or display errors with the issuer; disagreement with assessment has an appeal process.

Should I wait for another appointment before appealing?
No. Contact the health directorate promptly after receipt to confirm the deadline and route.
