1️⃣ Why does this matter?

An incomplete report can be delayed or closed because the address is unclear, useful evidence is missing or it has reached the wrong authority. This guide explains how to make a report easier to assess and follow up; it cannot guarantee a particular outcome or response time.

2️⃣ First identify the responsible authority

Before reporting, ask who is responsible:
- 🟦 Municipality (Belediye): cleaning, local roads, parks, business noise and pavement occupation within its remit. For street lighting, check the operator: general street-lighting faults normally concern the electricity distribution company.
- 🟧 A municipal administration or operator: water, sewerage or transport, depending on the locality.
- 🟥 Police or the appropriate state authority: crime, threats and violence are not ordinary municipal service complaints. A governor's office (Valilik) is distinct from the police and from a municipality.

✅ A useful rule: choosing the wrong authority can waste time or result in referral or closure.

3️⃣ An accurate address is central to an actionable report

Include:
- The neighbourhood name (Mahalle)
- The street name (Cadde/Sokak)
- The building number or a clear nearby landmark
- A Google Maps link if possible

📌 Without an accurate location, the team may be unable to identify or address the problem.

4️⃣ Useful photographic or video evidence

- A close photograph showing the problem, such as rubbish, a pothole or a light
- A wider photograph showing the location and context
- A short video of around 10–15 seconds if movement or noise is relevant
- The date and time the evidence was recorded

5️⃣ A clear report template to copy and adapt

Type: cleaning / lighting / pothole / noise / obstruction
Location: neighbourhood ___, street ___, number ___
Timing: when did it start, and is it continuing?
Impact: danger, disturbance or blocked access?
Requested action: collection / repair / inspection / removal / enforcement assessment
Attachments: photographs / video

✅ Quick example:
“There is a deep pothole on ___ Street outside number ___. It presents a danger to vehicles and pedestrians and has been there since ___. I request urgent repair. Photographs are attached.”

6️⃣ Useful official complaint channels

- The municipality's official app, where available
- Its contact centre
- Its citizen service or resolution office

💡 Tip: a channel providing a report reference and tracking is easier to follow up than an unrecorded verbal complaint.

7️⃣ Following up effectively without duplicate reports

- For a routine service problem, a follow-up after 48–72 hours may be reasonable if there has been no acknowledgement, but check the authority's stated process. This is a practical suggestion, not a universal statutory response deadline.
- Do not open a new report about the same problem every day; use the original reference.
- State “Report number ___ remains unresolved” and attach the relevant evidence again if requested.

8️⃣ Mistakes that can hinder a report

❌ Insults or threats
❌ “The whole street is ruined” without identifying a specific location
❌ A vague report without useful supporting evidence
❌ Sending it to the wrong authority

9️⃣ Key point

Use the right authority, an accurate address, clear evidence and a specific request.
This improves the report's usefulness and can reduce unnecessary repeat visits and follow-up.
