On 20 October 2026, the Ministry of National Education, MEB, published its Common Written Examination System (OYSS) guide. The system opens on 26 October to support school examination preparation and results analysis. This is the platform’s launch for teachers, not a single date for all pupil examinations.
The school subject-group chair signs in through EBA and selects an examination scenario linked to learning outcomes. Teachers prepare two open-ended questions and their marking keys; remaining questions come from the system’s question bank. Examination papers are printed and pupils sit them at school according to its timetable. Digital preparation does not mean every pupil takes an online test.
After marking, teachers enter question-level scores in e-Okul to identify strengths and support needs, rather than relying only on the total mark.
| Stage | Grades | Subjects |
|---|---|---|
| Lower secondary | 5, 6 and 7 | Turkish, mathematics, science, social studies, religious culture and ethics, English |
| Upper secondary | 9, 10 and 11 | Turkish language and literature, mathematics, physics, chemistry, biology, history, geography, religious culture and ethics, philosophy, English |
The framework covers Ministry-affiliated public and private schools, with exclusions for international private educational institutions (Milletlerarası özel öğretim kurumları), evening high schools, vocational training centres, and the special-education schools and programmes specified in the guide. Do not apply the rule to every institution described as “private” or “international”.
For pupils with an individualised education programme, BEP, subject teachers prepare and assess questions according to that programme; schools arrange the necessary support. Religious culture and ethics examinations in minority schools are also outside OYSS.
Briefing and training are scheduled for 19–23 October; operational use begins on 26 October. The guide places make-up examinations for accepted excuses between 23 and 27 November 2026, following school planning. The school administration must accept the excuse; absence does not automatically create a replacement appointment.
Use the school's subject timetable and note the examination location, time and accepted-excuse procedure beforehand.
Ask whether your child’s grade and subject are covered, when the examination takes place, which scenario has been announced, and how to submit an excuse if necessary. Request feedback on learning outcomes needing attention and agree suitable practice with the teacher. Consult the official OYSS guide for its scope and exclusions.
Examinations are marked out of 100 and count as the subject's written examination for the relevant term, contributing to its term grade. OYSS does not itself award a separate qualification or university admission; it supports school examination preparation and learning analysis.
Teachers enter question-level marks in the order used on the paper. This helps distinguish a pupil who understood an idea but missed a step from one who needs to revisit a core learning outcome. Families can ask which skill needs support and how to practise it, rather than discussing only why the total was below full marks.
The guide states that collective lists of pupil results will not be published and comparisons between schools and classes will not be produced. Reports support feedback rather than a public pupil league table. Entering marks in e-Okul does not establish that parents can access the teacher's analytical screen. Ask the school how it will communicate the child's result and support plan.
| When | Pupil and family action | Question for the school |
|---|---|---|
| Before the examination | Check the grade, subject and topics in the announced scenario | Which learning outcomes are covered, and when is the examination? |
| During revision | Practise explaining an answer and writing the steps, rather than only selecting an option | Which open-ended practice examples are appropriate? |
| If illness or absence occurs | Notify the administration and follow its excuse-submission procedure | How is the excuse accepted, and what approved replacement arrangement applies? |
| After receiving the result | Identify the weaker skill and repeat a suitable activity | Which error recurs, and how can improvement be checked? |
The guide provides for printed examinations at school, with papers designed for up to four pages and additional paper available where needed. Families do not need to buy a new device merely because examination preparation is digital. The platform launch does not automatically move examinations online at home.
Where a pupil misses both the examination and its make-up examination for an accepted valid excuse, the guide provides for the subject teacher to hold an examination within five working days after the excuse ends. Unexcused absence or cheating is recorded and taken into account in the average under the applicable rules; it does not automatically create a replacement opportunity chosen by the family.
The school also arranges measures for pupils with low vision and those receiving education at home or in hospital, as well as BEP arrangements. Contact the administration early about educational needs and approved examination measures. Do not assume that every such circumstance removes assessment altogether or requires exactly the same paper and conditions.
The OYSS guide and Ministry announcement provide no pupil fee schedule or payment step for examination registration. Access and preparation are assigned to schools and teachers. This does not set private-school tuition or charges for other services, which are separate matters. If payment is requested for a related service, ask the school for its official explanation rather than assuming publication of the guide introduced a new fee.
Does every subject examination take place on 26 October?
No. That is the platform's operational start. Pupil dates follow examination planning and each school's subject timetable.
Is OYSS the same as LGS or YKS?
The guide concerns common school written examinations contributing to subject grades. Launching OYSS does not replace transition-examination or university-admission instructions.
Does every school use identical questions for the same grade?
Schools choose a suitable scenario from topic/question distribution tables and their teachers prepare two questions. “Common” does not establish one nationwide paper for every school in every subject.
Can pupils obtain questions before the examination?
Question-bank access four days beforehand is for teachers preparing the examination. The guide requires confidentiality and prohibits photographing or sharing questions; teacher access is not a pupil publication date.
