Residence for Business Connections in Türkiye: Purpose and Counterparty Documents
If you have a genuine reason to remain in Türkiye for business connections, start with the residence purpose, its evidence and your legal status, rather than a promise that opening a company provides a card. This purpose falls within short-term residence, but an application remains subject to requirements and assessment. An invitation, contract or company ownership is neither residence approval nor work permission.
This guide organises the applicant’s file and the papers of the commercial counterpart, then entry, application stage, submission, follow-up and continuing purpose. Selected sources were reviewed on 26 October 2026. It is separate from company formation and a temporary business visit: it creates no capital, tax, staffing or investor-programme requirements. The official checklist and competent authority’s instructions for your case remain the operational reference.

1. What is this route, and what differs from it?
Article 31 of the Law on Foreigners and International Protection includes business connections or establishing a business among short-term residence purposes. Establishing a purpose and applying on that basis does not mean every visitor or company owner is automatically accepted. General conditions and documents supporting the actual purpose must be met.
The company-formation guide explains structures, registration, signatures, banking, tax, accounting and continuing obligations. It already states that a company does not automatically provide residence or work permission. This guide does not repeat those procedures; it follows the residence journey and the counterpart’s file required by this purpose’s checklist.
If the journey is a temporary meeting or exhibition followed by departure, examine the visitor route first. If you will work or manage an activity requiring a work permit or exemption, that is a separate assessment by the competent authority. A residence category name cannot replace permission required for the activity.
| Actual objective | Route to examine | What is insufficient alone |
|---|---|---|
| Meetings or an exhibition followed by departure | Appropriate visa exemption or visitor visa | An invitation does not grant residence |
| Remaining for genuine business connections | Suitable residence and evidence of purpose and conditions | A generic plan or contract does not guarantee the decision |
| Establishing an entity and meeting its obligations | Company, tax and accounting procedures | Registration does not grant residence or work permission |
| Work or management requiring authorisation | Applicable work permit or exemption | A residence card is not work permission |
2. Explain the reason for remaining, not just a business title
Prepare a clear explanation of the counterpart, why you need to be in Türkiye, and the intended duration and locations. Connect any invitation, correspondence or programme to the documents requested. This organises facts; it adds no turnover threshold, meeting quota or official investment programme.
If several organisations are involved, explain how each relates to the application rather than collecting papers from companies unfamiliar with your programme. Information must be consistent with the form, accommodation, funding and requested duration. Do not manufacture contracts or correspondence for a merely formal file.
The administration may request further information to verify the purpose. A genuine company does not alone establish that everyone carrying its letter needs residence, and submission does not settle acceptance of the purpose. Explain the facts without concealing that the principal objective is work, study or another purpose.
3. Entry, the purpose-appropriate visa and your current status
The short-term residence checklist for this purpose specifies a visa appropriate to the reason for staying, obtained from Türkiye’s foreign representations. Keep that requirement visible when preparing the file. Being able to enter under an exemption or an e-Visa for a business visit does not by itself establish compliance with the business-connections residence checklist.
If abroad, ask the mission about the correct purpose and documents before travelling. If already in Türkiye under residence or another permission, explain its type, dates and basis to Migration Management to establish the procedure and requirement applying to you. We infer neither that everyone must leave nor that every visa-exempt entrant can transfer automatically.
Check passport validity, lawful stay and the required stage before acting. The general residence-application rule requires a travel document valid for at least 60 days beyond the requested period, subject to applicable exceptions. An entry visa, visitor stay, requested residence period and passport expiry are not one date.
4. The commercial counterpart’s papers: four named documents
The official checklist names a notarised company activity certificate, notarised tax-registration certificate, notarised trade-registry gazette and notarised list of authorised signatures, obtained from the persons or companies to be contacted. The practical point is to prepare the counterpart’s file, not turn it into a requirement that every applicant first incorporates a company of their own.
Request papers that allow the organisation’s name, details and signing authority to be matched. A generic invitation, business card, website link or the applicant’s own tax number is no substitute for these documents. The administration may request further evidence for the case.
An invitation or programme can explain the relationship, purpose and duration, but is no universal replacement for the four documents. Check accepted notarisation, copies and currency of the papers with the authority before paying for services. We assume no uniform validity period in days for every document.
| Document or evidence | Where to obtain it | Purpose and limit |
|---|---|---|
| Notarised company activity certificate | Commercial counterpart to be contacted | Helps identify the organisation’s activity; does not alone establish applicant eligibility |
| Notarised tax-registration certificate | Counterpart under the checklist | Not a substitute personal tax number obtained by the applicant |
| Notarised trade-registry gazette | Relevant commercial organisation’s file | Matches the entity’s identity; does not mean the applicant must form a company |
| Notarised list of authorised signatures | Counterpart under the instructions | Concerns authorised signatories; confirm the required form |
| Invitation or programme when provided or requested | Party familiar with the relationship, duration and purpose | Supporting explanation; not an automatic substitute for the four papers |
5. Match the organisation, role and programme
Privately compare the name in the invitation with the activity, tax, registry and signature papers and the details of your contact. If a trading name differs from the registered name, request an explanation and appropriate evidence instead of changing details yourself. Name consistency alone is no guarantee of the legitimacy of every activity.
If the counterpart is an individual or an organisation to which some company papers do not apply, explain the actual circumstances to the administration to identify acceptable evidence. Do not invent company documents or declare an automatic checklist exemption simply because the contact is an individual.
If you already own an entity, explain its actual role and your relationship and work within it. Do not confuse your ownership papers with another counterpart’s file or promise that ownership or a director title settles residence or work permission. Company and identity documents are private information, not material for a public forum post.
6. The applicant’s papers: identity, photographs and a correct form
The common checklist includes the residence application form properly signed by the foreigner, legal representative or authorised lawyer as applicable, and copies of passport or substitute-document identity, photograph and visa information pages where relevant, with the original available on appointment day. Enter the applicant’s own details, not the host’s because the host prepares some papers.
The checklist specifies two ICAO-compliant biometric photographs against a white background, taken within the last six months. Do not import photograph counts or specifications from a mission visa or company procedure into the residence file. Keep the original document for comparison where required.
If the passport or name has changed, or a residence application is already under assessment, keep references and the sequence of changes and ask how to link the information to the file. Updating a passport neither renews residence nor approves it. Do not create duplicate applications or substitute details to bypass a system error.
7. Accommodation and registration: a company address is separate
A registered company address or virtual office does not automatically establish where you live. Prepare evidence of your actual accommodation as applicable and reconcile it with the application and administration’s requirements. We give no general approval of an address, neighbourhood or office as a home.
The checklist provides accommodation alternatives; do not collect all of them or invent ownership. Extensions and transfers involve address registration and a current residence document with a utility bill or new subscription evidence under the text. For a first application, address-registration procedures must be completed within 20 working days after residence approval.
If you move or accommodation changes, follow the applicable procedure rather than merely changing a telephone number or mailing address. Check the effect on the file, appointment and competent office. Delivery to an old address does not prove current registration is correct.
| Accommodation situation | Evidence named in the checklist | What to verify |
|---|---|---|
| Own home | Title-deed copy and house-numbering document | Actual home rather than merely a business address |
| Rental | Notarised tenancy-agreement copy containing lessor details | Matching address and required particulars |
| Hotel or accommodation establishment | Stay evidence and payment receipt for the requested period under the checklist | Documents covering the genuine arrangement |
| Staying with another person | Host’s notarised undertaking, spouse’s undertaking if married, and required address evidence | A commercial invitation unrelated to housing is no substitute |
| Stage-specific address registration | Current residence document and bill or new subscription where requested | Extension and transfer differ from first-application registration timing |
8. Resources, health cover and notifications
The common checklist requires a document or declaration of sufficient and regular means throughout the stay. Explain the source, expense arrangements and requested supporting evidence. We derive no cash or capital threshold for this purpose from tourism, family residence or a company partner’s work-permit assessment.
Accepted health cover must cover the intended period. The checklist provides alternatives including evidence of entitlement under a bilateral social-security agreement, SGK provision, a general-health-insurance application or private policy as applicable. Do not automatically buy a new policy before checking existing cover and acceptance, or assume short-trip insurance always suits longer residence.
The checklist requests UETS for extensions and transfers and identifies an exemption for those under 18. We do not impose it universally on every first application. It does not replace correct telephone and email details or monitoring actual notices. Do not publish your data or company documents when seeking assistance.
| Group | What to organise | Important limit |
|---|---|---|
| Resources | Source, regularity, sufficiency and requested evidence | No invented balance or turnover threshold |
| Expense arrangements | Actual payments by applicant and organisation | A general undertaking does not prove every condition |
| Accepted cover | Applicable alternative and supporting document | Do not require every alternative together |
| Coverage period | Comparison with requested duration | The insurance name alone does not establish acceptance |
| UETS | Document for extension or transfer under the checklist and age exception | Not a universal first-application requirement |
| Contact | Phone, email, references and monitoring notices | An intermediary receiving a message does not prove you followed your notice |
9. First application, transfer or extension?
Identify the stage from actual status, expiry and the current and proposed purposes. A commercial agreement, account opening or invitation does not automatically change residence type. If an existing reason for staying changes, consult the transfer guide and administration’s instructions rather than waiting for expiry or assuming the unused period transfers to a new application.
Renewal opens during the 60 days before expiry and must be submitted before expiry. This is neither everyone’s first-application window nor a grace period after a visit ends. If missing counterpart papers conflict with lawful-stay expiry, seek guidance early; requesting a document is not an extension.
The law generally permits short-term residence for up to two years per grant within this scope. That is a ceiling, not a promise or a guaranteed applicant choice. Purpose, documents, passport, cover and the decision matter. We do not reintroduce a one-year cap from an old regulation or import investor-programme durations into this case.
10. Steps for organising and submitting the application
These are practical organisational steps. Follow the channel and checklist issued for your case and verify the actual office and appointment. An appointment or a file held by an intermediary is not approval.
- Identify the genuine commercial purpose, duration and counterpart, separating work and company formation from residence.
- Review lawful status, passport, stage and purpose-appropriate visa with the mission or Migration Management as applicable.
- Request the counterpart’s four named documents and check accepted notarisation and consistency of names and capacity.
- Prepare your identity papers, photos, form, resources, cover and accommodation under the checklist.
- Arrange address registration and its evidence and UETS where applicable to the stage, and follow up earlier personal-data changes.
- Start from official e-İkamet, select the correct procedure, enter truthful details and keep the reference, form and appointment instructions.
- Check assessed charges, items and applicable exemptions, pay required amounts through the official channel and keep receipts.
- Submit the file and required originals at the specified time and place, recording any missing items, delivery instructions and evidence.
- Monitor notices and the result, then check the decision and card, post-approval duties and continuing purpose or next procedure.
11. Costs: residence is separate from company expenses
Separate residence and document charges from notarising counterpart papers, translation, cover, accommodation and any service you choose. We give no uniform file price or present company-formation costs as a compulsory financial condition for every business-connections residence applicant.
The 2026 residence-document charge is TRY 964 per document, separate from residence harç. It is neither the total cost nor an established 2027 tariff. Fees and exemptions depend on nationality, duration, category and the applicable assessment. The checklist names a single-entry visa fee for specified cases with exceptions: do not add it to everyone’s file or treat payment as replacing the purpose-appropriate visa. A free appointment does not make residence and all documents free.
Before paying, match applicant, reference, item, amount and currency and request a receipt and clear service quotation. Do not pay for a fictitious contract or letter or guaranteed approval. An intermediary’s invoice does not prove submission to the administration.
| Item | What to review | What not to assume |
|---|---|---|
| Residence and document charges | Official assessment, duration, nationality and exemption | One amount covering every applicant and year |
| Single entry where applicable | Case, exceptions and assessment | A universal charge or substitute for purpose requirements |
| Notarisation and translation | Document, copies, required form and service cost | Authentication of every paper or one national price |
| Cover and accommodation | Accepted period, arrangement and actual cost | The host company automatically pays everything |
| Optional professional service | Scope, deliverables and receipt | Guaranteed acceptance or buying a free appointment |
12. Submission, follow-up and missing documents
Keep a copy of the submitted file, application reference, appointment instructions and payment and delivery evidence. The checklist requires complete, correct contact details and purpose-related papers submitted under appointment instructions. “Under assessment” does not mean the purpose is accepted or the card is on its way.
Official guidance describes a 90-day residence-assessment period starting when complete information and documents reach the competent authority, with the foreigner informed if it is extended. It is not a promise measured from opening the form or giving papers to an accountant, nor a postal-delivery period. Follow the actual missing-document notice, deadline and channel; we assume no universal 30-day allowance.
If a company document is delayed or its details change, inform the authority before the appointment or deadline and retain communication. A receipt for requesting a paper does not automatically extend the deadline. Do not close a missing item with an unauthorised signature or obsolete information.
13. Decision, card, lawful stay and travel
When the result is issued, check residence type, name and details, start and end dates and any conditions or notice. Resolve errors through the competent authority before relying on the document for travel or renewal. Residence approval is not work permission, and a card’s period is no guarantee that it continues if conditions cease.
Distinguish permission or official evidence of your status during assessment from a preliminary printout or service receipt. Travel during an application has an approved document and conditions; a company invitation or appointment does not authorise it, and not every paper permits return. Request case instructions before booking.
If residence is refused, cancelled or not renewed, read the reasons, notification, procedure and actual obligations. We promise no acceptance through changing the company name or adopting a merely formal purpose, and provide no generic appeal or departure deadline in place of the decision’s instructions.
14. Continuing purpose and renewing the file
An old file does not prove that business connections remain active months later. Before renewal, review the counterpart, your relationship, programme, need to remain and papers requested, together with passport, cover, resources and address.
Conditions and purpose may be assessed; failure to meet them, their ending or use outside the granted purpose can affect approval, cancellation or renewal. This is neither a promise of refusal whenever one meeting is cancelled nor a guarantee that a future card expiry suffices regardless of changed circumstances.
If the relationship or project ends, identify the event, date and any genuine legal basis remaining. Seek the correct procedure early rather than creating fictitious transactions or ignoring an ended purpose. The residence-transfer guide explains events and timing in detail; this is no new grace period.
15. Ownership, work and changes to company or role
This purpose’s checklist does not justify inventing a requirement to own a company, buy shares or meet an unstated capital threshold. If genuine incorporation is intended, consult its guide on tax, accounting, closure and obligations separately from the immigration application.
If you become a manager or will perform work or services, explain the real role to the competent labour authority and establish the applicable permit or exemption before starting. Do not transfer company-partner staffing or capital numbers to every residence applicant or declare every owner or visitor exempt.
If the counterpart’s name, signatory, contact location or your role changes, collect evidence explaining it and check the required file update. Do not sign without authority or treat another company’s papers as interchangeable. A different role or organisation can change requirements and calls for examination of the facts, not merely a new letter heading.
16. Two examples separating documents from permission
Example one: a person has genuine commercial connections with a Turkish supplier and needs a stay supported by its purpose. They explain the duration and programme, check entry route and application stage, request the supplier’s four papers under the checklist, and prepare their own identity, cover, accommodation and resources. They do not incorporate a company merely because an activity certificate is requested from the supplier, or assume the invitation alone grants residence.
Example two: a foreign national already owns a company and wants to manage its activity while remaining in Türkiye. They consult the formation guide for entity obligations and explain intended work and the correct route to the competent authority rather than treating ownership as permission. If business-connections residence is actually appropriate, they establish its basis and case file without hiding the operational role or exporting partner work-permit criteria to everyone. These examples organise thinking; they establish no individual eligibility, approval, duration or exemption.
Frequently asked questions
Is business-connections residence the same as a business visit?
No. A temporary visit differs from residence requiring a documented purpose, conditions, application and decision.
Must I first open my own company?
That does not follow from this purpose’s checklist. The named commercial papers come from the intended counterpart; they create no incorporation requirement for every applicant.
Does forming a company automatically grant residence or work permission?
No. The formation guide already explains this: registration, residence and work are separate procedures.
Which counterpart papers are named?
The notarised activity certificate, tax-registration certificate, trade-registry gazette and list of authorised signatures under the checklist.
Does an invitation replace the four papers?
It is no universal substitute. It can explain purpose, duration and relationship; required documents and instructions remain applicable.
What if my contact is an individual?
Explain the facts to the administration to identify acceptable evidence. Do not invent company papers or declare an automatic exemption.
Does an e-Visa or visa exemption establish eligibility for this residence?
Not alone. The purpose checklist specifies a mission-issued appropriate visa; check how that applies to your status and stage with the authority.
Must everyone already in Türkiye leave to apply?
We make no such generalisation from the checklist. Check your status, stage, purpose requirements and applicable procedure with the administration.
Are two years guaranteed?
No. This is a general statutory ceiling within this scope, not an advance decision or guaranteed choice.
How much capital or income must I have?
We invent no capital or income threshold from another route. Provide sufficient, regular resources and the evidence requested for your case.
Is an office address enough as my home address?
Not automatically. Provide evidence of actual accommodation and stage-specific address registration.
Must I always buy a new private policy?
No. Check accepted cover, applicable alternatives and duration rather than collecting every alternative or assuming unsuitable cover is accepted.
When does the checklist request UETS?
For extensions and transfers with the stated age exception; it is not imposed here on every first application.
How many photographs are specified?
The common checklist specifies two white-background ICAO biometric photos taken within six months. Follow applicable instructions.
When should I start renewal?
During the 60 days before expiry and before expiry, with continuing purpose and conditions. This is no general grace period.
Does an appointment or payment mean approval?
No. Keep evidence and follow submission, assessment and decision separately.
Does every missing item give me 30 days?
We assume no such rule. Follow the deadline and delivery channel in your notice and retain response evidence.
May I work because I hold this residence?
Residence itself grants no work right. Establish the permit or exemption applicable to the real role before starting.
If the relationship ends, is the card enough until expiry?
Do not ignore an ended purpose or conditions. Record the change and seek the appropriate procedure without assuming automatic continuation or transfer.
Should I combine residence and company-formation charges into one amount?
No. Separate official assessments, document charges, services, cover and accommodation from any company obligations and check applicable exemptions.
