SGK on e-Devlet in Türkiye 2026: Eligibility, Premium Debt and Records

e-Devlet provides separate services for healthcare entitlement, GSS premium debt, SGK insurance history, prescriptions, consultation copayments and recorded treatment. Knowing the exact Turkish service name helps you find the right record and identify which institution can correct a problem.

Seeking assistance with an application

1️⃣ e-Devlet and e-Nabız serve different purposes

e-Devlet is the government services portal, bringing together services from SGK, the Ministry of Health and other institutions. e-Nabız is the personal electronic health record for visits, laboratory results, imaging, prescriptions and medical reports.

Use e-Devlet mainly to establish insurance status, entitlement and premium debt; use e-Nabız to review clinical information. SGK registration, SPAS entitlement and GSS debt are related but separate records. One may be correct while another still needs attention.

2️⃣ Access for a foreign resident

You normally need a Turkish-issued foreigner identity number, the relevant valid residence/work/protection identification, and an e-Devlet password or another available official authentication method. A working mobile number is useful for account recovery and security. Authorised PTT branches can issue passwords after checking the required identification documents.

3️⃣ Healthcare entitlement: SPAS

SPAS Müstehaklık Sorgulama indicates whether current insurance records provide entitlement to healthcare. It is useful after starting or leaving a job, adding a spouse or child, paying a GSS debt, or being told at hospital registration that SGK cover is inactive.

An SGK registration entry does not always establish active entitlement. Check SPAS separately for the person who will receive care.

4️⃣ GSS registration and premium debt

Genel Sağlık Sigortası Tescil ve Prim Borcu Sorgulama shows information about GSS registration, assessment periods and premium debt. Compare dates if a debt relates to a month during which you were employed and insured under 4/a. Ask SGK to review a suspected overlap and how to handle any payment deadline during review; a correction request does not automatically suspend the deadline.

5️⃣ Insurance history and the 4A service record

SGK Tescil ve Hizmet Dökümü / İşyeri Ünvan Listesi helps you review insurance categories, employers, service periods and changes between categories such as 4/a, 4/b and 4/c where applicable.

4A Hizmet Dökümü focuses on employee records, including months, declared contribution days, insurable earnings and employer details. The latest month may not appear immediately if its declaration period has not yet ended; repeated missing months warrant follow-up with the employer and SGK.

6️⃣ Electronic prescriptions and medicine-use periods

İlaç e-Reçete / Reçete Bilgileri Sorgulama lets you review electronic prescription information in SGK. A separate service labelled (Çocuğunuz adına) may be used for a child when the child’s record is correctly linked to the parent.

4A/4B/4C İlaç Kullanım Süresi Sorgulama helps you check recorded medicine-use periods, for example when asking about dispensing another supply. It is an administrative enquiry, not permission to change the prescribed dose or repeat treatment without medical instructions.

7️⃣ Consultation copayments and treatment records

4A/4B/4C Muayene Katılım Payı Sorgulama shows recorded consultation contributions associated with covered services. It can explain a fee collected by a pharmacy or deducted elsewhere. It does not necessarily include every additional fee paid directly to a private hospital.

Tedavi Bilgileri Sorgulama lets the insured person review treatment recorded within SGK/SUT arrangements for themselves and covered family members. If you see a transaction you do not recognise, keep its date, provider and identifying details, then ask the provider and SGK to investigate.

8️⃣ Covered family members

Two useful service names are Genel Sağlık Sigortalısının Bakmakla Yükümlü Olduğu Aile Bireyleri Sorgulama and Genel Sağlık Sigortalısının Bakmakla Yükümlü Olduğu Aile Bireyleri Doğrulama. They support dependant enquiries and certain verification procedures. Adding a foreign family member may still require residence, marriage or birth documents to be submitted to SGK. Check SPAS for each person after the family record is updated.

ProblemInstitution responsible for the underlying recordUseful next step
Insurance category or GSS debtSGKSubmit the relevant registration and period documents
Declared days or earningsEmployer and SGKCompare payroll, service records and work evidence
Medical report or prescriptionIssuing doctor/healthcare providerRequest an authorised clinical correction
Identity, family relationship or residenceIdentity/migration authority, then SGKCorrect the original record before cover is updated
Unrecognised treatmentSubmitting provider and SGKKeep transaction details and request investigation

9️⃣ Can an enquiry screen correct the data?

Most enquiry services display institutional records; they do not allow you to edit the underlying entry. For an insurance, debt or employment issue, contact SGK and the employer as appropriate. For a report or prescription, contact the doctor or issuing provider. For identity and family data, first correct the authoritative civil/migration record, then ask SGK to update entitlement.

1️⃣0️⃣ Protect your account and documents

Use the official portal or app, enable two-step login, and never share your password or SMS code with an insurance intermediary. Before entering credentials, check the exact official domain turkiye.gov.tr or a genuine subdomain such as giris.turkiye.gov.tr; a similar-looking address is not sufficient. Store downloaded documents securely and sign out on a shared computer. Send only the relevant record when asking for assistance, rather than sharing your whole medical or identity file.

For hospital refusal, begin with SPAS; for an unexplained premium, use the GSS debt enquiry; for employment, compare SGK registration and 4A; for prescription details, use e-Reçete or e-Nabız; for pharmacy consultation charges, use the copayment service; and for family cover, check dependants and each individual’s entitlement.
