GSS for Foreign Residents in Türkiye 2026: Registration and Family Cover

Foreign residents who meet the legal conditions may apply for Türkiye’s general health insurance scheme, GSS, after a continuous year of residence. Holding a residence card does not register you automatically. Employment insurance, the foreign-student route and healthcare under a bilateral agreement are separate routes with different conditions.

Organising documents and an online application

1️⃣ What SGK and GSS mean

SGK is the Social Security Institution, Sosyal Güvenlik Kurumu. GSS, Genel Sağlık Sigortası, is the general health insurance scheme administered by that institution. A qualifying foreign resident is usually registered under Article 60/1-d, often shortened to 60/d: Yabancı Uyruklu Genel Sağlık Sigortalısı.

For 2026, the monthly premium for this category is TRY 7,927.20: TRY 33,030 × 2 × 12%. The TRY 1,981.80 figure published for the general 60/g category is not the premium for every foreign resident. The eligible foreign-student category has a different calculation. Check your registration code and assessed premium before paying.

2️⃣ Who can apply through the resident route?

SGK examines the applicant’s circumstances, including:
✅ Lawful, valid residence in Türkiye.
✅ At least one continuous year of residence.
✅ An application to the relevant SGK provincial directorate or social security centre.
✅ Whether the applicant is insured under another country’s legislation.
✅ Whether compulsory Turkish insurance, such as employee coverage under 4/a, already applies.
✅ Applicable social security agreements and reciprocity requirements.

For an eligible applicant who has completed the residence period, registration normally starts on the day after the application, rather than retrospectively covering the preceding year. Confirm the date in SGK’s registration decision. Do not assume that an uninterrupted residence card alone settles every question about the qualifying period.

RouteWho it may suitKey check
60/d resident registrationA qualifying foreign residentContinuous residence and an accepted SGK application
4/a employment insuranceAn employee under a service contractEmployer registration and declared contribution days
Foreign-student routeAn eligible international studentApplication within 3 months of first university registration
Bilateral agreementA person insured in a covered countryThe official entitlement form and the agreement’s scope

3️⃣ Circumstances that follow a different route

An employee normally obtains health cover through 4/a, with registration and contributions handled by the employer. A foreign student may apply to SGK in writing within three months of the first university registration; missing that deadline may prevent admission through the student route.

An applicable bilateral agreement may allow you to present a healthcare entitlement form issued by your home-country institution. A commercial foreign insurance card is not automatically the required form. International or temporary protection, statelessness and other special statuses follow their own rules; do not apply the ordinary 60/d conditions to them without checking the correct category.

4️⃣ Applying step by step

✅ Check that you have completed the required continuous residence period.
✅ Review your current SGK records on e-Devlet to identify any existing employment or GSS registration.
✅ Contact the SGK office responsible for your registered address. Initial registration and foreign-document checks may require an in-person visit.
✅ Submit the application and requested documents. SGK checks your residence, nationality, overseas insurance and family circumstances.
✅ Obtain the outcome and check the category, start date and monthly premium.
✅ Check SPAS before booking non-emergency treatment.

5️⃣ Documents you may be asked to provide

The final list depends on your nationality, circumstances and the responsible office. It may include your passport and a copy, valid residence card, foreigner identity number, registered-address evidence, application form or petition, and official confirmation about overseas insurance if requested.

For dependants, marriage and birth certificates may also be required. Some foreign documents require a Turkish translation, authentication or an apostille. Ask SGK for the list applicable to your file before paying for translations or authentication. A foreigner identity number commonly begins with 99, but use the number actually assigned to you.

6️⃣ Adding your spouse and children

An eligible spouse or child may be covered as a dependant, but registration of the principal insured person does not automatically prove that every family member has been added. SGK may need evidence of residence, family relationships and the absence of independent insurance that takes precedence.

Check each person’s actual entitlement in SPAS. Where one spouse can be the principal insured person and the other a dependant, ask SGK which registration arrangement is appropriate rather than opening two unnecessary parallel registrations.

RecordWhat it helps establishWhat it does not establish alone
SPASCurrent entitlement to healthcareFree access to every procedure or medicine
GSS registration/debt enquiryRegistration periods and premium debtActive healthcare entitlement automatically
SGK service recordInsurance categories and service periodsComplete foreign documents for every dependant
Registration decisionThe accepted category and start dateAn exemption from premiums or immigration requirements

7️⃣ Checking that cover is active

On e-Devlet, use SPAS Müstehaklık Sorgulama for healthcare entitlement, Genel Sağlık Sigortası Tescil ve Prim Borcu Sorgulama for registration and debt, and SGK Tescil ve Hizmet Dökümü for insurance history. An existing record is not the same as active entitlement. Check the patient’s own SPAS result before non-emergency treatment.

8️⃣ Common mistakes and practical questions

✅ A residence card does not automatically enrol you in GSS.
✅ Private residence-permit insurance and SGK coverage are different arrangements.
✅ Tell SGK when employment, residence abroad, dependant status or applicable overseas insurance changes.
✅ Review debts after a change of category; buying a private policy does not automatically close an existing GSS registration.

Can you register before completing a year? Usually not through the ordinary 60/d resident route, although employment, university, a bilateral agreement or private insurance may provide another route.

Is registration free? No: a person registered under 60/d pays a monthly premium. Does it replace private insurance in an immigration application? Acceptance depends on your circumstances, registration dates and the migration authority’s requirements. Can everything be completed online? Enquiries are available online, but initial registration, corrections and family documentation may require SGK attendance.
