Many administrative matters in Türkiye involve the population and civil registration office, known as Nüfus Müdürlüğü, including:
- Applying for or renewing a Turkish identity card, where entitled.
- Registering or updating a residential address through the appropriate authority.
- Applying for or renewing a Turkish passport if you are a Turkish citizen.
Main appointment categories
Turkish identity card — T.C. Kimlik Kartı: Applications, renewals and replacement of lost or damaged cards for those entitled to a Turkish identity card.
Passport — Pasaport Randevusu: Applications for or renewal of Turkish passports for Turkish citizens.
Address registration or change — Adres Kayıt / Adres Değişikliği: Registering an address for the first time or after moving. Foreign residents may be directed to the provincial migration authority, depending on their case; check before booking.
Births and other civil registration matters: Registering a birth, correcting records or completing certain family-related procedures. Do not assume all require an appointment: NVI's general appointment FAQ expressly treats birth notification as an exception.
What to have ready
The appropriate official identity number: Your Turkish identity number or foreign identity number (YKN), as accepted for the particular service. A YKN does not make you eligible for a citizen-only document category.
A Turkish mobile number you can access: Keep it ready for any SMS verification, booking details or changes requested by the service.
An e‑Devlet account, if available: It provides access to many public services through one portal, but the available online procedures depend on your eligibility.
Booking through NVI
Use the official randevu.nvi.gov.tr portal or its connected official services. NVI also lists e‑Devlet, NVİ Mobil, Nüfusmatik and ALO199 as appointment channels.- The general sequence is:
- Select the correct appointment category, such as an identity card, passport or an available address service. If your procedure is absent, seek official guidance rather than booking an unrelated category.
- Enter the requested identity and contact details:
- The identity number accepted for that service.
- Your name and contact information.
- Choose:
- The province — “İl”.
- The district — “İlçe”.
- An appropriate population office — “Nüfus Müdürlüğü”. Check that it handles your procedure; proximity alone is not enough.
- Select an available day and time.
- Complete the confirmation and keep the SMS or other booking confirmation issued by the system. Check the office, date and service before attending.
Using e‑Devlet for addresses and other services
- Where you meet the service's conditions, online options may include:
- Notifying an address change through “Adres Değişikliği Bildirimi”.
- Giving address-registration consent through “Adres Beyanı İçin Muvafakat”, where the particular household or family arrangement qualifies. This is not unrestricted authority to register anyone at any address.
- The general process is:
- Sign in to your own e‑Devlet account.
- Find the relevant NVI service, such as address notification, consent or a record enquiry.
- Follow the instructions until the service confirms completion. If it rejects the transaction or your status is not eligible online, contact NVI or the provincial migration authority as appropriate; simply opening the service does not update your record.
Before attending
Check the required documents for your exact procedure. Identity cards, addresses, passports and family matters have different requirements.
Aim to arrive 10–15 minutes early so you have time to:- Find the correct office.
- Obtain a queue number if one is required locally.
Keep the SMS or a screenshot of your booking:- It helps you show staff the appointment number and time if asked.
In practice:
Arrange an appointment when the relevant procedure requires one, and check any exception or alternative route before travelling. Understanding the system can reduce:
- Crowding.
- Long waits.
- Unnecessary return visits.
