Residence Permits and Visas in Türkiye: Frequently Asked Questions

This guide brings together the most frequently asked questions about residence in Türkiye: permits for tourism, residential property ownership, study and family life, as well as residence linked to work. It offers short, clear answers to help you understand the essentials. Check the requirements for your own category when applying.

❓ 1. What is the difference between a visa and a residence permit (İkamet)?

• Visa:
- Permission to travel to Türkiye for a temporary visit, such as tourism, a visit or business.
- It allows a limited stay, which may be measured in days, weeks or a few months.
- It is commonly used for the initial entry; the permitted number of entries depends on the visa.
- A visa does not guarantee admission at the border.

• Residence permit (İkamet):
- Permission to remain in Türkiye for longer, such as several months, a year or several years.
- It is issued following an application to Migration Management in Türkiye.
- Types include short-term permits for tourism or residential property ownership, student permits and family permits. A valid work permit generally also authorises residence; it is not a separate residence-permit category.

The basic distinction:
Visa = travel and entry, subject to border checks.
Residence permit = permission for a comparatively longer lawful stay.

❓ 2. Can I apply for a tourist residence permit while I am in Türkiye on a tourist visa?

You may apply in Türkiye for a short-term residence permit for tourism if:
- you entered lawfully with an appropriate visa or visa exemption;
- you apply before your permitted stay expires;
- you meet the conditions for the residence permit you are requesting.

This is a separate residence-permit application, rather than an automatic conversion of your visa.

Approval is not guaranteed. The assessment depends on:
- the competent provincial directorate;
- the rules in force when you apply;
- your application and supporting evidence, including accommodation, insurance and financial means.

❓ 3. How long can I stay in Türkiye after my visa or residence permit expires?

Do not assume that expiry gives you an automatic grace period.

Once your visa, visa-exempt stay or residence permission ends, remaining without a continuing lawful basis may put you in breach of the permitted period of stay. For visa-based or visa-exempt visits, the general ceiling is 90 days in any 180-day period, but your own permitted stay may be shorter.

A properly made and maintained residence-permit application can provide a basis to remain under the applicable procedures. However, a receipt or an online “under assessment” message alone should not be treated as unlimited permission to stay. See question 8.

An overstay may result in:
- a financial penalty when you leave;
- an entry ban, depending on the circumstances of the breach.

Apply within the lawful period if you are eligible, or leave before it expires.

❓ 4. Does a tourist residence permit give me the right to work in Türkiye?

No.
A tourist residence permit:
- allows you to stay lawfully in Türkiye;
- does not itself authorise employment.

Lawful employment normally requires:
- a work permit (Çalışma İzni) from the Ministry of Labour and Social Security or another authorised body, unless a valid work-permit exemption applies.

A valid work permit generally also serves as residence permission while it remains valid, so a separate residence permit is not normally required. Specific exceptions apply to work permits issued to international-protection applicants, conditional refugees and people under temporary protection.

Working without the required authorisation:
- exposes you to legal consequences;
- may affect future residence applications or renewals.

❓ 5. Can I use a rental agreement that has not been notarised for a residence-permit application?

The documents required depend on:
- the residence-permit category;
- your accommodation arrangements;
- the instructions applicable to your application.

If you rely on rented accommodation, the official short-term application checklist requires a notarised copy of the rental agreement, including the lessor’s details. Notarisation by a Noter (notary) should not be treated as optional where the checklist requires it.

If you own the property, the relevant accommodation evidence includes the title deed (tapu), rather than a rental agreement.

An informal, unnotarised agreement may not satisfy the requirement and may lead to a request for further documents or an unsuccessful application.

Prepare the formal agreement and the required notarised copy, then check the full document list for your category.

❓ 6. When should I apply to renew my residence permit?

You can apply for an extension within the 60 days before your current permit expires, and you must apply before expiry.

Prepare your documents early. Do not wait until the permit has expired before starting the process. Check the current application instructions when you apply.

❓ 7. Can I change residence-permit type, for example from tourism to property ownership or study?

Yes, it is possible to apply for a different category or basis of residence if you meet its requirements.

Examples include:
- Moving from a tourism-based short-term permit to a short-term permit based on owning residential property, after buying a qualifying home and meeting the relevant conditions.
- Applying for a student residence permit after obtaining university admission, provided the student-permit requirements are met.
- Obtaining a work permit, which generally also authorises residence while valid, rather than applying for a separate “work residence permit”.

The important points are:
- You need a genuine legal basis for the new status, such as qualifying property ownership, study, authorised employment or marriage, as applicable.
- You must follow the procedures and meet all the conditions for the category you are requesting. A purchase, admission letter, employment contract or marriage alone does not guarantee approval.

❓ 8. What does “under assessment” mean, and how long can an application remain in that state?

“Under assessment” means:
- Migration Management has received your application;
- no final decision to approve or refuse it has yet been issued.

Processing times can vary with:
- the city;
- the workload;
- the permit category.

The official assessment period is 90 days from the date when all required information and documents have been submitted to the competent authority. Migration Management states that applicants will be informed if this period is extended. In practice, the process may therefore take weeks or several months.

During this period:
- keep your official application documents and any payment receipts;
- attend your appointment and submit any requested documents within the stated deadlines;
- do not treat the online status alone as proof of an indefinite right to remain.

Official guidance allows an applicant whose previous visa or residence permission expires before the appointment to stay until that appointment with the application form. A renewal applicant holding the formal Residence Permit Application Document (İkamet İzni Müracaat Belgesi) can remain pending a decision even if the existing permit has expired. Check which document covers your stage of the process with the provincial directorate, and observe the rules for any travel abroad.

❓ 9. Does a residence-permit refusal mean I will be banned from entering Türkiye in future?

Not necessarily.

A refusal means that this particular application has been rejected for the reasons stated in the decision. Problems may concern missing documents, doubts about the purpose of stay, repeated applications without sufficient justification or unclear accommodation arrangements.

In serious cases or where there have been substantial breaches, there may also be:
- an entry ban for a specified period;
- an adverse record relevant to later applications or entry checks.

A residence-permit refusal does not automatically mean a permanent entry ban. Read the reasons carefully, follow the obligations and deadlines in the notice, and address the issues before a new application or later travel. The official FAQ states that, following refusal, you cannot reapply for the same purpose of stay within six months; you may apply for a different purpose if your lawful stay continues and you meet its conditions.

❓ 10. What should I do if my home address changes after I submit a residence-permit application?

If your address changes:

1) Keep the new rental agreement or title deed.
2) Contact the Provincial Directorate of Migration Management (İl Göç İdaresi Müdürlüğü) to update your application and address, and complete any required notification to the Nüfus (civil registration) office.
3) Do not neglect the change:
- your card is sent to the registered address;
- official notices and correspondence also depend on it.

For an address change during a valid residence permit, submit the required documents to the migration and civil registration directorates within 20 working days. If you move your residence to another province, a new application is required in that province; see question 12.

Leaving the old address on the system may mean:
- your card is returned to Migration Management if it cannot be delivered;
- difficulties with later administrative procedures.

❓ 11. Can I travel outside Türkiye while waiting for my residence permit to be renewed?

The answer depends on your position, including:
- whether your existing permit is still valid;
- whether you hold the official application document required for travel.

Leaving and returning during assessment without the appropriate documents may complicate your application or re-entry.

The official procedure allows travel with the Residence Permit Application Document approved by the provincial directorate and the required approved fee receipts, subject to any applicable fee exemption and the requested permit period. You must return within 15 days on each trip to use this procedure. If you remain abroad for longer than 15 days, the general visa rules apply.

Before booking:
- ask the provincial directorate which documents are required for your case;
- confirm that your application document has the necessary approval for departure and return.

An ordinary online application printout should not be assumed to provide the same travel entitlement.

❓ 12. Does a residence permit issued in one city mean I must stay there all the time?

As a general rule:
- your official address is in the province where you applied to live;
- you can travel between cities within Türkiye;
- moving your actual residence requires the relevant address and permit procedures.

A residence permit is not an “electronic tag”, but your official address matters for:
- post;
- any checks;
- legal and administrative procedures.

If you move to another address within the same province, notify the relevant directorate within 20 working days. If you move your residence to another province, apply for a new residence permit in the new province within 20 working days. Do not treat this as an optional update only when you have been away for a long time.

❓ 13. Does buying a property, whatever its price, automatically give me citizenship?

No.

Buying a property:
- may give you a basis to apply for a short-term residence permit based on residential property ownership, if the applicable conditions are met;
- does not itself grant citizenship. Citizenship has separate legal requirements, which may concern the property’s value, a holding period, its eligibility and separate procedures.

Residence permission ≠ citizenship.

A citizenship application requires:
- a legal route available under the rules in force when you apply;
- compliance with all the relevant conditions;
- a separate application and a potentially lengthy assessment.

❓ 14. What makes a residence-permit application well prepared and supports a successful outcome?

The main points are:

1) A permit category that matches your actual circumstances.
2) Personal details that match your passport 100%.
3) A clear address and properly prepared accommodation documents.
4) Accepted health cover for the requested period, where required for your category.
5) Credible evidence of financial means where required.
6) Meeting deadlines and avoiding breaches of immigration rules; disclose and address any previous breaches as required.

These steps help you prepare a coherent application, but no checklist guarantees approval.
