GSS Premiums for Foreign Residents in Türkiye 2026: 60/d, Debt and Payment
The key distinction is the registration category. The TRY 1,981.80 general GSS figure for 2026 does not automatically apply to a foreign resident registered under 60/d. For that foreign-resident category, the premium is calculated on twice the monthly minimum contribution base at a 12% health-insurance rate.

The 2026 premium for category 60/d
The 2026 monthly minimum contribution base is TRY 33,030. Twice that figure is TRY 66,060, and 12% of TRY 66,060 is TRY 7,927.20. SGK’s Circular 2026/2 sets out this amount for the full 2026 period.TRY 33,030 × 2 × 12% = TRY 7,927.20 per month
Check the amount assessed in your own file. The accepted category, registration start date and any change of status can affect the periods and amount payable.
Why the TRY 1,981.80 figure is different
For the general 60/g category covered by the published announcement, the calculation is TRY 33,030 × 6% = TRY 1,981.80. It uses a different base and rate. Presenting this as the premium for all foreigners is incorrect. The eligible foreign-student category is another separate route. The 2026 circular gives its monthly premium as TRY 33,030 ÷ 3 × 12% = TRY 1,321.20. Simply calling yourself a student does not establish entitlement to that rate; your registration must be accepted in the relevant category.
| 2026 registration category | Calculation | Monthly amount |
|---|---|---|
| Foreign resident under 60/d | 33,030 × 2 × 12% | TRY 7,927.20 |
| 60/g and the general announcement category | 33,030 × 6% | TRY 1,981.80 |
| Eligible foreign-student category | 33,030 ÷ 3 × 12% | TRY 1,321.20 |
| 4/a employee | Employment contributions handled by the employer | No assumed separate 60/d premium for the same period |
Income testing and who pays
The income-testing rules associated with 60/g do not automatically convert a foreign resident’s 60/d premium to the lower rate. Establish the registration category first, through the SGK decision or Genel Sağlık Sigortası Tescil ve Prim Borcu Sorgulama on e-Devlet.A foreign resident registered under 60/d normally pays the premium personally. This differs from 4/a employment, where the employer declares and remits employment contributions. Review assessments each month; a text message or successful hospital visit is not a complete premium record.
Checking premium debt
In the GSS registration and debt enquiry, check:
Paying through the correct channel
Use SGK collection channels, participating banks or the available official electronic payment options, selecting the correct GSS debt category. Confirm the foreigner identity number, assessment period and debt type; keep the receipt and check the updated record after the payment has been processed. The law allows advance payment of GSS contributions for up to 360 days. Check with SGK before paying ahead if residence, employment or family status is likely to change. Do not pay an apparent 4/a overlap simply because it is visible in the enquiry screen.

Can debt prevent ordinary healthcare access?
For 60/d, ordinary healthcare entitlement generally requires 30 days of health-insurance contributions during the previous year and no outstanding premium or related contribution debt when treatment is requested. A registration may therefore exist while SPAS does not show entitlement. Qualifying transfers between insurance categories or from dependant status to being insured personally have rules under which a new 30-day wait is not required. Check your actual category and SPAS result.Genuine emergencies, traffic or workplace accidents and certain preventive services are subject to special rules. These exceptions should not be treated as automatic approval for ordinary non-emergency treatment.
Correcting an assessment that appears wrong
Potential reasons include an overlapping 4/a job, a move abroad, an applicable overseas insurance arrangement, registration as a spouse’s dependant, or an incorrect residence or insurance start/end date.Gather residence and entry/exit documents, employment service records, official overseas-insurance evidence and relevant family documents. Submit a correction request to the responsible SGK office, ask for a clear written outcome covering the disputed periods, and recheck the e-Devlet assessment. Paying is not always the correct first response to a recording error, but a correction request does not automatically suspend a payment deadline. Ask SGK how to handle an assessment falling due while it is reviewed.
| Possible cause | Useful evidence | What to ask SGK to review |
|---|---|---|
| Overlap with 4/a employment | Service record and dates | The overlapping assessment periods |
| Residence transferred abroad | Address and entry/exit records | The correct end of the registration basis |
| Applicable overseas insurance | Official certificate or treaty form | The correct healthcare route |
| Spouse’s dependant cover | Family relationship and entitlement records | Principal/dependant status and dates |
| Identity or registration error | Residence documents and SGK decision | Category, dates and calculation |
When the registration basis changes
The 60/d basis may change or end when residence is no longer in Türkiye, compulsory insurance such as 4/a begins, dependant cover becomes applicable, overseas insurance applies, or the person moves to another category. Notify SGK where required, submit the relevant documents and confirm that future assessments reflect the correct position. Buying private insurance alone does not automatically cancel GSS registration. For a full month correctly registered under 60/d in 2026, the example calculation is TRY 66,060 × 12% = TRY 7,927.20. An overlapping month of actual 4/a employment should be reviewed rather than automatically treated as a second independent 60/d liability. The payable balance is the amount on the corrected, legally appropriate SGK record.
