Scientific Research Residence in Türkiye: Hosts, Research Permission and Work Boundaries
A research visit starts by identifying the activity and the institution responsible for it, then arranging any required research authorisation, entry and residence, and work permission or an applicable exemption. An invitation from an academic or funding from an overseas organisation does not settle all those procedures by itself.
This guide is for foreign researchers coming to Türkiye for documented research with a defined subject, location, period and responsible or host institution. It distinguishes visiting researchers from degree students and employees, bringing the research journey together without applying excavation rules to every discipline or treating researcher status as an automatic work exemption.

1) Identify your status from the actual activity
Write a short description of what you will do: research location, host institution, whether you are enrolled in a Turkish degree, and whether the relationship involves employment, services or hosting alone. Do not choose residence from the researcher title or grant name alone.
Scientific research is a short-term residence purpose, but research undertaken within a degree or job does not remove the rules for that status. If you already hold a valid status in Türkiye, check the applicable procedure before opening another application or cancelling an existing position.
| Situation | What identifies it | What to check |
|---|---|---|
| Visiting researcher with a host | Research description, host letter, period and location | Any required research permission, residence category, and work permission or exemption |
| Degree student undertaking research | Actual academic registration and activity | Student procedure and any separate research approval or additional work |
| Employed researcher or service provider | Contract, duties, beneficiary and actual relationship | Work permission or applicable exemption; an invitation does not replace it |
| Fieldwork or archaeological team | Location, activity and responsible sector authority | Approvals for the site, sector and team members |
2) Separate five approvals you may need
A host's acceptance confirms its willingness to host the stated activity. It does not necessarily amount to sector authorisation, work permission or a residence decision. Identify each document's function and issuing body, particularly when several offices or supervisors are involved.
| Document or decision | Function | What it does not replace |
|---|---|---|
| Invitation or host acceptance | Evidence of the institutional relationship and intended research | Sector approval, visa, residence or work permission |
| Research or site-access approval | Permission for the specified activity under the competent body's conditions | Lawful stay or employment outside its scope |
| Applicable visa or entry exemption | Entry and the stay permitted under it | Residence for any period or general work permission |
| Appropriate residence or another applicable legal basis | Lawful stay within its conditions | Sector research permission or every paid activity |
| Work permit or applicable exemption document | Authorisation for work within the approved activity and period | Sector research approval or removal of other obligations |
3) Prepare the research description and host letter
Research residence applications require an official authenticated document showing where and for how long the research will take place. A general message saying an academic knows you may not serve that purpose. Ask the responsible institution for an accepted, signed or electronically authenticated document, stamped where required, explaining the facts supporting the purpose.
Assemble the project title and short activity description, institution and contact, locations and dates, your participation status, and any funding or facilities the institution actually commits to provide. These are practical elements of a clear file, not identical statutory fields for every letter. Where separate research approval is required, align its scope with the host letter and do not describe an invitation whose approvals remain unchecked as final authorisation.
- Confirm the host or competent institution that will issue the research location and duration document.
- Send the relevant offices a consistent description of activities, sites, dates, participation status and funding.
- Ask which approvals are required, who applies and who issues them, and whether the activity must wait for a particular decision.
- Obtain the letter and decisions in their accepted formats and check consistency with your passport and contract or acceptance.
- Keep each document and message with its reference, period and conditions, and request an official update when the project changes.
4) Research permission depends on the sector and site
Foreign Ministry procedures distinguish research channels by subject and responsible authority. Some applications go directly to the relevant unit or administration, while archaeological excavations, surveys, underwater archaeology and land registry/cadastre research have special channels. Do not require an excavation permit for social or laboratory research simply because it is scientific, or assume that avoiding excavation removes every approval requirement.
Ask the host to identify the current sector authority, application format and any conditions for site entry, sampling or data use. If the project involves human participants, a healthcare institution or restricted materials, ask about the ethical or administrative review applicable to its design. A university letter does not automatically provide access to every site, record or sample.
For archaeological or other fieldwork requiring special approval, confirm the authorised project, location, team and dates before starting. Do not extend permission yourself to another activity, place or participant. Read the actual conditions rather than relying on a uniform processing time or verbal agreement.
| Question | Who to coordinate with | What to establish |
|---|---|---|
| Who approves this research? | Host and authority responsible for the subject | The channel, form and decision required before starting |
| Are the site or data accessible? | Relevant site, laboratory or records administration | Limits on access, imaging, collection and use |
| Does permission cover the whole team? | Issuing authority and project lead | Approved names, roles, status and dates |
| Has the method or location changed? | Supervisor and authority that approved the activity | Whether an amendment or new approval is needed before the change |
5) Coordinate the visa before travelling
Explain your research purpose, nationality, passport type and project documents to the responsible Turkish mission before travel. Do not automatically treat tourist exemption or an eVisa as sufficient for research, or impose one visa requirement on every researcher without checking the case.
The short-term residence checklist refers to a purpose-appropriate visa for archaeological excavations and surface surveys. For other work, confirm entry and purpose requirements with the mission and competent institution, without transferring a Culture Ministry approval requirement to every discipline. Use the checklist of the mission accepting your application; documents, interviews and submission channels may vary by jurisdiction and circumstances.
Separate visa validity, permitted days of stay, research dates and the residence application plan. Check passport validity and transit requirements. A research invitation is not a promise of entry or a reason to buy inflexible travel arrangements before the requirements are settled.
6) Do you need residence for the research visit?
Check the actual stay permitted by entry or your existing status, the time required for the research and the category that applies. There is no rule that every research visit automatically provides 90 days or that a host letter extends lawful stay. An applicable work permit or exemption may also affect the basis of stay; check its status and document rather than duplicating residence applications unnecessarily or assuming permanent validity.
For a residence application, the purpose must match the documents and actual activity. Establish whether yours is a first application, transfer or renewal according to your current position. The competent authority decides residence, duration and conditions; the grant's length, contract period or project description alone does not determine them.
7) Prepare the general residence file alongside research evidence
Use the official checklist for the category and procedure, your application form and any case-specific request from the relevant Migration Management office. Research documents do not replace identity, housing, resources and health-cover evidence, while a complete general file cannot resolve the absence of a genuine documented research purpose.
| Group | Documents to review | Practical check |
|---|---|---|
| Identity and entry | Signed application, passport and required pages, visa if applicable, entry evidence and required photographs | Consistent details, originals available, accepted format and specifications |
| Research purpose | Official location/duration evidence, host description and applicable approval | Consistent project, locations, period and status across documents |
| Resources | Statement and evidence of resources, grant or support as required | Confirmed support with an explainable source and period, rather than an undecided funding expectation |
| Health cover | Accepted cover or entitlement evidence applicable to the case | Matching name, period, cover and activation procedure where needed |
| Accommodation and address | Accepted evidence for the accommodation and address registration where required | An actual consistent address and completed hosting or tenancy formalities |
| Procedure and payment | Receipts and additional procedural documents, including UETS where applicable | Correct charge and procedure without assumed exemptions or fees |
The official checklist requires a UETS document for renewal and transfer applications, except for applicants under 18. Address registration is required for renewal and transfer, while first applicants must complete address registration within 20 working days after approval. Separate that obligation from the application submission deadline and follow case-specific requirements when changing province or residence type.
8) Funding and grants do not settle work status
Document who pays for living costs, travel and research, the amount and period of support, payment dates and conditions. Distinguish a confirmed grant from one under assessment, and partial support from funding the entire visit. Do not present a project's operating budget as personal money available to you unless the documents establish that.
A salary, payment or grant alone does not classify the activity legally. Show the contract, duties, supervision and payment arrangement to the host and the authority responsible for work. Calling a payment a living allowance or an activity unpaid does not automatically create an exemption, just as not every research grant necessarily creates employment.
9) Work permission and researcher exemption limits
Scientific research residence is not general permission to work. The work exemption system contains specific categories, conditions and periods. Your activity must fit the category and follow its application and documentation procedure; seeing a similar name in an exemption table does not authorise any job.
The Labour Ministry's table includes Article 48(j) for foreigners coming to universities and public institutions for research or to improve knowledge and experience, with a maximum of two years and without exceeding the education period. It also lists Article 48(a) for work within scientific, cultural and artistic activities, with a maximum of one month. These are conditional category ceilings, not guaranteed residence periods or automatic two-year work rights for every researcher.
Confirm the applicable category, document submission responsibility and when the activity may lawfully start. Work beyond the applicable exemption limits requires checking the work permit route, while social-security and other obligations remain as applicable. If duties, institution or document validity change, do not assume the exemption continues or switch categories yourself; check the procedure before the new work.
10) Cover, accommodation and costs
Check acceptance of health cover for the requested period, not its name alone. Travel or accident insurance required by the research host may not satisfy every residence requirement. If you have entitlement through employment or a social-security agreement, demonstrate its applicability and activation. Visiting researcher status does not automatically make you a student eligible for student SGK arrangements.
Arrange actual accommodation and accepted evidence: tenancy and its required formalities, an accommodation establishment's certificate, or a hosting undertaking where applicable. A laboratory or supervisor's office is not your residential address unless actual approved accommodation exists there.
Budget separately for travel, living costs, housing, cover, applicable visa, residence or work charges, document fee, translation and certification. Ask funders which items they pay and how reimbursement works. Scientific purpose does not automatically waive every charge, and a fee in an old mission checklist is not a worldwide tariff for the current year.
11) Application, delivery and follow-up
Coordinate the research timetable with lawful application timing; a project's start date does not justify overstaying. For residence, apply through the official system within your lawful position and follow your form and Migration Management instructions for appointment and delivery. A copy received by the university or host for assistance does not establish that the immigration file has actually been submitted.
- Record the end of permitted stay, passport validity, research dates, approvals and health-cover dates together.
- Confirm the category, procedure, responsible authority and checklist before completing the application.
- Review personal details, requested period, address, research evidence, resources and cover, then complete applicable payments.
- Attend or submit through the channel specified for your case, keeping the application reference, delivery evidence and final copies.
- Monitor document requests, appointments and the decision, answer within the notified period and keep contact details current.
- When the document is issued, check its details and dates, complete address registration or other outstanding obligations and retain evidence.
If approval or a document is delayed, coordinate with its issuer and Migration Management before the application or completion deadline. A research-permission request or message to a supervisor does not automatically extend residence, and an activity requiring approval cannot start merely because the request was sent.
12) Extending the project or changing its location
Start with the research and sector authorities: have they approved the new period, location, tasks and participants? Then update funding, accommodation and cover. A grant extension does not automatically amend a site permit or another institution's letter.
At the same time, arrange renewal or transfer of residence, work permission or exemption as applicable. Residence renewal is during the final 60 days of validity and before expiry; it does not replace a procedure required when the purpose changes. New research approval does not permit stay after the current status expires, and another application does not automatically extend an expired work exemption.
| Change | Research evidence to update | Legal position to review |
|---|---|---|
| Longer period with the same host | Duration letter, approval and funding | Residence or work status, cover and housing before expiry |
| Additional site or field activity | Competent authority approval and project scope | Whether current documents cover the activity, location and period |
| Hosting becomes employment | Contract, duties and actual status | Work permission or exemption and the effect on the basis of stay |
| Moving to a degree or another purpose | Admission/registration or evidence of the new purpose | Applicable procedure, category and authority; research residence does not continue automatically |
13) Family members are not automatically covered
A host letter and grant do not automatically provide accompanying residence for a spouse or child. Each person needs an appropriate entry and stay basis and application. Where family residence applies, check sponsor status, income, cover, housing and documents according to the case.
A sponsor holding scientific research residence may fall within an exception to the prior one-year residence condition for family residence. That is an exception to one condition, not a waiver of all requirements or a guarantee of family approval. Separate the spouse's file from the child's identity, custody and consent documents, and do not apply Turkish-born baby deadlines to a child arriving from abroad.
14) Travel, delays and refusal
Before leaving Türkiye while an application is pending, check the required departure/re-entry document and conditions with Migration Management, along with visa and passport status. A valid invitation or ordinary application copy is not automatically re-entry permission. Consider any delivery or attendance obligation that travel does not remove.
If the file is delayed, review the application reference, delivery evidence and missing documents. Do not treat delay as implied approval or refusal. If refused, read the decision and notification, including the available procedure and deadlines, and obtain suitable legal assistance where necessary. A supervisor's support or continuing project funding does not automatically overturn an immigration decision.
15) Closing the visit or moving to another purpose
Before the research ends, review any reports, material handover, site-access closure or financial obligations imposed by the issuing authority or host. Keep completion or participation evidence if issued. These tasks do not substitute for an immigration procedure.
If you want to remain for employment, study or another purpose, establish eligibility, procedure and timing before your current position ends. Completion of research does not create graduate residence eligibility, and funding extension alone does not create a new residence purpose. If leaving, arrange departure according to your actual lawful position, including the effect of any decision or pending file, without assuming a universal grace period.
16) Two examples of keeping approvals separate
Example one: a researcher is invited to a university for a project supported by an overseas grant. She obtains official research location and duration evidence, establishes approvals for the methodology and site, and checks entry, residence and applicable work permission or exemption. Using a university library does not make her a degree student, and the grant is neither automatic work exemption nor proof that all expenses are covered.
Example two: a researcher on an archaeological team has permission for a defined activity, site and period, then is asked to extend the work and move to another site. He first coordinates sector approvals and team documents, then entry, stay, work and cover for the additional period. He does not enlarge the permission himself or wait for residence expiry because the project has obtained extra funding.
Frequently asked questions
Is every visiting researcher a student for residence purposes?
No. Actual enrolment, purpose and activity determine the position. Using university facilities or having a supervisor does not equal enrolment in a Turkish degree.
Is research residence separate from short-term residence?
Scientific research is a short-term residence purpose. Establish the appropriate category and procedure for your case, considering any applicable study, work or existing valid status.
Is an academic's invitation enough to start research?
Do not assume so. Confirm the invitation's official status, location/duration evidence, required sector or institutional approval, and entry, stay and work position where applicable.
What is the key evidence of the research purpose?
An official authenticated document identifying the research location and duration, with requested project, host and applicable approval evidence. A general unspecified message may not serve the required purpose.
Does every project need an excavation permit?
No. Excavations, archaeological surveys and related activities have specific channels. Check the approval for your activity and sector rather than extending archaeological rules to all disciplines or assuming no other approval exists.
Does a university letter allow access to any site or samples?
Not by itself. Check the issuer's authority, permission scope and conditions for sites, data, materials and permitted activities.
Do all researchers need the same research visa?
Check the case with the responsible mission according to the passport, purpose and research decisions. Do not generalise tourist exemption or a mission's checklist or excavation conditions to every discipline.
Does the visa or exemption cover the whole project?
Not necessarily. Calculate actual permitted stay and arrange residence or another applicable legal basis for additional time before your current status ends.
Does a grant make me an employee?
The funding label alone does not decide. Show the contract, duties, supervision and payment arrangement, then establish the status and procedure with the host and responsible authority.
Is unpaid research automatically exempt from work permission?
Do not infer that from the absence of salary alone. Check whether the activity requires work permission or fits an exemption, including its application and document, before starting activities requiring it.
Does Article 48(j) give every researcher two years?
No. It concerns research or knowledge/experience enhancement at universities and public institutions, with a maximum of two years not exceeding the education period, subject to applicable conditions and application. It is not guaranteed residence or work duration for everyone.
Can I use the one-month scientific activity exemption and continue working freely afterwards?
No. Exemptions have limits, validity and conditions. Check what is required beyond them or when activities change; do not extend an exemption or switch categories yourself.
Can I use student insurance arrangements because the host is a university?
Do not assume student status or eligibility for its scheme. Establish the cover or entitlement applicable to you, its period and acceptance for the application.
Can I use the laboratory as my residential address?
Not merely because you work there. Provide your actual residential address and accepted documents, and complete registration or notification required for your procedure.
Does every first-time researcher applicant need UETS?
The official checklist requires it for renewal and transfer, with an under-18 exception. Do not turn it into a blanket first-application requirement. Follow the applicable checklist and official form.
When should residence renewal be arranged?
During the final 60 days of validity and before expiry where renewal applies, with updated research, resources and cover evidence. A change of purpose or work status may require another procedure.
Does the research institution's extension extend residence or exemption?
No. Coordinate academic or sector approval and funding alongside the legal procedure for each document before its validity ends.
Does my family receive residence through the research letter?
Not automatically. Each person needs an applicable basis, application and conditions. A research-residence sponsor may fall within the exception to the prior one-year residence condition without the other family requirements being waived.
Can I travel while the application is assessed?
Check the departure/re-entry document and conditions, entry and passport status and required attendance. The invitation, reference number or ordinary printout is not automatically a substitute for the required document.
What if the project stops or residence is refused?
Review the effect of the event or decision, notification and case-specific deadlines. Establish another basis if eligible or arrange departure. Continuing funding or supervisor approval does not itself provide acceptance or extra lawful stay.
