This is the English editorial edition of a 2025 guide, reviewed on 8 October 2026.

SGK, the Social Security Institution, administers Türkiye’s public social insurance system, including general health insurance, GSS, pensions and occupational injury insurance. Your route to cover depends on your legal category, registration and contribution position.

Editorial clarification, 8 October 2026: Foreign residents do not automatically qualify simply by holding a residence card, and the source’s 2025 premium figures are unverified. The ordinary foreign-resident GSS route generally requires one year of uninterrupted residence and the applicable absence of foreign-country health insurance; students and employed people have distinct rules. A blanket 90-day wait for pregnancy healthcare is incorrect.

Who is registered under which category?

  • 4A: Employees under the relevant employment rules; the employer makes the required registration.
  • 4B: Eligible self-employed people under the statutory category; this is not a category a person can freely choose merely to buy health cover.
  • 4C: Public employees within that category.
  • Other GSS categories: These include qualifying foreign residents and eligible foreign students, subject to their separate conditions.
For the ordinary eligible foreign-resident route, SGK checks residence duration and other coverage conditions. Foreign students should ask about the three-month application window measured from first school registration.

How to register

Use the route appropriate to your status. Employees should check employer registration; self-employed people should confirm their compulsory registration obligations; eligible foreign residents or students should ask the responsible SGK office about an application.

Documents may include your passport, foreign identity and residence documents, address information and proof concerning foreign-country insurance where requested. SGK determines eligibility and the contribution category.

Use official payment channels identified for your registration. Do not assume payment is restricted to Ziraat or Halkbank, or that paying an amount by itself activates entitlement. Check the recorded start date and current health entitlement.

What healthcare can SGK cover?

Eligible care at public facilities and contracted providers is subject to the Health Implementation Communiqué, SUT, and entitlement rules. Patient contributions, exclusions, supply limits and permitted additional private-provider charges can apply. Public insurance does not mean every private or university service is covered without payment.

For reimbursable outpatient medicines, the general patient contribution is 10% for pension or income recipients and their dependants, and 20% for others, with specified exemptions and additional prescription charges. A medicine price difference may also arise. It is misleading to promise 80–100% payment for every medicine or every retail price.

Eligible dependants can be registered under the applicable relationship and dependency conditions; family members are not covered automatically in every case.

MHRS helps with appointments and e-Nabız with health records. Neither an appointment nor a visible record proves that the planned care is funded.

Premium figures quoted in the 2025 guide

  • Foreign students: TRY 500–700 a month.
  • Self-employed people: TRY 1,200–2,000 a month.
  • Voluntary/general health cover: approximately TRY 1,000 a month.
  • Employees: contributions through the employment/payroll system.
The three numerical ranges are unverified source figures, not confirmed 2025 tariffs or October 2026 premiums. Contributions depend on the statutory category, the applicable contribution base and the period. Obtain an official SGK calculation rather than choosing a category by the cheapest figure in this list.

SGK compared with private insurance

SGK has statutory eligibility and benefits; private insurance has contractual benefits, networks and exclusions. Costs, appointment availability and the amount payable vary. SGK should not be described as invariably cheaper or as covering every hospital or treatment.

Compare your actual entitlement and needs with the private policy’s wording, not just a headline annual price.

Common questions

Can I obtain cover without working? Possibly, through an eligible GSS category, but a residence card alone is not enough. SGK must assess the applicable conditions.

Does pregnancy care require 90 days of contributions? Do not apply a blanket 90-day rule to healthcare. General health entitlement normally involves 30 contribution days in the preceding year and status-specific conditions, with statutory exceptions. The 90-day condition associated with certain maternity cash benefits is a different issue. Ask SGK about your specific health entitlement and benefit.

Can I register online? Some records and services are available through e-Government. Confirm with SGK whether the initial foreign-national application or a particular correction requires an office visit; not every process follows the same route.

Are dental treatment and glasses covered? Coverage is subject to SUT eligibility, frequency, product and payment limits. Confirm the specific proposed service.

Keeping cover active

Pay contributions when due and check any arrears or registration errors. The general 30-day contribution condition and status-specific arrears rules have exceptions; SGK’s entitlement record is the appropriate check for your case.

Keep your address and identity records current, retain payment evidence and use the official SGK website or the responsible office for current information. e-Nabız is useful for clinical records, but does not replace an entitlement enquiry.
