Many of Türkiye’s most important legal measures are published in the Official Gazette (Resmî Gazete).
This guide explains what it is, when publication matters and how to look for a law or official decision affecting you.
What is the Official Gazette?
The state’s official publication:- It publishes instruments including:
- New laws and amendments.
- Presidential decisions and decrees subject to publication requirements.
- Regulations, official appointments and other notices required to appear there.
- It publishes instruments including:
When does a law take effect?- Many laws take effect on their Official Gazette publication date.
- Others specify a later date, and different provisions may have different commencement dates. Always read the entry-into-force article rather than assuming that publication makes every provision immediately applicable.
What will you usually find there?
Laws adopted by parliament:- Legislation governing taxation, contracts, criminal offences and penalties, residence, education, health and other areas.
Presidential instruments:- Appointments and dismissals in senior posts where publication is required.
- Measures concerning the organisation of public institutions and bodies.
Regulations, communiqués and other notices:- Implementing regulations and other instruments covered by the relevant publication rules.
- Official announcements and amendments. Do not assume that every internal administrative circular appears in the Gazette.
How to search for a decision
Gather the details first:- One or more of the following will usually help:
- The date of the decision, or an approximate date.
- The law or decision number, if known.
- The subject in Turkish, for example ikamet (residence), vergi (tax) or çalışma izni (work permit).
- One or more of the following will usually help:
Use the Official Gazette website:- Its free electronic archive contains previous issues.
- Locate the relevant issue using:
- The publication date: day, month and year.
- The issue number.
- Turkish search terms where a suitable search facility is available; a document’s title or number helps narrow the results.
Allow for legal terminology:- The original texts are in legal Turkish and may be difficult to interpret without sufficient language and legal knowledge.
- For context, readers often use:
- News summaries.
- Professional legal explanations.
- Accessible guides such as those published in this forum.
When should you check the original text?
When a decision could have significant legal or financial consequences:- Buying property.
- Changing your residence-permit category.
- Starting a business or entering a partnership.
- A legal dispute with another party or an authority.
When you need to establish exactly what the law says:- News reports and websites may simplify a provision or translate it inaccurately.
- The published official text is a primary reference. For an issue arising today, also check subsequent amendments, commencement provisions and relevant court decisions; an old Gazette issue alone may not show the law currently applicable.
Using official texts alongside plain-language explanations
The Official Gazette:- Provides the official legal text rather than a simplified account.
Forum articles and guides:- Explain what a rule means in everyday life, making material originally written in Turkish accessible to readers in their chosen language.
- Connect legislation with practical issues such as residence permits, rent, employment and penalties.
For complex cases:- Online explanations can help you understand a topic, but do not replace professional advice on an individual legal problem.
The practical takeaway:
Resmî Gazete records officially published laws and decisions. Websites and forum guides help explain their practical effect.
If an important report concerns your residence or investment:
- Find the underlying text in the Official Gazette or on the responsible authority’s website.
- Use reliable plain-language explanations to understand its implications.
- Seek qualified legal advice where necessary.
