How to Verify Residence-Permit Health Insurance in Türkiye and Avoid Fake Policies
Why verify your policy?
Receiving a PDF or a photograph through WhatsApp is not the end of the purchase. A policy used for a residence application must be issued by an authorised insurer, correctly recorded and capable of verification through the relevant systems.A convincing-looking document may be unusable because of:
- An unregistered policy number.
- An incorrect passport or foreign identity number.
- An unauthorised insurer or intermediary.
- Dates that do not cover the requested residence period.
- Ordinary travel cover instead of a suitable residence policy.
- Details manually altered after issue.
How are residence policies recorded?
The residence-insurance framework requires policies to be issued electronically through insurers' systems, with arrangements allowing the Sigorta Bilgi ve Gözetim Merkezi — Insurance Information and Monitoring Centre, or SBM — and the migration authority to verify them. The migration authority can check the policy through the relevant recorded number. Acceptance does not depend only on how the paper looks. A personal health-policy enquiry is also available in e-Devlet.
A printed copy does not replace electronic registration. An electronic entry does not remove the need to check the identity details and dates.
Step 1: verify the insurer
Before paying, check the insurer's full legal name against SEDDK's official company list.A website's use of the word “insurance” or display of several logos is insufficient. Identify the insurer that will issue the contract and check that its legal name appears on both the quote and final policy.
The insurer and agent are different. An agent or comparison website arranges the sale; the insurer named in the contract is responsible for the insurance cover.
Step 2: verify the agent
If buying through an office or intermediary website, check the agent in TOBB's insurance-agent register.Compare:
- The office or company's name.
- Its province and address.
- Its registration number.
- The trading name on the payment receipt.
- Its authority to arrange cover with the named insurer.
| Check | Authority | What to match |
|---|---|---|
| Insurer | SEDDK | Legal name and issuing organisation |
| Agent | TOBB register | Name, address and registration |
| Policy | SBM through e-Devlet or insurer | Policy number, identity and dates |

Check the policy details
Review:- Your name and surname as shown in the passport.
- Your passport or foreign identity number.
- Nationality and date of birth.
- The insured person and policyholder, if different.
- The insurer's legal name.
- Poliçe Numarası — the policy number.
- Issue date.
- Cover start and end dates.
- The residence period covered.
- The product type and suitability for a residence application.
- Inpatient and outpatient limits and patient shares.
- Compliance with the residence-insurance framework, including the applicable Circular 2024/34 requirements.
- The premium and payment arrangements.
Verify the policy in e-Devlet
If you have an account:- Sign in using an official authentication method.
- Search for Sağlık Sigortası Poliçe Bilgileri Sorgulama — health insurance policy information enquiry.
- Open the service provided by SBM.
- View the health policies recorded in your name.
- Compare the policy number, insurer and start/end dates with your document.
- Keep a copy of the result with your policy and receipt.
What if you are applying for your first permit and have no e-Devlet access?
You may not yet have a foreign identity number or active account. In that case:- Contact the insurer using the number on its official website.
- Give the policy number and ask it to confirm issue and dates.
- Verify the agent in TOBB's register.
- Request the complete policy and an official payment receipt.
- Prepare the first page showing the policy number for the residence application.
- Ask for written confirmation if anything differs or looks suspicious.
Which page belongs in the residence application?
The e-İkamet document lists request the first page of the private policy showing its number. Keep ready:- A clearly printed first page.
- The complete policy and special terms.
- Any correction endorsement.
- The premium receipt.
- The contracted-provider list.
- An electronic enquiry result, if available.
Check your payment evidence
The upfront-payment rule in Circular 2024/34 took effect on 1 April 2025; it was not a new amendment introduced in 2026.Your payment evidence should identify:
- The recipient.
- The insured person.
- The policy or transaction number.
- The premium.
- The payment date.
- The payment method.
A low price alone does not prove fraud. It is a reason to compare the product's limits, registration and issuing insurer carefully.
| Issue | Appropriate action |
|---|---|
| No electronic entry | Request written confirmation and check identity linkage |
| Incorrect details | Official correction endorsement: Zeyilname |
| Travel cover only | Check compliance with residence requirements |
| Government password requested | Keep access and verification codes under your control |

Warning signs
Stop and verify if:- No legal insurer is identified.
- The seller refuses to provide the policy number before the residence appointment.
- You receive only an unclear image.
- Names or passport numbers differ between pages.
- Dates or figures appear manually changed.
- The document identifies only ordinary travel insurance.
- Payment is requested to an unexplained personal account without a receipt.
- The purported agent is absent from TOBB's register.
- You cannot contact the insurer through official channels.
- The seller claims the migration authority never checks policies.
- Anyone asks for your e-Devlet password or SMS verification code.

What if the policy does not appear electronically?
Absence from the enquiry alone does not prove fraud. Possible causes include an identity mismatch, a policy linked to a passport rather than the account's identity number, or a technical problem.- Compare the identity number on the document with the number used at issue.
- Contact the insurer through its official website.
- Ask for written confirmation of the policy's status.
- Obtain an official endorsement if details need correction.
- Check again after the insurer confirms registration is complete.
- Establish the first policy's status before buying another, to avoid duplicate costs or conflicting records.
- If unresolved, submit a documented complaint through SEDDK's e-Devlet service.

What if the policy is invalid or cannot be verified?
Possible consequences include:- It is not accepted with the residence application.
- You are asked to provide a valid replacement within the document-completion period.
- Assessment of the application is delayed.
- Money paid to an unauthorised intermediary is lost.
- The expected treatment cover is unavailable.
- Further action follows if forged documents or deliberately false information are established.

Be wary of claims of a migration-authority connection
The Presidency of Migration Management warns that it has no affiliation with offices or individuals promising residence permits in exchange for payment. For official information, contact the YİMER 157 Foreigners Communication Centre. From abroad, call +90 312 157 11 22.
An official-looking logo is not proof that an unknown party can be trusted with your passport or sensitive information.

Final checklist
- The insurer is on SEDDK's official list.
- The agent is registered with TOBB, where an agent is used.
- The policy number is clear.
- Your name and passport or foreign identity number are correct.
- The dates cover the requested residence period.
- The product is suitable for residence purposes.
- The premium is paid upfront and receipted.
- The insurer or e-Devlet enquiry can confirm the policy details.
- The first page showing the number is ready.
- Your e-Devlet password remains private.
Combine three checks: the insurer, the agent and the exact policy record. Price and presentation alone cannot establish validity.
