🗂️ Enrolling a foreign child and transferring between schools: a practical family file
Documents and procedures depend on the child’s status, educational stage and school type. Another family’s checklist is not a definitive list for your case.

Enrolment can stall even after a family collects many documents, because they have not established what each one proves. Identity is different from address; a school record is different from an equivalency decision; and a school agreeing to review the file is different from completed registration in the system. Separating these tasks makes follow-up more efficient and identifies the authority whose answer is needed, rather than sending the family between offices with a disorganised file.

This guide helps parents prepare a clear file for enrolling a foreign child or transferring between schools in Türkiye. It focuses on the sequence of steps, useful questions and keeping a record of the application; it does not determine an individual child’s eligibility. Residence, protection or citizenship status, guardianship and prior education can change both the documents and the route. Start by explaining the circumstances to the school or relevant education directorate, without posting personal documents in public groups or sending them to unknown intermediaries.

Preparing an application for study

1️⃣ 🧭 Identify the type of application

A child starting Grade 1 without previous schooling, a child moving from a school abroad, and a child already registered in a Turkish school who wants to transfer are different cases. The first requires checks on age, registration and address. The second brings prior studies and equivalency into the process. In the third, the existing registration, school record, grade and destination school type become important. If a Turkish record already exists, ask how it should be used before starting a new registration.

Create a private family tracking sheet showing the previous and requested stages, the country of earlier study and whether there is an old Turkish registration. Add a short description of the child’s legal identity document and who will represent the parent during appointments. This does not replace an official form, but helps the family explain the same circumstances consistently. If citizenship or identity documentation changed recently, alert the administration to possible older records requiring reconciliation.

2️⃣ 🪪 Identity, legal status and address

No single document can be prescribed for all foreign children. Ask which document is accepted for your child’s circumstances and how it is entered in the registration system. Do not assume that a passport always replaces every other procedure, or that residence-permit and protection holders follow identical lists. If a document is missing or the system does not recognise a number, identify the office responsible for correction and the next step instead of changing the details or attempting to create a second record.

In public basic education, the registered residential address and catchment area affect the assigned school. Distinguish the actual home from the address in official records; the family may need a correction or further address verification. The 2026–2027 procedures included verification rules for specified cases, so another parent’s experience of registering with only a contract is not conclusive. Additional address documents may be required. Explain the actual situation, request the applicable list and retain evidence of submitting what was requested.

3️⃣ 📄 What school equivalency determines

School-level equivalency assesses previous education to determine its equivalent within the Turkish school stages. It is handled by authorised Ministry of National Education bodies, with an electronic application and tracking service and centres inside and outside Türkiye. This is distinct from higher-education qualification equivalency. Do not book a university equivalency procedure when the task is placing a child in a school grade or evaluating an upper secondary school certificate.

Start with the transcripts, reports, certificate or study record requested by the relevant centre. Originals matter because the authority needs to verify the document; a clear phone photograph alone is not necessarily sufficient. If an original is lost, ask which alternative is accepted. Check translation and certification requirements for the issuing country and document type. Do not pay to translate every family document before the required list is established, or assume that one country’s certification rules apply everywhere.

4️⃣ 🗂️ Organise documents by purpose

File groupPurposeWhat to check
Identity and representationIdentify the child and responsible parentName, number and authority to act
AddressEstablish the catchment area and procedureConsistency between records and actual residence
Previous educationAssess placement and completed studiesYear, grade, original and required translation
EquivalencyRecord the official assessmentCompleted decision and receipt by the school
Enrolment or transfer requestCarry out the school procedureRequest number, status and next step

Keep working copies separate from originals, returning the originals to a safe place after review. If an authority must retain a document, establish whether it needs the original or a certified copy and request proof of submission. Give electronic files clear names by document type and year, while protecting privacy. The aim is to find a required document quickly and know exactly what was submitted, rather than accumulating files that create confusion or expose unnecessary information.

5️⃣ 🔎 Check names and study dates before sending

Compare the spelling of the child’s name and date of birth across identity documents, school records and translations. A transliteration difference does not automatically mean refusal, but it may need clarification or correction through the relevant authority. Do not edit a document image to make it appear consistent. Record the difference and provide supporting evidence linking the records if requested. Also remember that academic years may be expressed differently in the issuing country, and completion of a grade is not the same date as issuance of a certificate.

If the child studied in several countries, arrange the documents in educational sequence. Create a private timeline showing each period’s start, end and completed grade. Explain any interruption honestly rather than presenting it as a completed year. For missing grades or stamps, request a correct document from the previous school or ask about the official alternative. This makes questions answerable and helps avoid a financial commitment based on a mistaken assumption about placement.

Completing paperwork for study

6️⃣ 🏫 Working with the school and education directorate

Attend each appointment with a clear aim: identifying the school, confirming the document list, following equivalency or processing a transfer. Ask who receives the application, who makes the decision and who updates the system. If the school cannot resolve a particular issue, obtain the name of the responsible provincial or district directorate unit. Referral between offices is not necessarily a final refusal, but an unclear answer leaving the child without a next step is not sufficient either.

After each visit, record its date, the unit, what was requested and any appointment or deadline given. A calm request such as “Please identify the missing document and the next step needed to complete enrolment” helps organise communication; it does not demand guaranteed admission. If using an interpreter, they should help the parent understand the exchange, not invent information or sign declarations the parent does not understand. Read every form before agreeing to it.

7️⃣ 🔄 Transfers within Türkiye: use the existing record

Before moving, collect the current school’s name, the grade and registration status. Ask the destination school about the transfer route, stage and conditions. Transfers may depend on address, vacancies, programme or stage-specific rules, and upper secondary procedures can differ from basic education. A verbal offer of a place is not a completed transfer. Ask what confirms the move in the system and what the new school needs from the previous one.

Do not interrupt attendance merely because you expect the request to succeed. Coordinate with both schools about the child’s position while it is being processed, who records absence and who explains assignments. If the programmes differ, discuss subjects or language needing support and the time teachers will have to observe learning. A transfer may be administratively simple yet educationally significant: new teachers, friends and assessment methods require preparation, particularly after relocation or a long interruption.

8️⃣ 🌍 Moving from an international programme or into a private school

When moving from a private international institution or studies outside the Turkish system, ask about equivalency and documents describing the programme, grade and results. Curriculum differences can make placement separate from reserving a seat. Do not rely on a translated grade name alone; obtain an official transcript showing subjects and the completed period. A promotional certificate for an activity does not replace the study document the authority requires.

With a private school, examine official enrolment eligibility and the financial contract in parallel. The quotation should state when payment obligations begin, what happens if equivalency or registration conditions are not completed, and the rules on withdrawal, transfer and returning documents. A reservation deposit is not completed registration. Nor should a refund dispute obscure the main educational question: where will the child continue studying, and how will attendance and assessment be maintained while the administrative position is resolved?

9️⃣ ✅ Check the practical position after registration

Obtain confirmation of the grade, class, timetable and designated contact, and verify that details are recorded correctly. Ask about books, materials, daily times and collection arrangements. Explain the child’s previous schooling and understood languages in useful terms, without expecting immediate mastery of everything. Agree specific initial goals, such as understanding classroom routines, knowing how to request help and completing a simple activity.

If educational support is needed, follow it separately from registration so it does not get lost. Administration may be complete while language, accessibility or assessment arrangements still need discussion. Watch attendance, participation and sleep after the move, and ask open questions about the child’s day. Keep factual observations for discussion with the school. Do not turn a passing feeling into another transfer decision, or ignore a recurring problem because the administrative file has closed.

1️⃣0️⃣ 📝 Hypothetical example: several tasks in one move

Suppose a family moves to Türkiye after the child studied abroad. Some reports are ready, but another original is delayed. The parent contacts the school to establish the catchment area and accepted identity documentation, then asks the equivalency centre which list applies and whether an alternative is available for the delayed paper. They create a tracking table distinguishing documents received, those requiring translation and questions awaiting an official answer.

The family does not assume that placement will match the grade name used abroad or reserve a private school on an unwritten promise. After equivalency, they follow the result through to the school and confirm registration, then discuss language support on arrival. When the family later changes address, they use the existing school record for the transfer. The example does not predict an actual case’s outcome. It shows how organising tasks avoids restarting the file and links each missing item to a responsible office and a clear next step.

1️⃣1️⃣ ✅ File and follow-up checklist

  • Identify whether this is first enrolment, a move from abroad or transfer of an existing Turkish record.
  • Request the document list appropriate to the child’s status and stage.
  • Check the registered address, catchment area and required evidence.
  • Arrange prior studies, dates and grades without concealing interruptions.
  • Confirm required translation and certification before paying for them.
  • Keep originals, copies of submissions and evidence that the application was received.
  • Record responsibility for each step and the application’s system status.
  • Follow the registration, grade, attendance and welcome arrangements after administration is complete.

1️⃣3️⃣ ❓ Enrolment and transfer questions

Does every foreign child need equivalency?
Equivalency concerns previous studies or documents requiring assessment. It should not automatically be assumed to operate identically for a child beginning school for the first time. Explain the educational history and ask the relevant authority what is required. Citizenship alone does not determine whether grade equivalency is needed.

Should every document be translated and certified in advance?
First obtain the list from the reviewing authority: document type, issuing country and language can affect requirements. Keep originals and ask about copies, translation and certification for each group. Spending early on unnecessary documents does not necessarily speed up the process.

What if the school says the system rejects the details?
Ask for the precise problem and the authority able to correct it. Check for an old record or a difference in the name or identity number. Do not create an alternative identity or alter documents yourself. Track the correction request and establish the step that will allow the procedure to continue.

Can I use a transfer deadline mentioned in someone else’s account?
Do not base the decision on a date unrelated to the stage and current cycle. Identify the procedure for the school type and child’s circumstances, confirming any exception with the authority. Annual deadlines organise particular applications; they are not permanent rules for every transfer.

What if no school has yet been assigned?
Submit a clear request to the relevant education directorate describing registration status, completed steps and missing items, and ask for official direction on completing the process. Keep applications and replies, while maintaining educational contact that supports the child. An open-ended promise is not a completed follow-up.
