🔎 An advertisement claiming ‘suitable for residence and citizenship’ needs documentary evidence; a high price alone is not a reason to buy.

Some Turkish property offers blur three separate issues: the right to buy, eligibility to apply for residence as an owner, and whether an investment qualifies for the exceptional citizenship route. Each has different conditions, authorities and procedures. An apartment may be legally purchasable while its use, value or the buyer’s circumstances fail to meet the advertised purpose. This guide explains how to check such claims in 2026 before paying a deposit, and how to avoid basing a financial decision on an administrative outcome that is not guaranteed.

1️⃣ Separate Ownership, Residence and Citizenship

Application or TransactionThe Main QuestionWhat Does It Not Establish on Its Own?
OwnershipCan this buyer acquire and register this property? It does not establish approval for residence or citizenship
Property-based residenceAre the application, residential-use and documentary requirements met?It does not confer citizenship automatically
Citizenship by investmentDo the investment and application meet the official route’s requirements? An advertisement or agent cannot guarantee the final decision

Write down your objective: a home you will occupy, a property you will let, or an investment linked to a citizenship application. If that objective changes during negotiations, reassess the file rather than simply adding a word to the contract. Occupying a home differs from operating it for income, and two promises in one advertisement may be incompatible with your plan.

Assign questions to the relevant specialists and authorities: the land registry for ownership and the transaction, migration authorities for residence, and the competent citizenship authorities for that route. A lawyer can coordinate the questions, but an agent’s account of a previous successful application does not determine yours.

2️⃣ Check the Conditions for Residence Based on Ownership

The published official document list for short-term residence based on property ownership states that the home must have been worth at least the Turkish-lira equivalent of USD 200,000 when acquired. It requires the property to be a residence used by the foreign owner for that purpose, rather than for letting or similar income-generating purposes. Ask migration authorities how the list applies to your acquisition date and application type; older purchases, renewals and changes of residence category cannot be resolved by a general advertising claim.

Documents for this route include evidence of ownership and address, a municipal address-numbering document for an initial application, and proof of continued ownership for renewal. The list also specifies a current valuation report for homes acquired by inheritance or gift. These are application requirements, rather than a promise that every owner of a home above the threshold will receive residence.

If you plan to let the entire home while living elsewhere, discuss the conflict with the use requirement before buying. Do not assume both rental income from the same property and residence approval based on occupying it without checking. Family members and co-owners each have circumstances and documents that require review.

3️⃣ Verify the Address and Permitted Use Before Considering the Finishes

Request the full address, the independent unit’s details and its description in the register. ‘Hotel apartment’ or ‘office that can be lived in’ does not, by itself, establish the lawful use or suitability for a residence application. Compare the registered description with the offer, then have a specialist check building permission, occupancy documentation and the municipal position.

Ask migration authorities about the address in relation to your application type and any restrictions or exceptions affecting the neighbourhood or applicant. Do not rely on a neighbourhood list sent by an agent months ago, or assume that a relative’s approval in an area guarantees yours. Keep the date, response and property details on which the answer was based.

During the viewing, check whether the home can actually be occupied: connected utilities, a verifiable address, any existing tenant and the handover date. A property that is not ready for occupation may require temporary accommodation and different application timing. That cost belongs in your decision even if the advertisement calls the project an excellent opportunity.

4️⃣ Understand the Property Investment Requirement for Citizenship

The official property investment route specifies at least USD 400,000 or its equivalent in foreign currency, a land-register restriction preventing resale for three years, and confirmation by the competent authority that the investment requirements have been met. Residence or citizenship procedures follow completion of the relevant eligibility documents; the final decision belongs to the official authorities, rather than the developer or agent.

Check the property type, acquisition date, ownership structure and transaction requirements against the current instructions. Do not treat a registered apartment, an ownership share, vacant land and an incomplete promise of sale as interchangeable. Each arrangement has its own documentation, and some may not achieve the buyer’s intended purpose.

Request an answer specific to the offered property, payment method and registration, rather than a general explanation of the financial threshold. If the offer involves combining properties, transferring shares or changing previous ownership, suspend reliance on the claim until a specialist reviews the actual documents. A transaction completed before the instructions changed is not a rule for 2026.

5️⃣ Distinguish the Asking Price, Accepted Value and Total Cost

An apartment may be advertised at USD 420,000 while the investment file still requires independent verification of value, the transaction and payments. A ‘guaranteed valuation’ does not remove the need to obtain official documents and check their issuer. Request a breakdown identifying the sale price, the value accepted for your intended purpose and the document used to establish the investment amount.

Do not add fees, service charges and furniture to the property price and assume the total paid is qualifying property investment. Your purchase budget contains different items, while investment eligibility follows its own official components and procedures. Contract, transfer and documentary amounts must agree, without artificial adjustments to reach the threshold.

Ask who may carry out the valuation, how it is requested, how long the report remains valid and how a challenge or change in information is handled. Avoid outdated assumptions that only one body can prepare every report or that a validity period remembered from an earlier case always applies. Discuss the latest instructions relevant to your file before committing.

6️⃣ Testing Three Marketing Claims: A Worked Example

These hypothetical offers are for learning, rather than prevailing prices or recommended properties. Assume the buyer is pursuing citizenship and the reference threshold for a current purchase is USD 400,000, with every other requirement still to be checked.

Hypothetical OfferProperty PriceOther CostsTotalInitial Finding
A: ‘A budget above the threshold’USD 399,000USD 31,000USD 430,000The total does not raise the property price itself to USD 400,000
B: ‘The asking price is enough’USD 420,000USD 25,000USD 445,000If the hypothetical accepted value is USD 392,000, the shortfall is USD 8,000
C: ‘Everything is ready’USD 410,000USD 28,000USD 438,000The investment, remaining conditions and personal application still need to be substantiated

In the first offer, paying USD 430,000 does not make the property price USD 430,000. In the second, an asking price above the threshold does not resolve an accepted value below it where that value must meet the threshold. In the third, exceeding the threshold starts the checks; it does not guarantee the decision.

Discuss any valuation shortfall with your lawyer and the competent authority before transferring money. Do not accept a solution that merely inserts an amount into the contract without a real price and verifiable payments. Financially, compare the property with similar alternatives too: satisfying an administrative purpose does not make the price reasonable or resale profitable.

7️⃣ Include Payment and Documentation in Your Due Diligence

Before transferring funds, ask the bank and land registry for the currency and payment documents required for your particular transaction. Check the buyer, seller and property details, the beneficiary account and the treatment of earlier payments. Do not send large sums to an agent’s personal account on the understanding that the file will be prepared later.

Keep evidence of each payment and a document explaining its purpose, separating the property price from service fees. For a reservation payment, specify how it counts towards the price and how it is refunded if a written condition is not met. If the seller, account or property changes, check that all details agree before paying.

Use the true price in the contract and declarations, and request a written explanation for any discrepancy. Paying one part officially and another outside the documents complicates proof and may harm the application and your financial rights. Documentation must begin with the first payment, rather than the final application.

8️⃣ Assess Family Members and Personal Circumstances Separately

List everyone you expect to include: a spouse and children, with their ages, nationalities, family status and place of residence. Request a statement of each person’s route and documents. Do not assume that ownership by the father alone, or a whole family’s contribution to the price, automatically satisfies every individual application.

Check passports and birth, marriage, divorce and child-related documents as needed, including the required certification and translation. Differences in a family member’s name spelling or date of birth may lead to a request for further documents. Reconciling these details while checking the property is easier than discovering them after purchase.

Discuss changes in age, family status or nationality during the process. Do not rely on a promise that quick processing will prevent a material change in the file. Ask what the service fee covers for each person and whether translation, certification and official fees are included.

9️⃣ Turn Promises into Contract Terms You Can Assess

Advertising ClaimWhat to Request InsteadWhat the Contract Should Address
‘Guaranteed residence’Checks of the address, use and application by the competent authorityThe service scope and provider’s obligations
‘Suitable for citizenship’Property eligibility, value, payments and current instructionsWhat happens if a specified condition is not met?
‘Full refund’Who must refund, when, and whether they can payRefundable and excluded amounts, and enforcement arrangements
‘All fees included’An itemised list of costs and amountsAdditional fees and tax on the service

A private contract cannot compel a government authority to approve an application. Properly drafted, however, it can define the contracted service and financial obligations when specified events occur. Ask your lawyer to identify the grounds for cancellation or refund, the evidence required, the deadline, procedure and party responsible for the cost.

Check who signs the undertaking too. A salesperson’s promise is not necessarily binding on the property-owning company. Keep the advertisement, offer and correspondence, and make sure the version you understand agrees with the contract you sign. Do not leave a material discrepancy between a verbal explanation in Arabic and contractual wording that has not been accurately translated for you.

1️⃣0️⃣ Set a Clear Sequence of Checks Before Paying a Deposit

StageRequired OutcomeBuyer’s Decision
Define the objectiveClearly identify ownership, occupation or a citizenship applicationChoose appropriate criteria
Check the applicant and addressA statement of obstacles and unanswered questionsProceed or choose a different property
Check value and transaction detailsConsistent documents and figures for the intended purposeAssess the shortfall and costs
Review the contract and paymentUnderstood conditions and a documented payment processCommit once the checks are complete
Registration and applicationComplete documents and follow-up with the authoritiesFollow each file separately

Assign a responsible person, a document and a follow-up date to every stage. Do not compress everything into one trip or a promise to ‘finish after the title deed’. If a material question about the person’s or property’s eligibility remains unanswered, do not let pressure over the price override it.

Budget for temporary accommodation, travel, translation, services and property operating costs while waiting. Even when investment conditions are met, actual processing times can vary. Consider how the resale restriction affects available funds: your family may need money outside the property before the period ends.

1️⃣1️⃣ Checklist and Common Mistakes

  • The objective is clear, and each family member’s route is understood.
  • The address, unit, use and occupancy status have been checked.
  • The property price is separated from other costs and the accepted value.
  • Ownership, valuation and payment documents agree and can be verified.
  • Refund conditions, service charges and fees are precisely documented.
  • The financial decision does not depend on a verbal guarantee of approval or a fixed processing time.

Common mistakes include counting purchase fees towards the investment threshold, buying a tenanted property while expecting residence based on personal occupation, and relying on an old rule for a different neighbourhood or acquisition date. Another is assuming that expiry of a citizenship-related resale restriction answers every tax question when selling; tax matters require a separate assessment.

If the plot, unit or seller changes during negotiations, start the replacement property’s checks again. Similar appearance, size and price do not ensure similar eligibility. Do not hand over original passports or personal access credentials for electronic services without an official need and clearly defined representation.

1️⃣2️⃣ Frequently Asked Questions Before You Decide

Is a title deed enough to obtain residence? It proves ownership, while residence has separate conditions, documents and a decision, including acquisition value and use under the route described here.

Does a USD 400,000 property grant citizenship automatically? Exceeding the threshold alone does not settle the application. The qualifying investment, restriction, documents, personal file and official decision must all be completed.

Can I let the home and then apply for property-based residence using it? The official list for this route requires residential use by the foreign owner and excludes letting for income. Check your plan before committing.

Does residence automatically allow me to work? Residence alone does not confer a right to work; a separate work-permit or exemption route applies where relevant.

Where can I find details about family residence and renewal? Use the specialist guides in the Visas & Residency section and consult the competent authority about your actual application. A property advertisement is not a substitute for the immigration file.
