Why does this matter?
Sending a complaint to the wrong authority wastes time. This simple decision map helps you choose a starting point:
Contact the municipality for issues such as:
Consider CİMER when the issue:
The Presidency’s Directorate of Communications explains that CİMER forwards applications to the competent public authority; a municipal-service complaint may therefore be sent to the municipality itself. It is not a substitute for a court appeal or a separate authority that guarantees a different outcome.
A practical approach
1) Start with the municipality or responsible authority and obtain a report reference.2) Allow an appropriate response period and follow up.
3) If the issue remains unresolved, submit a CİMER application where appropriate, including:
- The earlier report number
- Photographs
- The address
- A concise description
Common mistakes
- Using CİMER without identifying the competent local authority first: the application may simply be forwarded there. Contacting the municipality first is practical advice, rather than a universal condition for using CİMER.- Sending a long complaint without clear points or supporting evidence
Key point
Start with the responsible local authority, then use CİMER for further administrative follow-up where needed. Choosing the right route can save time and help the issue reach the appropriate team.
