Scope of this 2025 guide:
Reports about residence renewals in 2025 raised three concerns: applications relying on rental accommodation, financial evidence and changes to electronic notification and application procedures.

A rental agreement establishes accommodation; it does not by itself establish the legal purpose of residence or guarantee renewal.
Income requirements depend on the permit category. A rise in the minimum wage can change an amount calculated by reference to it.
Some procedural developments used in 2025 had already begun in 2024.
There was no identified official instrument in the material checked establishing all these matters as a single new nationwide package from 1 January 2025. Nor should reports of closer scrutiny be read as a ban on all residence permits. Assess your actual grounds and documents before applying.

1️⃣ Rental agreements and short-term residence renewals

Tourism and other short-term applications:
Applicants who had previously renewed using a rental agreement could still face refusal if they did not satisfy the conditions for their stated purpose of stay.
A previous approval does not replace the conditions that apply to the next application.
What should an applicant check?
An application relying only on a rental contract may be insufficient without the other required evidence, including:
Adequate and demonstrable financial means.
A genuine qualifying purpose of stay, such as tourism, study or a relevant business or property-related ground. Employment requires the appropriate work authorisation.
Some legal advisers have reported difficulty with second or third renewals. Such accounts do not establish a nationwide rule of automatic rejection at a particular renewal number; individual decisions and circumstances must be checked.

2️⃣ Income requirements and the minimum wage

Where the minimum wage matters:
The standard net monthly minimum wage for 2025 was TRY 22,104.67, often rounded to TRY 22,104.
Do not determine eligibility using unverified estimates such as 1.5 times the minimum wage per adult or separate unofficial figures for children and a four-person family.
For ordinary family residence, the official requirement is sufficient monthly income of at least one third of the minimum wage for each family member, including the sponsor, with the total no lower than the minimum wage. Other permit categories have different conditions. Confirm the applicable calculation and evidence with the migration authority.
What does this mean in practice?
A family-residence application or renewal requires appropriate evidence of:
Adequate and regular income.
The ability to meet the family’s needs under the applicable legal test.
Insufficient or unclear evidence may lead to requests for further documents or refusal where the legal conditions are not met. An unsupported claim that refusal had become “common” does not predict the outcome of an individual file.

3️⃣ Electronic notifications and notarial submission

National Electronic Notification System (UETS):
The migration authority’s announcement required UETS account-information documents for extension and transfer applications from 15 April 2024; this was not a measure first introduced in January 2025. Children under 18 do not require their own UETS address under the announcement; their results are sent through a parent’s or guardian’s address. Check the official requirements for your application.
Official correspondence and decisions may be delivered electronically, so applicants must understand how to access and monitor the system rather than rely only on paper mail.
Submitting a file through a notary (Noter):
A notarial submission route was piloted in Ankara on 14 June 2024 and extended nationwide from 17 July 2024, under the official announcement.
A notary receives and forwards eligible residence application files to the provincial migration directorate. The migration authority decides the application; a notary does not grant residence permission. The announced route does not cover temporary- or international-protection procedures.

4️⃣ Preparing before a permit expires

Do not leave preparation until the final week:
Review your situation well in advance, for example two or three months before expiry, while observing the official filing window and deadline for the application itself.
Check your legal basis:
Is your stay based on tourism, family, property ownership, study or a work permit?
Each has its own requirements. A work permit can substitute for residence permission within the legal framework; it is not simply another ordinary residence-permit category.
Assess financial evidence against the actual rule:
Check your income or the sponsor’s income against the verified requirement for your category, rather than an unofficial multiplier.
Prepare clear evidence such as bank statements, payslips or relevant contracts, as requested.
Do not treat a tenancy as your whole application:
A rental contract is important accommodation evidence, but it does not replace the other legal conditions for renewal.
Use a genuine ground that matches your circumstances. Work, study, business activity or an eligible property purchase is not a guaranteed alternative, and may require a different application or additional authorisation.

5️⃣ Frequently asked questions

Was every tourism-residence renewal refused?
No such blanket rule was established by the official material checked. Tourism is a recognised short-term purpose, but renewal depends on meeting its conditions; earlier approval does not guarantee another permit.
Are the rules the same in İstanbul, Antalya and Trabzon?
The national legal framework applies across Türkiye. Documentation requests, local restrictions and individual circumstances may differ. Another applicant’s experience is not a substitute for your directorate’s official instructions.
Are advisers’ quoted income figures definitive?
No. Distinguish official rules from estimates or recommended financial buffers. In particular, an unverified “1.5 times per adult” figure is not interchangeable with the statutory family-sponsor formula.

6️⃣ Individual circumstances and official sources

This guide provides general information, not individual legal advice.
Age, permit category, finances, location and immigration history can all affect the documents and rules relevant to a file.
