Deposit Insurance in Türkiye: The TMSF Limit, Eligible Accounts and Exclusions
Money displayed in a banking app is not necessarily an insured deposit. Identify the product, legal institution and branch, then aggregate the owner’s balances before comparing them with the protection limit. This guide helps you check coverage and prepare records before a problem arises.
The stated limit applies to 2026. Recheck the official limit when the year or institution’s position changes.
Understand what triggers insurance
The official TMSF FAQ ties deposit-insurance payment to BDDK withdrawing the relevant credit institution’s operating permission. Turkish and foreign institutions authorised to accept deposits or participation funds in Türkiye, including Turkish branches of foreign-headquartered banks, must participate in the system. The legal institution and the location of the account matter.
Protection does not reimburse inflation, exchange-rate losses or investment losses. An unavailable app, a restricted transaction or a delayed transfer does not itself trigger an insurance payment. Start an ordinary service problem with the bank’s documented complaint process, keeping its response and reference; do not treat every access problem as the failure covered by TMSF.
Aggregate each person’s balances at one bank
The 2026 limit is TRY 1,200,000 per person per credit institution. Accounts at different branches of the same institution are added together. An extra account, another branch or a different account currency does not create another limit. A separate credit institution has its own calculation. Identify the actual bank rather than assuming that two product brands represent two institutions.
For deposits, the calculation includes principal and accrued interest together. Participation protection includes participation-account unit values and special current accounts. The examples assume eligible balances and no applicable exclusion. They illustrate aggregation, not a guaranteed future exchange conversion or a recommendation to open a particular number of accounts.
| Illustrative arrangement | Eligible total | Protected up to |
|---|---|---|
| TRY 800,000 + 500,000 at two branches of one bank | TRY 1,300,000 | TRY 1,200,000; excess TRY 100,000 |
| TRY 800,000 at bank A and 800,000 at bank B | TRY 1,600,000 | TRY 800,000 at each bank |
| Joint-account share 700,000 plus sole account 600,000 at one bank | TRY 1,300,000 for the person | TRY 1,200,000 |
Check currency, foreign ownership and joint shares
TMSF identifies eligible lira, foreign-currency and precious-metal accounts at domestic branches within the conditions and limit. It expressly includes domestic-branch accounts belonging to Turkish or foreign persons living abroad. Foreign citizenship or overseas residence does not by itself exclude an otherwise eligible account; neither should it be used as a shortcut to assume every product qualifies.
Each joint holder’s share is assessed separately, with equal shares assumed if none are specified. Add that share to the holder’s other eligible accounts at the same institution. A minor has protection separate from the parent’s own account. The FAQ also describes separate treatment for a natural person’s commercial-enterprise account: obtain the bank’s classification rather than assuming that any business name or extra account creates it.
Read exclusions before relying on the limit
Foreign branches of a Turkish bank and offshore accounts fall outside this protection. Government bonds, Treasury bills, investment funds and cryptoassets sold through a bank are not TMSF-insured deposits. An e-money institution’s balance does not become a bank deposit because it has a card or IBAN. Classify the legal product before comparing a displayed balance with the limit.
Official bodies, credit institutions and financial institutions are excluded account-owner categories. The rules also exclude specified controlling or qualified shareholders, management, associated relatives and controlled entities, criminal proceeds and other categories determined under the framework. Consult the official list if you have such a connection. Do not simplify this into a claim that every company account is uninsured.
The İş Bankası disclosure also identifies excessive interest above the specified regulatory benchmarks as excluded. An unusually high promised return is not automatically fully protected. Ask the bank to explain the insured component and applicable basis in writing, particularly where the offered rate exceeds announced or reference rates. This is distinct from treating all accrued interest as an extra insurance allowance.
Complete six practical checks
Keep a single inventory distinguishing deposits from investments and tying every balance to its legal institution. Save it with statements and account agreements. A portfolio total can combine products with different protection, so a screenshot of that total is insufficient to establish coverage.
Follow the announced payment process after withdrawal
Insurance is paid in Turkish lira. Foreign currency is converted using TCMB buying rates on the operating-permission withdrawal date; precious metals follow the official valuation basis in the FAQ at that date. A rate displayed when you submit a request is not a promised compensation rate. Follow TMSF’s announcement identifying the paying bank, documents and verification process rather than unofficial instructions.
The FAQ describes an initial three months to determine and pay insured balances established beyond doubt. This may be extended by three months and, for compulsory reasons, twice more by up to three months each. Do not present the initial period as immediate or unconditional payment. Uninsured money remains outside the guarantee; in bankruptcy, recording the excess claim in the estate requires a written application under the relevant process.
Common questions
Is the limit for each account?
No. The person’s eligible accounts at the same credit institution are aggregated, even across branches and currencies.
Are foreign owners living abroad excluded?
No. TMSF expressly includes their eligible accounts at domestic branches, subject to the conditions.
Does this cover bullion kept inside a safe-deposit box?
A rented box is not a precious-metal deposit account. Check the box contract and any separate insurance; do not apply the deposit limit to its contents.
Is accrued interest additional to the principal limit?
No. Principal and accrued interest enter the same total, and excessive-interest exclusions may apply.
Will the excess definitely be recovered?
TMSF does not guarantee the amount above the limit. A bankruptcy claim may be available but requires the relevant filing; no recovery percentage is promised.
