Long-term Residence in Türkiye: Requirements, Benefits and Applications

This 2025 guide explains long-term residence in Türkiye: who can apply, the benefits and the documents to prepare.

“Permanent residence” here means a long-term residence permit, not citizenship or automatic permission to work.

Who can apply?

  • The usual route requires at least eight years of continuous residence on qualifying permits. Half of the time on a student residence permit counts; other qualifying residence permit periods count in full.
  • Long absences may affect continuity. Have your residence and travel history assessed rather than counting eight calendar years alone.
  • You must meet the relevant income, health insurance and public order/security conditions. The ordinary eligibility rules also require no social assistance in the preceding three years.
Refugees, conditional refugees, subsidiary protection beneficiaries, people under temporary protection and humanitarian residence permit holders cannot transfer to this permit through the ordinary route. A past residence breach or removal decision requires individual assessment; the original guide's blanket “no previous violation” test is not the full legal test.

Documents to prepare

  • A valid passport and the required copies.
  • Your current residence permit card.
  • Your residence history, as required by the Provincial Directorate of Migration Management.
  • Evidence of sufficient, stable income; employment is one possible source, not the only one.
  • Evidence of valid health cover meeting the applicable requirements. Do not assume that a one-year private policy is the universal requirement for an indefinite permit.
This is a preparation list. Obtain the complete, current checklist through e-Residence and the directorate handling your application, including any additional evidence requested.

Benefits

- The permit is issued indefinitely, so it does not require annual renewal.
- It supports continued residence and study, subject to the rules that apply to your circumstances. It does not itself authorise employment: obtain a work permit or a valid exemption where required.
- It does not require you to acquire Turkish citizenship or give up your existing nationality.
- Holders have broad rights, subject to special legislation. Exceptions include voting, standing for election, public service employment and the vehicle-import customs exemption available to citizens; holders are not subject to compulsory military service.

How does it differ from a time-limited permit?

Legal rightsDepend on the permit categoryBroad rights, with statutory exceptions
CancellationDepends on the category, purpose and applicable conditionsPossible for a serious public order/security threat or qualifying prolonged absence

Before applying

- Check that your qualifying residence history is continuous.
- Prepare income and residence evidence from the outset.
- Keep legible PDF copies of all your documents.

Frequently asked questions

Can I change my current permit to a long-term permit? You may apply if you meet the relevant conditions; approval is not automatic.
Do I need an employment contract? Not necessarily. Sufficient, stable income may come from other lawful sources, with evidence acceptable to the authority.
Can leaving Türkiye lead to cancellation? Yes. Continuous absence of more than one year can lead to cancellation, except for the specified health, education or compulsory public service reasons. A serious public order/security threat is a separate cancellation ground.
