Choosing a hospital

Türkiye has many public, university and private hospitals. The right choice depends on your medical needs, location, language support and cover. The institutions below were examples in the original 2025 guide, not an independently assessed “best hospital” ranking.

Hospital types

  • Public hospitals (Devlet Hastanesi): generally lower covered costs for eligible SGK patients; uninsured foreign-patient tariffs can apply.
  • University hospitals (Üniversite Hastanesi): combine teaching and clinical care. Public and foundation-university arrangements differ.
  • Private hospitals (Özel Hastane): may offer additional amenities and appointment options, with higher self-pay charges.
  • International patient services: a service offered by some hospitals, rather than a separate legal hospital category. Confirm language assistance and the treating specialist.

Examples in Istanbul

ProviderTypeWhat to check
AcıbademPrivate hospital groupThe specific hospital, specialty, language service and insurer contract.
MemorialPrivate hospital groupThe relevant surgical or transplant team, eligibility and quote.
Başakşehir Çam ve SakuraPublic city hospitalDepartment, appointments and foreign-patient entitlement/charges.
American HospitalPrivate hospital with international patient servicesThe exact policy's direct-billing arrangements.
Medipol Mega University HospitalFoundation-university hospitalThe relevant specialist service and treatment plan, rather than a general cosmetic-treatment reputation.

Examples in Ankara and İzmir

  • Ankara Bilkent City Hospital: a major public hospital complex. The original “largest in Türkiye, over 4,000 beds” claim is not used as a current ranking.
  • Ege University Hospital: a public university hospital in İzmir; check its appointment route.
  • Kent Hospital, İzmir: now presented by its provider as Acıbadem Kent Hospital. Confirm the current department, language support and insurance arrangements directly.

How to compare options

  1. Check the provider and service against your Health Insurance for Foreigners in Türkiye: Types, Cover and Buying a Policy.
  2. Confirm a clinician or interpreter speaking a language you understand.
  3. Request consultation fees (muayene ücreti) and an itemised procedure estimate.
  4. Use MHRS for participating public services; some universities have separate booking systems.
  5. For private providers, contact the official hospital website or telephone service directly.

The MHRS appointment system

The Ministry's central system supports participating public hospitals, dental services and family-practice bookings. Use the relevant Turkish/foreign identity number and account route at www.mhrs.gov.tr, its app or 182. Do not assume every university appears in MHRS. Visitors without a suitable identity/account should ask the provider's international-patient desk about access.

Frequently asked questions

Are public hospitals free for foreigners? Not automatically. Status, Health Insurance for Foreigners in Türkiye: Types, Cover and Buying a Policy and the service determine entitlement and charges.
Can I be seen without a residence permit? Visitors can seek emergency care and enquire about planned private or foreign-patient services using the provider's accepted identification route. Do not delay an emergency for paperwork.
Will interpretation be available? Some providers offer English or Arabic assistance; confirm availability and any fee in advance.
Can I pay with Papara or Enpara? Ask the billing desk which card, transfer or wallet methods are currently accepted. A payment brand does not establish insurance cover.

Useful records

Keep paper or PDF medical records, use e-Nabız where your account and records are available, and obtain an itemised, verifiable invoice. A hospital invoice is not itself proof that residence-permit requirements have been met.
