If you are an international student in Türkiye, check how to maintain lawful residence as soon as your university enrolment is confirmed. This guide explains the student permit route, the usual documents and the points to review when renewing or changing university.

What is a student residence permit?

A student residence permit (Öğrenci İkamet İzni) authorises residence for an eligible course of study. The authority determines the period granted under the applicable rules; it is not automatically a one-year permit for every university student. A permit does not confer a general right to work.

Main requirements

  • Eligible enrolment in a recognised educational institution or programme.
  • Information and documents establishing the purpose of your stay.
  • An address supported by the evidence required for your circumstances.
  • Qualifying health-insurance arrangements or an applicable documented exemption.
  • An application made while your stay is lawful, following the relevant procedure.
For an initial application, follow the duration of your visa or visa exemption. There is no universal 90-day allowance for every visitor; use the period authorised for your nationality and entry.

Typical document checklist

DocumentWhat to check
Application formComplete the official e-Residence application, save it and sign as instructed.
PassportProvide the identity, validity and entry pages and originals or copies requested. Translation or certification is required only where specified.
Biometric photographsFollow the current format and quantity stated in your checklist.
Student certificateUse evidence of actual enrolment; an acceptance letter alone may not suffice.
Health-cover evidenceProvide accepted insurance or exemption evidence for your case.
Accommodation evidenceUse the appropriate university dormitory, rental or other accepted address documentation.
Payment receiptsPay and document the official amounts assessed, including the residence-card charge where due.
The form generated for your application and current migration-office instructions take priority over a general list.

How to apply

  1. Ask your university's international office which student application and document-delivery procedure it uses.
  2. Visit official e-Residence and choose the applicable initial, extension or transition route.
  3. Enter your passport, university, address and contact information accurately.
  4. Prepare the signed application, originals and supporting copies according to the generated checklist.
  5. Submit through the instructed university or Provincial Directorate of Migration Management channel, attending an appointment if required.
  6. Keep the submission evidence and follow requests for further information.
Do not assume every student must independently book an interview or upload the entire document file online; university-coordinated collection can form part of the process.

Insurance and the first-enrolment deadline

Ask about SGK general health insurance at the start of your studies. Eligible foreign students must request the student insurance route within three months of first enrolment. Missing that window can remove access to that route during their studies. Where it does not apply, arrange qualifying private cover or document another accepted basis.

Validity, renewal and changes

The permit's validity depends on the study circumstances and the authority's decision. For renewal, apply within the last 60 days of the existing permit and before its expiry.
For an educational change within the same province, the official student brochure specifies notification within 20 working days. Continuing higher education in a different province requires notification to the migration authority in the new university's province within 10 working days, with the appropriate permit procedure. Ask your international office to coordinate this; it is more than a routine address edit.

Costs: use the current official assessment

Card charges, any applicable residence or entry-related charges, exemptions and insurance premiums must be checked for your own application and date. A price quoted for a previous year may no longer apply. Use the official assessment and authorised payment instructions, and keep the receipt. Insurance prices vary with coverage and personal circumstances.

Common causes of problems

Missing or inconsistent documents, an unsupported address, unsuitable insurance, or an application after lawful stay has expired can delay or jeopardise the process. Keep the spelling of your name, passport details and address consistent. Monitor the contact channels on your application and respond within any stated deadline.

Useful habits

Save your application PDF, receipts, university certificate and correspondence in one folder. Tell the international office promptly about a university change, interruption or withdrawal. Confirm the residence implications with the responsible authority before making decisions that change your student status.
