Ending Official Residence Exemption in Türkiye: Deadlines and Applications
If your stay in Türkiye rests on diplomatic or consular status, an international-organisation status or a specific treaty exemption, begin a change by checking the status document and its end date. Do not treat it simply as renewing an ordinary residence card, or use a special passport’s validity as a substitute for the exemption’s legal basis.
This guide focuses on Article 20(1)(c), (ç), (d) and (e) of the Law on Foreigners and International Protection, and arranging a residence application when the exemption basis ends and you intend to remain. Selected sources were reviewed on 26 October 2026. It is not a catalogue of every organisation or treaty and does not extend a ten-day rule to every visa exemption or foreign employee.

1. Establish that this is the relevant exemption
Article 20 contains several residence-permit exemptions, but its second paragraph’s document and end-of-basis rule concerns letters (c), (ç), (d) and (e). Keep the Turkish letters: numbering in an implementing regulation or another translation may differ, so do not transfer letters between texts.
Working in a mission building or an international company does not establish eligibility. Identify the recognised status, relevant notification or agreement, and document establishing your position. If the basis is unclear, obtain confirmation from the status authority and relevant Directorate before relying on this guide’s deadline.
| Law reference | Relevant category | Limit |
|---|---|---|
| 20(1)(c) | Diplomatic and consular officers serving in Türkiye | Not every job with a mission or company |
| 20(1)(ç) | Their family members notified to the Foreign Ministry | Relationship alone does not prove notification and status |
| 20(1)(d) | Staff at international-organisation representations in Türkiye whose status is determined by agreements | An organisation’s name or private contract alone is insufficient |
| 20(1)(e) | People exempt from residence permits under agreements to which Türkiye is party | The agreement must apply to the person and circumstances |
2. Separate residence exemption from visas and fees
Entry-visa exemption differs from the formal residence exemption discussed here. Exemption from residence harç is a financial rule and does not itself authorise living without a permit. The existing fee-exemption guide explains those charges; do not treat them as diplomatic status.
Other Article 20 situations, including staying within a visa or visa-exempt period, stateless-person documentation, Citizenship Law Article 28 and protection documents, are not automatically included in the four-letter rule here. A diplomatic or special passport alone does not establish accreditation to serve in Türkiye.
If you hold an ordinary residence card and its purpose changes, use the appropriate permit-change procedure. Do not replace its renewal window or purpose-change process with the formal-exemption deadline simply because one document uses the word exemption.
3. What does the status document establish?
Article 20(2) provides a document for the specified categories, in a form and with content jointly determined by Interior and Foreign Affairs. The Foreign Ministry’s protocol portal explains the residence function of identity cards for accredited mission members and people covered by its arrangements. Such documentation depends on status and conditions; it is not a promise of permanent stay.
Keep the document, passport and notification or institutional letter establishing its basis. A cropped card image may not explain the status. Do not publish accreditation details, numbers or signatures. If documentation is lost, coordinate proof and replacement with the competent authority rather than inventing an ordinary residence-card number.
4. Establish when the basis actually ends
The end of an assignment, accreditation or treaty-based coverage may differ from passport, card or tenancy expiry. Ask the mission or organisation and competent authority to confirm the event, date and supporting evidence. Do not assume card surrender or a booked departure is always the legal trigger.
If the assignment letter, card or a family member’s record shows different dates, raise the discrepancy promptly. Record the question, answer and authority, and prepare before the known end. Requesting a date correction does not automatically extend status.
5. The ten-day rule is a specific application duty
If the qualifying exemption basis ends and the specified person intends to continue staying in Türkiye, Article 20(2) requires an application to the governorate for residence within no more than ten days. The trigger is the exemption basis ending; this does not give every visitor ten extra days after a visa expires.
The period concerns applying, not guaranteed card issuance within it or permission to work or travel. Do not postpone preparation until the last day. Confirm the date, application-completion method and evidence with the relevant Directorate. Opening an account or messaging the organisation does not alone complete an application.
If the period has passed or the trigger date is disputed, present the facts promptly to the authority and seek legal assistance where needed. Do not assume an automatic extension or uniform fine/refusal outcome, or rely on older one-month and police instructions instead of this specific rule.
6. Choose the next basis of stay from the facts
The end of status does not automatically grant tourism, family, student or work residence. Identify the actual reason, duration and activity, then a category whose conditions and procedure you meet. Years on an official assignment alone do not establish that you hold long-term residence.
For work with a new employer, check the applicable work permit or exemption before starting; a residence application is not work permission. For study or family residence, establish registration or relationship and file conditions. Do not transfer one relative’s accreditation to everyone else.
Use the residence-options and permit-change guides for comparison while explaining to the Directorate that the previous position was documented exemption, not an ordinary card being extended. Do not select false fields to bypass a screen requesting a card number you do not have.
7. Two connected files: the status ending and residence application
Prepare evidence of the former status and its ending, including the date, alongside the new purpose’s official checklist. These are organisational groups, not one mandatory list for every mission, agreement or residence category. Establish what the status authority issues and what the Directorate needs as originals, copies, translation or authentication.
Check identity, address, cover, resources and payment receipts as applicable. Assignment insurance or accommodation may not continue after status ends. Before buying new cover, establish what already exists and what the requested category accepts.
| Group | What to organise | What to verify |
|---|---|---|
| Previous status | Status document, notification/accreditation and passport | Actual legal category and covered persons |
| End and date | Institutional evidence confirming the basis ending | Consistent dates rather than an assumed trigger |
| New purpose | Category evidence, form and requested period | Actual eligibility rather than automatic conversion |
| Practical stay | Housing, cover, resources and payment where applicable | What continues after the assignment and what needs replacement |
8. The general process and coordination with the status authority
YİMER guidance establishes the general route: online application within lawful stay, attendance with required documents according to the appointment, and assessment by the relevant Directorate. Confirm the exemption-to-permit procedure and proof of lodging early, especially where you have no ordinary residence-card number.
The mission or organisation may coordinate assignment-end documents, notification and status-card return under Foreign Ministry and competent-authority instructions. Protocol administration does not necessarily complete the new residence application, and papers left with the organisation may not yet have reached Migration Management.
Keep references for both procedures, copies and delivery evidence, and current contact details. Do not base stay during assessment on a service receipt or preliminary copy; establish the applicable supporting document and its conditions.
- Confirm the former category from its document and that it falls within the specified four letters.
- Obtain confirmation of the basis ending and its date, checking each affected person’s status.
- Establish the new basis, eligibility, category and procedure with the Directorate.
- Prepare status/end evidence and the new purpose’s file, housing and cover as applicable.
- Apply and complete the applicable channel and appointment requirements within the statutory deadline, retaining lodging evidence.
- Coordinate status-authority and card administration separately, monitoring requests and notifications.
- Check the decision, new document, dates and obligations, and arrange departure if no suitable basis is available.
9. Family, work and travel need separate checks
A spouse or child’s position may depend on the officer’s status, but not every relative is covered by the same notification or document. Confirm the consequences and date for each person, separating any family, student or other application from assumed continuation of dependent status.
Before travelling, check the status document’s ending, re-entry requirements, passport and visa or new legal basis. A pending residence application is not automatic return permission. A later printed date does not alone establish continued validity after the basis ends.
For a move into local employment or a company, separate the new employment relationship from former accreditation. Payment or continued use of an official title does not automatically transfer residence exemption or privileges to a new activity.
10. Payment, delays and the decision
Identify the new assessed item: residence harç, document fee and any other applicable charge according to category, nationality and circumstances, then check any financial exemption. A previously free status card or harç exemption does not waive every later cost.
If the mission or organisation’s document is delayed, coordinate early and request available official evidence and missing-document instructions. Communication alone neither stops the deadline nor proves an application was lodged. For refusal or another decision, read notification, procedure and deadlines and obtain suitable help; we invent no universal appeal period.
On approval, check name, category, validity and outstanding registration or cover requirements. The new status has its own conditions; it does not automatically continue former privileges.
11. Preventable errors before the assignment ends
Do not wait until status ends to discover that the end letter will arrive later or assignment insurance expires that day. Arrange known matters early and resolve conflicting institutional and Directorate instructions rather than selecting the answer allowing longer stay.
Do not apply the ten-day rule to a visa-exempt visitor, company employee or special-passport holder as such. Nor should an old protocol notice referring to one month be treated as the current deadline. Obtain prompt clarification of unresolved facts instead of relying on a colleague’s experience.
12. Two examples: a status document is not an ordinary renewal card
Example one: a diplomatic officer’s assignment ends and she intends to study in Türkiye. She confirms when the exemption basis ends, prepares supporting evidence and her acceptance/registration position, and checks the student procedure and residence-application deadline. She does not wait for a later printed card expiry, assume acceptance replaces an application, or expect a card within the ten-day application period.
Example two: an employee at an international-organisation representation has agreement-defined status, and his spouse holds dependent documentation. When the appointment ends, he intends to join a local company. They establish the basis and end date for each person, the new work permission and spouse’s stay basis and procedure. He does not transfer the agreement to the private company or assume every international employee or relative qualifies for the same route.
Frequently asked questions
Does this deadline cover every expired visa?
No. It concerns Article 20(1)(c), (ç), (d) and (e) when their residence-exemption basis ends and they intend to remain.
Is a special passport enough?
No. Establish the exemption basis, accreditation, notification or agreement and applicable document.
Does every international-organisation employee qualify?
Do not assume so. The agreement-defined status and category must apply to the individual, beyond the employer’s name.
Is a fee exemption residence exemption?
No. It is a separate financial rule and does not remove residence or lawful-stay requirements.
Which date is the trigger?
The qualifying exemption basis ending. Confirm the event and evidence with the authority rather than guessing from a card or booking.
Are ten days the card-issuance time?
No. It is an application deadline when remaining, not a guaranteed outcome or work/travel permission.
Should I follow an old one-month instruction?
Do not use older instructions to override the current statutory rule. Raise any conflict promptly with the authority.
Do I renew it as an ordinary permit?
Explain that the former status was documented exemption and confirm the procedure. Do not invent a card number or enter false information.
Will the organisation apply for me?
Do not assume so. Confirm lodging, attendance, signatures and evidence of residence submission separately from status notification.
Does status end for every relative on the same date?
Check each person’s status, document and consequences. Relationship alone does not establish notification coverage or identical dates.
May I work for a company using the old document?
Establish the new work permission or exemption before starting. Former status does not transfer automatically.
Can I travel and return during the application?
Confirm documentation, return conditions, passport and entry requirements. A service receipt or ordinary application is not automatic return permission.
What if the assignment-end letter is delayed?
Coordinate with its issuer and the Directorate before the deadline, seeking accepted evidence and completion instructions. Correspondence does not automatically extend status.
What if the deadline passed or the application was refused?
Present the facts promptly, read the decision, notification and obligations, and obtain suitable help. Assume no automatic extension or conversion.
