A Delayed, Lost or Stolen Residence Card in Türkiye
Your residence card (İkamet Kartı) is evidence of your residence status in Türkiye. You may be asked to show it, often alongside your passport, when dealing with a bank, airport, hotel, police, hospital or other institution.
This practical guide covers:
1) A card that is substantially delayed or has not arrived by post.
2) A card lost or stolen while you are in Türkiye.
1. Your residence card is delayed or has not arrived
After the application, appointment and submission of the file:
- Use the official e-İkamet inquiry service and the details it requests, such as your application number, contact information and passport number or Yabancı Kimlik No (foreigner identity number), if issued.
- Status messages may indicate:
- “Under assessment”;
- “Approved — sent for printing”;
- “Sent to PTT”;
- “Delivered”.
- Assessment and postal delivery are separate.
- The time taken can vary by location, workload and the stage of the application. A few weeks is an example, not a delivery guarantee.
- The official assessment period is 90 days after complete submission to the competent authority, with notification if extended.
- For example, if two months have passed without a PTT message or delivery notice, check the actual status rather than assuming the card is lost.
- Do not wait for a fixed period if the system already shows a delivery problem.
✔ 1. Check the online application status
- If it is still “Under assessment”, a final decision may not yet have been issued. Contact the provincial directorate if you need clarification.
- If it has been sent to PTT, follow the postal-delivery stage.
✔ 2. Check SMS messages and PTT notices
- PTT may send tracking information to the contact number recorded for delivery.
- If you have no message, check that your number is correct and that you have not missed the notification.
✔ 3. Use the tracking number, if available
- Check whether the card is:
- in transit;
- being held for collection;
- being returned because delivery failed.
- Follow the actual tracking instructions; do not assume that every card can be collected from a branch without confirmation.
✔ 4. If the card has been returned to Migration Management
- Contact the provincial directorate where you applied.
- Have your passport and application number ready.
- Ask where the card is being held and how to collect it. Do not rely on a fixed number of delivery attempts.
⚠ While waiting:
- Keep the official application document and any receipts with your passport.
- These can help explain your position during an official inquiry, but acceptance for banking, telephone services or other transactions depends on the applicable requirements.
- Do not treat an ordinary receipt as unlimited permission to remain.
2. Your residence card is lost or stolen in Türkiye
Act promptly:
- someone else could misuse the card;
- you need official evidence explaining why you cannot show it.
Loss of the card does not itself cancel a valid residence permit, but you should arrange a replacement.
- When did you notice it was missing?
- Where did you last have it?
- Does it appear to have been lost or stolen, for example with a missing wallet or an opened bag?
- Go to a Polis Merkezi (police station).
- Explain that you are a foreign national and your residence card has been lost or stolen.
- Obtain the official loss or theft report, often referred to as a tutanak.
This report records the loss or theft and is required for the replacement procedure.
Check the directorate’s instructions. The official guidance identifies:
- the police loss report;
- a biometric photograph;
- proof that your address is registered in the address-registration system.
Also take:
- your original passport and a copy;
- your Yabancı Kimlik No, if available;
- any further documents or payment evidence requested.
For a lost, stolen or worn card, the official fee rule is the full residence-document/card fee plus half the residence-permit fee. Do not assume that the replacement is simply a reduced card fee. Confirm the applicable amounts and official payment method.
- Explain that your residence permission remains valid but the card was lost or stolen.
- Ask for the residence-permit document to be reissued.
- Complete the form and any other steps the directorate requires.
The purpose is replacement of the document. Do not assume that the procedure extends the permit or changes its expiry date.
- Ask what official document you should carry while waiting.
- Keep it with your passport and police report.
- Check whether a particular institution requires further verification; it is not guaranteed to accept every receipt in place of the card.
3. What if you need to leave Türkiye before the card arrives, or after it is lost?
1) If a first application or renewal is still being assessed:
- Contact Migration Management before booking travel.
- The official procedure uses the Residence Permit Application Document (İkamet İzni Müracaat Belgesi) approved by the provincial directorate and the required approved fee receipts, subject to applicable fee exemptions and the requested permit period.
- Return within 15 days on each trip to use that procedure. If you stay abroad longer than 15 days, the general visa rules apply.
- An ordinary application printout should not be assumed to provide this entitlement.
2) If an issued card has been lost:
- Ask the provincial directorate which documents are required for departure and re-entry.
- Your passport, police report and evidence from Migration Management of valid residence can help explain the loss, but the police report alone does not guarantee re-entry.
- Requirements can depend on the permit, remaining validity, nationality and applicable rules. Confirm the procedure before buying a ticket.
⚠ 4. Mistakes to avoid when a card is delayed or lost
- A photograph on your phone may be useful as a backup, but it is not a universal substitute for the original card or official replacement evidence.
- Check both the application and PTT stages.
- Do not wait 6 months before discovering that the card was returned long ago.
- While the missing card is being replaced, keep your passport, police report and the document specified by Migration Management available for official checks.
- Confirm what each document actually authorises.
5. Sharing experiences in the forum
Members can share how long delivery took in their province, their experience with PTT, and how they resolved a lost-card case. The thread can be revised when official replacement instructions or postal-delivery arrangements change.
