Registering the address where you actually live is an important step after renting a home in Türkiye. This 2025 guide explains address declarations, the evidence to prepare and the additional immigration procedures that apply to foreign residents.

Editorial correction — 8 October 2026: Foreign residents should not assume that every address application is handled only by Nüfus or can be completed online. Follow the provincial immigration office's procedure for your status and confirm that the proposed address is eligible. Residence-permit holders moving within a province must notify the provincial immigration office within 20 working days; moving to another province requires an application for a new residence permit there within 20 working days.

What is an address declaration?

An Adres Beyanı is a declaration of your actual residential address for the official Address Registration System. The recorded address can be used in residence, tax, banking, education, health-insurance and other administrative procedures.

Nüfus is the population and civil-registration authority. For foreign residents, the immigration authority (Göç İdaresi) also has jurisdiction over residence-related address procedures. Confirm the responsible office and any civil-registration step for your case rather than choosing an office solely because it is nearby.

Who needs to register or update an address?

  • Foreign residents who must maintain an address record under their residence status.
  • People who move to a different home, district or province.
  • Students moving into new accommodation, including a dormitory where applicable.
  • Families registering household members at the place where they actually live.
Check the requirements for each household member. A lease does not itself make an address eligible for a foreign resident's registration or confer a residence permit.

Documents to prepare

  • Your valid passport and residence/status document, together with your foreign identity number where applicable.
  • Evidence of accommodation: for a rented home, the tenancy agreement and any required notarised copy; for an owned home, the relevant title evidence. A dormitory, hotel or host arrangement has its own evidence requirements.
  • Any requested utility subscription or bill matching the address. Whether it must be in your name and what alternatives are accepted depend on the procedure and the property's existing occupancy record.
  • The declaration or application details required by the responsible office, with complete building and flat information.
Get the current document list before attending. The original guide's short list should not be treated as sufficient for every foreign applicant.

Registering the address step by step

  1. Ask the provincial immigration office which address-registration route applies to your status and whether an appointment is required. Check address eligibility before relying on a new tenancy for a residence procedure.
  2. Use the relevant official appointment service. randevu.nvi.gov.tr is the Nüfus appointment portal; it is not a universal booking route for immigration appointments.
  3. Attend the office responsible for the procedure with the original documents and required copies.
  4. Check that the correct building and independent unit are recorded, and resolve any existing occupancy or document discrepancy through the official process.
  5. Keep the confirmation and check your registered address. Where available to your account, obtain a Yerleşim Yeri (İkametgâh) ve Diğer Adres Belgesi through e-Devlet as proof of the recorded address.

When must you update the record?

  • When you actually move to a new home, including a different district or province.
  • When the registered address is wrong or no longer reflects where you live.
  • When the authority requests updated accommodation evidence for a separate procedure.
Renewing a lease at the same address is not, by itself, a change of residence. For residence-permit holders, observe the 20-working-day requirements described above; a move to another province is more than a routine online address edit.

Practical checks

  • Match the tenancy, utility evidence and declared address, including the independent-unit number.
  • For shared accommodation, ask about the applicable consent and evidence requirements. Nüfus distinguishes joining an existing household from taking over an address with an existing occupant record. The original guide's claimed two-person limit for unrelated residents was not verified.
  • Keep an up-to-date address certificate for procedures that request it, including residence applications.

Frequently asked questions

Can I register online through e-Devlet?
Only if the service's eligibility checks permit it. Nüfus's published online address-change criteria include Turkish citizenship and other conditions. A utility bill in a foreign resident's name does not, by itself, establish access to this route. Ask Göç İdaresi how to complete your case.

Must the tenancy agreement be notarised?
Check the current requirements for the procedure. The short-term residence application checklist asks tenants for a notarised rental-contract copy. Do not substitute a general rule based only on the city or assume an electronic lease removes the requirement.

Does the owner have to attend?
Not in every case. The office may need additional evidence or consent depending on the tenancy, shared-household arrangement and existing address record. Confirm whose attendance or documentation is required before the appointment.

Additional tips 🇹🇷

  • Keep the official confirmation and verify the final address record.
  • Use the same accurate address in your official transactions.
  • Report a move within the applicable deadline to avoid administrative penalties and difficulties with residence procedures.
