📌 Before you begin:
Residence-permit procedures can change through legislation and official instructions. This article provides a general overview of the framework discussed in 2025, rather than replacing:
  • Official information.
  • Advice from a suitably qualified lawyer when your circumstances require it.
For an application now, check the current requirements for your nationality, purpose of stay and address. The procedural points below were checked again on 10 October 2026.

1️⃣ What is a residence permit?

  • A residence permit — İkamet İzni — authorises a foreign national to live in Türkiye for an approved purpose and period. It is generally relevant when a stay will exceed the period permitted by a visa or visa exemption, unless another lawful exemption applies.
  • A successful applicant normally receives:
    • A residence-permit card carrying a foreigner identity number — Yabancı Kimlik Numarası, or YKN.
    • Documentation that can help with everyday arrangements, such as a tenancy, bank account or internet subscription. Each provider still applies its own lawful identification and acceptance requirements; the permit does not guarantee every service.

2️⃣ Common routes for foreign nationals

  • 🏖️ Short-term residence permits
    • These cover several legally defined purposes, including:
      • Tourism, subject to the applicable conditions and assessment.
      • Owning a qualifying residential property, where the ownership and property meet the requirements for an application.
      • Other specified purposes, such as commercial connections, certain courses and scientific research.
    • The supporting documents and administrative requirements can change. Renting or buying a home does not, by itself, guarantee that a permit will be granted or renewed.
  • 🎓 Student residence permits
    • These apply to eligible students enrolled in:
      • Qualifying university or other higher-education programmes.
      • Primary or secondary education where the statutory conditions are met.
      • Other specifically eligible educational programmes. Not every course or distance-learning programme qualifies for a student permit; some courses fall under a different residence route.
    • The application generally requires:
      • Evidence of admission or enrolment.
      • Details of accommodation.
      • Appropriate health-insurance arrangements and any other documents required for the applicant’s circumstances.
  • 💼 Work permits and the right to reside
    • Employment normally requires a work permit or a valid exemption under the applicable rules. Holding an ordinary residence permit does not itself authorise employment.
    • Work permits are generally handled by the Ministry of Labour and Social Security or the competent authority for the relevant category.
    • An ordinary valid work permit generally serves in place of a residence permit for its period of validity; it is not normally followed by a separate “work residence permit”. Different rules apply to work permits issued to international-protection applicants, conditional refugees and people under temporary protection.
  • 👨‍👩‍👧 Family residence permits
    • These can cover eligible family members under the statutory conditions, such as:
      • A foreign spouse.
      • Minor children and qualifying dependent children.
    • The sponsor and each applicant must meet the relevant conditions. This route does not automatically cover every relative.
  • 🏡 Other residence-permit categories
    • The framework also includes long-term and humanitarian residence permits, and permits for victims of human trafficking. Each has its own eligibility tests, procedure and competent authorities.

3️⃣ The main authorities involved

  • 🏛️ Presidency of Migration Management — Göç İdaresi Başkanlığı
    • Responsible for many residence-permit procedures for foreign nationals.
    • It operates through provincial migration directorates — İl Göç İdaresi Müdürlükleri.
  • 📌 The provincial directorate handling your case
    • Your registered or proposed address and application determine the appropriate office, whether in İstanbul, Antalya, Trabzon or another province. Follow the office and appointment details issued for your own case.

4️⃣ Important practical points

  • ⚠️ Check for changes
    • Application requirements, administrative restrictions and neighbourhoods open to new foreign-resident registrations may change. A previous applicant’s experience is not proof that the same route is available to you today.
  • 📄 Start with official information
    • Ask the relevant provincial migration directorate.
    • Consult the official website and application guidance of the authority responsible for your procedure.
  • 👨‍💼 Get qualified advice when needed
    • If a permit has been refused or cancelled, you need to change your residence category, or a system problem affects your legal position, consult a qualified lawyer or an appropriately authorised legal practice. Do not rely solely on other people’s experiences, particularly where a deadline may apply.
  • 🚫 Avoid unlawful shortcuts
    • Do not register a fictitious address or trust an unidentified intermediary promising a guaranteed permit for a large, unexplained payment. False declarations and fraudulent documents can have serious legal consequences.

Using this overview:
Residence in Türkiye involves distinct categories, conditions and procedures. This guide explains the broad structure. For an application, renewal or change of category affecting your own status, rely on:
  • The competent official authorities.
  • Reliable legal advice where necessary.
