Residence for Learning Turkish: Course Providers, Visas, Documents and Application Steps

Enrolling on a Turkish course does not automatically grant residence. A TÖMER name or the word “student” in an advertisement does not establish the permit type either. Start with two questions: are you taking an independent language course, or language preparation linked to qualifying university enrolment? What document does the institution issue to demonstrate that status to migration authorities? The distinction affects the application type, visa and documents, rather than merely the label selected on a form.
This guide focuses on residence for an independent Turkish-language course. It helps you check the provider before paying, prepare documents, select the right procedure and follow it through. If you are enrolled on a university programme or hold family residence or a work permit, examine that existing status rather than cancelling or replacing it merely because you intend to learn Turkish.
This material was reviewed on 24 October 2026 using Articles 31–33 of Law No. 6458 and the official lists and guidance linked throughout. The review date does not announce a new law or guarantee approval of an individual case.
Identify the study route before choosing the permit
| Study situation | What to establish |
|---|---|
| Independent language course | An authorized provider, an enrolment document showing the duration, and the applicable course and visa route. Do not automatically treat this as university enrolment. |
| University-linked Turkish preparation | Your actual admission and enrolment, the nature of the preparation, and the document accepted by the university and migration authority. A centre's location inside a university does not alone determine your residence type. |
| Additional classes while holding another permit | Whether the basis of your current permit continues and whether a change is actually required. Learning the language is not a reason to cancel a suitable legal status unnecessarily. |
| A short course within your lawful stay | Entry rules, purpose and the actual permitted period, rather than simply the number of teaching days. Course attendance does not automatically extend a visa or exemption. |
The law's general short-term ceiling is up to two years per issuance, subject to specific exceptions, but it does not promise a language learner two years. If the course is shorter than one year, residence cannot exceed its duration under the rule for this purpose. Plan around the actual course and its documents; paying for several levels does not create an open-ended permit.
Check the provider and programme before paying a deposit
Ask for the provider's legal name, the address of the branch where you will study and evidence of its authorization to teach Turkish. Consistency between the contract, receipt and enrolment document helps avoid a file that fails to identify the actual provider. “Guaranteed residence” advertising does not replace authorization, and the provider's admission decision does not bind migration authorities to issue a permit.
Before paying, obtain written details of the level, programme, start and end dates, location and attendance format, and the evidence of actual registration. If an offer bundles levels, ask whether the enrolment document covers them all or only the paid level, when it is issued and how it is updated after date changes. Do not request a full year while submitting a shorter-course document without an acceptable explanation.
- Separate placement testing, registration, tuition, books and examinations; do not assume the advertised price includes everything.
- Read deferral, withdrawal and refund terms if the visa or residence application is refused or travel dates change. Obtain them before payment rather than after a problem occurs.
- Identify who issues the official document and with which signature or seal, and how to correct a name or passport-number discrepancy before the migration appointment.
- Ask about attendance monitoring, interruptions, holidays and branch changes, and retain an administrative contact that responds to document requests. These are preparation steps, not a promise of a permit.
Check the visa and lawful stay before enrolment
Under the Turkish-course route, the short-term residence document list includes an appropriate-purpose visa obtained from the Turkish mission and an education document from the authorized provider stating the study duration. Check the requirement against your nationality, entry arrangements and existing status before buying a ticket or paying non-refundable fees. Do not assume tourist entry always works for every case.
If you are already in Türkiye, establish your entry date, last lawful-stay day and existing permit type, then identify the applicable procedure. A new study purpose is more than a changed form field; a course contract does not erase earlier overstaying. If you are outside Türkiye, the visa and entry procedure are separate from applying for residence within the country. The provider's letter is neither a residence card nor a guarantee of admission at the border.
YİMER guidance draws an important distinction: a person directly enrolling on an independent course needs to arrive with a Turkish-language-course visa for this route. Someone enrolled at a university and referred by that university to TÖMER may apply for student residence until the start of the next academic period, supported by evidence of their status. A receipt from a university-branded centre cannot replace enrolment and referral; some university centres also admit outside learners.
If you hold a valid permit or are considering a transfer, explain that status to the authority together with the programme document. This guide promises neither a general visa waiver nor a guaranteed in-country conversion from tourism. The two university-residence guides linked below explain the student route; do not import the university submission procedure into an independent course application.
Prepare the general documents and course evidence together
| Group | Practical checks |
|---|---|
| Form and passport | Details matching the travel document, a form signed as required, and specified copies with the original at the appointment. Passport validity must exceed the requested period by at least 60 days. |
| Photographs | Two biometric photographs taken within the past six months, with a white background and meeting ICAO standards under the current list. Do not rely on an old quantity in a general advertisement. |
| Study purpose | The authorized provider's document proving Turkish-language study and its duration, with the appropriate visa where required. Match the branch, contract and registration details. |
| Resources and insurance | The required evidence or declaration of sufficient regular resources throughout the stay and accepted health cover for the period. Do not import the family sponsor's income threshold into a course file. |
| Accommodation and address | Evidence appropriate to your actual home: ownership, a notarized tenancy, a dormitory, hotel or hosting arrangement under its conditions. Do not collect every alternative or use a fictitious address. |
| Receipts and UETS | Proof of applicable charges and electronic notification for renewal or transfer under the list, including its under-18 exception. Do not make this a general condition for every first application. |
Accommodation evidence for the actual arrangement
- Ownership: a title-deed copy and the required dwelling-numbering document.
- Tenancy: a notarized agreement copy containing the landlord's details.
- Hotel or similar accommodation: evidence of the stay and a receipt for accommodation payment covering the required period.
- Student dormitory where applicable: a dormitory document bearing the required signature or electronic signature and seal. Course enrolment does not guarantee admission to a particular residence.
- Hosting: a notarized undertaking from the host and, if married, the host's spouse, and a recent electricity, water, gas or fixed-line telephone bill in the host's name or a new subscription agreement.
For a minor, representation, custody and consent documents are a separate case-dependent requirement. If parents' names are not clear from the travel or identity document, the list requests an authenticated birth certificate. Divorce requires custody evidence; joint custody or the other parent's visitation rights require that parent's authenticated consent under the list. Death or judicially established absence requires the appropriate document. For birth outside marriage, evidence of sole parenthood or custody depends on the case. If the representative is abroad, the list specifies their authenticated consent and an undertaking by the person or institution in Türkiye under its conditions. These are conditional alternatives, not documents every learner must collect.
Check signatures, seals or electronic signatures on Turkish documents. Foreign documents follow the list's notarized Turkish translation and apostille requirements. Where an apostille is unavailable, the alternative involves consular or embassy and Ministry of Foreign Affairs approvals, or competent Turkish authorities, according to the document's country. Do not automatically obtain an apostille for a Turkish document used within Türkiye. Establish the authentication sequence with the receiving authority before paying extra costs.
Budget separately for study and residence
| Item | How to calculate it correctly |
|---|---|
| Course, materials and testing | The provider's tariff, programme and contract. Compare currency, levels, teaching hours, books, examinations and refund conditions. These are not government residence fees. |
| Residence document fee | TRY 964 per document for 2026, effective from 1 January 2026. This is not the total application cost and must not be assumed to continue in 2027. |
| Residence fee, harç | Depends on nationality, duration, exemption and official assessment. Do not assume that everyone the provider calls a “student” is exempt merely because they are studying. |
| Visa, insurance and documents | Separate case-dependent items, alongside translation, authentication, photographs and accommodation. This guide does not give a single national total for every provider and nationality. |
Applying and booking a residence appointment through the official channel are free. Assessed fees and the document fee are separate, and guidance requires their payment before the appointment. The official GİB payment service uses the application or assessment number. Check the applicant, charge and amount before paying, follow the application's instructions for each item and keep the receipt. Do not pay merely for a promise of a special appointment or guaranteed approval.
A real tuition example: ASBÜ TÖMER in Ankara
The centre's 2026–2027 page displays these prices in Turkish lira, including KDV. This is one provider's tariff, rather than a national course price or residence fee:
| Level | Published teaching duration | Price |
|---|---|---|
| A1 | 180 hours, 6 weeks | TRY 14,400 |
| A2 | 180 hours, 6 weeks | TRY 14,400 |
| B1 | 180 hours, 6 weeks | TRY 14,400 |
| B2 | 180 hours, 6 weeks | TRY 14,400 |
| C1 | 240 hours, 8 weeks | TRY 19,200 |
The provider states that payments are not refunded if a visa is not issued, without guaranteeing issue. This is its stated policy, not a ruling that every legal refund right disappears. Its guidance includes books and course examinations without an extra charge for registered learners, but no accommodation. It specifies 80% attendance and a pass mark of 60 for its certificate: conditions of that centre, not national residence percentages.
Check dates with the centre before committing. The published A1 start of 19 October 2026 was already past on 24 October. Displaying the timetable does not mean a late place is available or that you can join now. The provider's guidance allows a cohort start to move. The course tariff also extends into 2027, while TRY 964 is the 2026 residence-document tariff only.
For insurance, the list gives alternative evidence: an SGK document establishing benefits under a bilateral social-security agreement, an SGK entitlement document, proof of an application to join GSS, or an accepted private policy. These are alternatives, not a requirement to collect them all. Check applicability and cover for the required period. Do not transfer a university student's entitlement or fee to short-term language residence, or assume that travel insurance or a course card is sufficient. Establish the policy period, details and entitlement to benefits. Acceptance for the application does not mean every treatment or pre-existing condition is covered.
Application, appointment and follow-up step by step
- Identify the route and whether this is a first application, transfer or renewal. Match course dates to lawful stay, passport and insurance. Continuing classes are not a reason to wait until a permit expires.
- Start at official e-İkamet, entering details matching the passport and registration document, with a phone and email you can monitor. A Göç Randevu appointment does not replace the residence application.
- Retain the application number, form, submission and appointment instructions and the appropriate list. If an error appears, record it and compare the fields with your documents before creating another application.
- Attend the specified authority and appointment with documents, originals and receipts. If completion is requested, record the item, deadline and submission channel and keep proof of what you provide.
- Monitor SMS, email and the application status. When asking 157 or the directorate for help, prepare the application number and document involved. Do not publish your passport or personal details in a public reply.
- After approval and receipt, check the card's name, type and dates and complete first-application address registration as instructed. A correct course card does not replace checking the residence card.
The renewal, completion and follow-up periods below draw on YİMER guidance and the official list. Follow the notification issued for your own application:
| Deadline or stage | How to use it |
|---|---|
| Lawful stay | Submit a first application within the applicable period. An admission letter or tuition payment does not automatically extend it. |
| Renewal | Apply from 60 days before permit expiry and always before expiry, subject to continuing purpose and the route's limits. |
| Missing documents | Up to 30 days may be allowed. Follow your assigned deadline rather than assuming everyone receives the entire period. |
| Assessment | 90 days from complete information and documents reaching the authority, with notification if extended. This is not measured from tuition payment or opening the form. |
| Address registration | The list states 20 working days after first-application approval. A mailing address does not replace completed registration. |
Changing provider, interrupting study and moving to university
Before changing branch or deferring, obtain the new document and the date when the earlier registration is closed or amended, and check the effect on your application basis. Do not submit contradictory course letters without explanation or assume a second purchase resets every issuance limit. Interrupting study while keeping an old document does not establish a continuing purpose.
Review previous language-residence issuances and remaining course duration at renewal. Moving to another provider or from A1 to A2 does not establish a new counter. When the purpose ends or changes, apply for the route appropriate to the new purpose under its conditions, rather than extending a reason that no longer exists. Establish the timing of the procedure with the directorate according to the change in your circumstances and its notification, and review attendance with the centre. A local attendance percentage does not alone determine residence validity.
If you later obtain university admission, arrange the new enrolment and appropriate route before the current status expires. Expected admission or passing a language test does not mean a student permit has been issued. Keep the course-completion and university documents and previous copies, and establish the formal transfer required rather than using an old card for a different purpose.
Work and travel while studying
A residence permit does not itself confer a right to work. Do not accept a promise that a language-school card automatically authorizes employment; work follows the applicable permit or exemption. Passing the course alone does not grant citizenship, permanent residence or guaranteed university admission.
Before travelling, establish whether your permit is valid or the application is under assessment and which approved document covers your stage. The preliminary form and approved residence application document are not the same. Read the FAQ guide linked below for travel conditions during processing, and check the passport, destination and return requirements before booking. A tuition or fee receipt is not border authorization.
If your passport or name changes, arrange the update with the relevant authority rather than leaving a discrepancy until the airport. Consider missed classes and enrolment conditions separately from border procedures. A valid travel document does not prove continuing study, or vice versa.
Questions before choosing a course
Does every TÖMER qualify me for student residence?
Do not identify the permit from a marketing name. Ask for the provider, programme, registration and any university link, then select the route supported by the documents. An independent course and university-linked preparation can differ even when the classes look similar.
Will the provider refund tuition if residence is refused?
Read the registration contract and refund terms before paying. The residence decision and fees are separate from the study contract. This guide does not promise a refund or admission that the provider has not agreed to in writing.
Do I need a bank account with a fixed balance?
Provide the resource evidence or declaration required by your list and appropriate to the period. Do not transfer the family-sponsor income formula or a condition specific to another purpose to every language learner. No particular balance is promised to guarantee a decision.
What if the provider's letter is delayed and my permit is close to expiry?
Request it early and keep a follow-up reference, then explain the specific problem to the authority before expiry. An educational institution's delay does not establish an automatic extension or allow a false date to bypass a field.
How should I prepare a migration question?
Identify the institution's legal name and programme, whether you are university-enrolled, your entry arrangements, last lawful-stay day and current permit if any, course start and end dates and previous applications for this purpose. These details make the answer relevant to your circumstances instead of a general question about “language residence.”
