Personal orders and commercial stock, with duty, tax and service charges kept separate
The order type determines what must be checked before handing over the parcel. — General illustrative photo.
An individual may buy an item from a Turkish store, while a trader buys the same quantity to test resale. Similar boxes do not make the two cases identical for customs purposes. Before setting the price or arrival date, establish the shipment’s purpose, importer, product category and required documents. Published personal-order rules for online shoppers do not become a general exemption for commercial stock, and customs-duty relief does not mean VAT exemption. This guide organizes work among the Turkish store, customer or importer, and carrier, with a hypothetical cost example to explain the calculation before accepting new orders.
Establish personal or commercial use before quoting
Start with intended use: is the product for the buyer’s personal consumption or business and resale? Collect an accurate description, quantity, value and purpose, then refer them to the carrier or broker if uncertain. Do not choose ‘personal’ because the transaction is small or the recipient uses an identity number rather than a company name. Product-specific requirements can apply even to one item.
For a trade customer, establish its business activity, who will appear as importer, and who arranges conformity evidence and permits and pays charges. Do not split commercial stock into parcels to conceal its purpose or describe sold goods as gifts. Accurate transaction descriptions help select the procedure and avoid later refusal or correction costs. Separate consumer offers from trade supply offers in the store; the latter may need minimum quantities, invoices, documents and timing linked to completion of the import file. Retain the purpose statement in the order file rather than relying on a conversation inaccessible to the shipping team.
Compare responsibilities under the two procedures
For personal orders by express shipping, the transport company organizes customs procedures through its approved brokers. It still needs accurate importer and goods information, and another authority’s approval may be required depending on the product. Do not let customers discover after payment that their name, address or product category is insufficient to start the process. Ask the carrier for the minimum data and approved submission method.
Commercial importation requires an importer with appropriate status and business activity, together with clearance and approval arrangements. The Zakat, Tax and Customs Authority provides importer or exporter registration through Fasah, but creating an account does not approve every product. Define the roles of the Turkish seller, exporter, importer and broker, and request each party’s documents by name. A parcel carrier does not necessarily become a commercial import partner merely by quoting transport. With a local distributor, agree whether it purchases stock or works for commission, and who bears unsold-goods risk.
| Item | Personal order | Commercial import |
|---|---|---|
| Purpose | Buyer’s personal use | Business or resale |
| Importer | Individual’s details under the procedure | Documented entity, activity and eligibility |
| Documents | Invoice and information required by the procedure | Commercial file and goods-specific approvals |
| Conformity | Product requirements still apply | Established by category before shipping |
| Charge calculation | Personal-import rules when their conditions are met | Tariff and treatment for the commercial transaction |
Read personal-import relief with its conditions
Official guidance explains that personal goods purchased from a store outside Saudi Arabia are exempt from customs duties if total purchases are less than one thousand riyals, including the goods’ value, transport and insurance, and no other authority’s release permit is required. ‘Less than’ matters: do not include exactly one thousand in a general advertisement. The case must genuinely be personal and meet the other conditions.
The page also explains that VAT is not automatically waived; its calculation includes amounts specified in the declaration, including customs duty where due. Do not promise a final tax-free price based solely on product value. Recheck the total if transport or insurance costs change. Do not use this threshold to price a trader’s inventory or conclude that goods requiring approval will clear without a permit. Tell customers what is confirmed and clearly identify amounts to be determined by the actual declaration, rather than presenting an unsupported zero.
Prepare consistent documents from Türkiye
Issue a detailed invoice describing the product, quantity, value, currency, seller and buyer. Prepare material, use and model information and photographs where needed for classification. A generic name is insufficient if it could cover different categories. Add a packing list linking boxes and quantities to the invoice, then match the waybill name and address before dispatch. A minor spelling difference may need clarification; a different entity changes responsibility for the transaction.
For a direct commercial shipment from Türkiye, discuss the invoice, certificate of origin, transport waybill, delivery order and required approvals with the importer and broker. Do not apply a document exception for movements between GCC countries to a new shipment from Türkiye without a basis. Establish whether documents need authentication, originals or translation, and who can supply them in time. Package markings must match product information but do not themselves establish exemption or preferential treatment. Keep the file actually submitted and all later corrections.
| Document | Information to review | Party to coordinate with |
|---|---|---|
| Detailed invoice | Description, quantity, value and currency | Seller, accountant and importer |
| Packing list | Box count and contents | Fulfillment team and carrier |
| Transport waybill | Names, addresses and order link | Carrier and broker |
| Origin | Manufacturing country and required evidence | Supplier and importer |
| Conformity evidence or permit | Category, model and document validity | Sector authority and importer |

Check classification before the duty rate
Customs duty depends on the tariff classification and treatment applicable to the goods, rather than the country name in an advertisement alone. A shirt, bag or device description needs details identifying material and function. Submit the technical file to a specialist and request a justified code before entering a rate in the profit sheet. Do not assume one rate applies to all products or that dispatch from Türkiye establishes preferential origin.
Also check prohibitions, restrictions and trademark rights. Counterfeit goods or misleading descriptions do not become acceptable because of low value. If the supplier promises origin or conformity evidence, request a sample for the actual product and verify its issuer. Record the classification response date and shipment requirements because products and rules may change. Recheck when opening a new category rather than applying a response about an earlier product to all inventory. This work before selling costs less than waiting for an arrived shipment whose documents are unavailable.
Arrange Saber for products within its scope
For commercial products within Saudi standards requirements, check the goods’ status in Saber using the appropriate classification and description. The authority announced that suppliers must issue a shipment certificate before submitting the customs declaration from the first of October 2025. Products covered by technical regulations follow a product conformity certificate procedure; nonregulated products follow self-declaration and then a shipment certificate according to the case. ‘Not subject to a technical regulation’ does not mean the remaining procedure can be ignored.
The current commercial service page sets out product registration, the conformity certificate or declaration, and then the shipment application. A September 2026 announcement extended shipment-certificate validity to ninety days. Match the certificate date, model and quantities to your shipment rather than relying on a general supplier certificate without review. Do not apply Saber indiscriminately to products under a different sector authority and procedure. Food, medicines, cosmetics and medical devices require checking SFDA jurisdiction and requirements. Complete the check before shipping and identify the account owner and person responding to conformity-body requests.
Track clearance stages instead of promising a fixed date
Tracking that shows arrival in Saudi Arabia does not mean the parcel is ready for delivery. It may await a declaration, data verification, another authority’s permit or payment. Ask the carrier to name and explain the status and current requirement, and link the order to the waybill, invoice and importer. Do not send a new document version without knowing what was wrong with the previous one.
Personal-shipping guidance identifies missing or inaccurate information, delayed declarations and other-authority approvals as potential causes of delay. For commercial goods, follow up with the broker and importer according to the product and entry point. Inspection or a sample may be requested, so give an estimated delivery date and separate preparation in Türkiye from clearance. If storage or correction costs arise, request details and the period covered before paying. Do not promise that express service bypasses inspection or guarantees regulatory approval; it improves transport and follow-up within its scope.
Calculate duty, tax and service charges separately
Start with the goods’ value, transport and insurance, then give customs duty, tax, declaration fees and service charges separate lines. Saudi Arabia’s standard VAT rate is fifteen percent, with treatments and exceptions depending on the rules and goods. Customs duty is separate, and carrier charges for clearance or advancing payment are not government taxes merely because they appear on an arrival invoice.
The following hypothetical personal-order example assumes that customs-duty relief conditions are met, no additional release permit is needed and the standard VAT rate applies. Goods cost eight hundred riyals, transport one hundred and insurance twenty: nine hundred and twenty in total. Assume declaration fees of twenty riyals included in the taxable base under the circumstances, with no other charges. The base is nine hundred and forty, VAT one hundred and forty-one, and the total one thousand and eighty-one. Changing any component or treatment changes the result. These figures are not a carrier tariff or a final invoice for every customer.
| Hypothetical item | Saudi riyals | Calculation note |
|---|---|---|
| Goods’ value | 800 | Declared selling price |
| Transport | 100 | Included in the threshold test total |
| Insurance | 20 | Included in the threshold test total |
| Threshold test total | 920 | Less than 1000 under the assumptions |
| Customs duty | 0 | Conditions assumed to be met here |
| Declaration fees | 20 | Hypothetical amount, rather than a tariff |
| Assumed VAT base | 940 | 920+20 |
| VAT at 15% | 141 | 940×15% |
| Hypothetical total | 1081 | 940+141 |

Design a trial for a known product and route
Start with a product whose specifications and documents are available and a customer or importer who understands their role. Test ordering, payment, invoicing and file handover to the carrier through clearance, delivery and reconciliation. If the trial involves commercial stock, describe it as commercial even if the quantity is small. Successful delivery of a personal order does not establish that resale quantities can use the same procedure.
Measure landed cost, elapsed time and the documents requested, then record changes between the quote and invoice. Retain payment and delivery evidence and reasons for delays. If a certificate or product information cannot be supplied, adjust the category or procedure before broad advertising. Set spending and loss limits and a limited order count, allowing time for refused delivery and returns to emerge. Scaling requires contribution after actual expenses, beyond paid sales alone. If the objection’s cause is known, start by improving the quote or sizing rather than increasing inventory.

Identify the product authority and distinguish certificates
The authority table helps direct questions; it does not approve a whole category. For Saber, ask about the product’s status, model and relevant technical regulation. For cosmetics, for example, the SFDA service provides product listing through Ghad with manufacturer, label, ingredient and authorization details as required. Product listing alone does not replace fulfillment of import-release conditions.
Ask the importer to identify the document, authority and stage for obtaining it, then coordinate with the Turkish supplier. Do not substitute a product conformity certificate for a shipment certificate or sales document because their names seem similar. For a new or multipurpose product, jurisdiction may need clarification before committing to a quantity. Regarding individual details in express shipping, ZATCA explains that it requests importer information rather than a copy of the civil identity card. If an additional image is requested, establish the requesting party, purpose and procedure rather than automatically attributing it to the authority.
| Case type | Authority or procedure to check | Specific question |
|---|---|---|
| Commercial product within standards scope | SASO and Saber | Product conformity, or declaration followed by shipment certification? |
| Cosmetic product | SFDA, Ghad and category release procedure | Do the product, importer and label meet requirements? |
| Food, medicine or medical device | SFDA according to category | Which registration, license and release are required? |
| Classification and charges | ZATCA and broker | What are the classification, base and actual amounts? |
| Export from Türkiye | Operator and Turkish accountant | Which declaration, invoice and proof of departure are required? |

Plan for refusal and returns before advertising
Explain what happens if the customer delays supplying information, refuses charges or does not collect the shipment. The policy must align with the contract and applicable law; a general clause cannot remove a right. Ask the carrier about waiting and return costs, disposal options and decision deadlines. Do not promise refunds only after goods return if the circumstances give the customer a different right or deadline.
A product returning to Türkiye needs the export file, waybill, goods’ identity and coordinated reimportation, and may affect earlier tax treatment. Separate the refund from the item’s arrival and customs closure, and record carrier or payment-provider fees that were not refunded. If inaccurate descriptions or sizing caused the problem, correct the sales page before another trial. For distributor supply, establish whether a return concerns a contractual defect or unsold stock, and who bears transport. Failure to sell a quantity does not itself create a right to return the supply without agreement.

Frequently asked questions and shipment checklist
Does a value below one thousand riyals mean arrival without any additional payment?
No. The personal-import rule concerns conditional customs relief; it does not remove VAT or declaration and service fees due in the circumstances.
Does every Turkish product require Saber?
Establish the category and jurisdiction first. Some products fall within standards and Saber; others follow a sector-specific procedure. The dispatch country alone does not determine the requirement.
Can the carrier guarantee clearance within a day?
Express transport does not guarantee an inspection outcome or authority approval. Request an estimated time and a follow-up plan for missing documents.
