Lifts in Türkiye: Inspection Labels, Maintenance and Reporting Danger

A working lift is not enough to establish that it is safe. Check its latest inspection result, who maintains it and how to report a fault. This guide helps apartment and development residents read the label, request the right documents and respond to danger or entrapment. Allocating expenses and challenging Aidat charges are separate subjects.

⁦1️⃣⁩ Monthly maintenance and annual inspection are different

Maintenance — Bakım is performed regularly by the installer or its authorised service, at least monthly. Periodic inspection — Periyodik kontrol is performed at least annually by a ministry-authorised type A inspection body operating under an agreement with the local authority. A maintenance invoice does not replace an inspection report, and a technician’s visit does not establish that the lift passed inspection.

The official explanation in the parliamentary record distinguishes monthly maintenance from periodic inspection. Ask management for the maintenance company, contract and fault contact, plus the latest inspection report and lift identification number. A payment receipt alone is insufficient.

⁦2️⃣⁩ What do the label colours mean?

The Ministry of Industry and Technology explains the inspection colours below. Read the inspection date, lift number and inspection body alongside the colour. An old or illegible label needs verification; continued operation does not establish its validity.

ColourResultPractical action
Red — KırmızıUnsafe — GüvensizDo not use. The building responsible person must make it safe within a maximum of 60 days; this is not permission to keep riding.
Yellow — SarıDefective — KusurluNonconformities must be corrected within a maximum of 120 days. Request the report, corrective plan and follow-up inspection.
Blue — MaviMinor defects — Hafif kusurluRequest the defect items and arrangements to correct them; this does not mean completely free of defects.
Green — YeşilNo defects in the inspection result — KusursuzKeep the report and continue maintenance. Report any new fault even with a green label.

⁦3️⃣⁩ Who follows up, and what should you request?

The building responsible person — Bina sorumlusu arranges the maintenance contract and work and follows up safety. Bayraklı Municipality’s 2026 notice confirms the duty to report danger to the maintenance service and take safety measures until authorised intervention. Ask who holds this responsibility if the contact is unclear.

Request the report listing defects and actions, rather than “the technician said it was fine”. For your case’s timetable, ask the inspection body for the report date, its communication date and the recorded follow-up appointment. Do not count from the day you happened to read the label or received a neighbour’s message. This guide does not assign one date to every lift.

After correction, request the work record and follow-up result where required. A contractor’s promise or paid invoice does not itself change an inspection result. If the competent authority has sealed and taken the lift out of service, do not break the seal or restart it yourself.

⁦4️⃣⁩ Faults to report immediately

If the car stops unevenly with the landing, a door malfunctions, stops recur or movement is unusual, avoid using the lift and report the specific observation to management and the maintenance service. Do not test it by riding again or ask a child to try the door. Confirm that the car is present before entering and respect the stated load limit.

From a safe place, record the date, time, landing, lift number and what happened. A label photograph or earlier report helps; do not approach the shaft or open an electrical panel for a photograph. Nevşehir University’s official instructions require reporting uneven landing levels and prohibit unauthorised electrical intervention or attempting to escape independently during a breakdown.

⁦5️⃣⁩ If someone is trapped inside

Stay calm and use the available alarm or communication facility to request help. Tell management and the fault service your location, address, lift number if known, number of occupants and any medical or communication needs. For injury, smoke or immediate danger call 112 and explain that people are trapped in a lift.

Do not force doors or try to climb through a gap between floors, enter the shaft or climb onto the car. People outside must not use an emergency key or move the lift to rescue occupants without training. Wait for rescuers or authorised technicians and follow their instructions. This guide does not provide manual release instructions.

⁦6️⃣⁩ Six steps from reporting to verification

This is an organisational checklist for residents. Immediate danger takes priority over correspondence.

⁦1️⃣⁩ Avoid the dangerous lift and alert others without exposing yourself to danger.

⁦2️⃣⁩ Send management and the maintenance service a specific description with the address, time, lift number and a label photograph if safely available.

⁦3️⃣⁩ Request a report reference, named contact, latest inspection report and a specific intervention appointment.

⁦4️⃣⁩ If danger persists or a red-labelled lift remains in use, notify the municipality or relevant local lift authority with your evidence and request an inspection.

⁦5️⃣⁩ For concerns about inspection or service performance, give the facts to the provincial Industry and Technology Directorate. Distinguish this from a financial claim against the landlord or management.

⁦6️⃣⁩ Obtain the work report and follow-up result before treating the case as closed, and retain reports and replies.

⁦7️⃣⁩ Costs and access before renting

There is no single national price for every lift’s maintenance or repair. Separate the inspection charge from maintenance, replacement parts, modifications and follow-up inspection. Ask for the current local tariff, stop count, tax and quotation inclusions, and the management decision and allocation to your unit. Do not assume every major replacement automatically falls on the tenant.

If you depend on the lift daily, ask who contacts you when it stops and what safe practical alternative is available. Check the entire access route, entrance and car widths and landing, rather than relying on “has a lift”. Access failures need action, but do not justify running an unsafe lift or improvising carrying someone on stairs.

Frequently asked questions

Does red mean I can ride for another 60 days?
No. Red means unsafe and must not be used. The correction period is not a grace period for passengers.

Does blue mean the same as green?
No. Blue identifies minor defects. Request the report items and correction arrangements.

Does monthly maintenance replace annual inspection?
No. The service, provider and report differ. Retain records of both.

Can I ride with a green label if the door malfunctions?
Avoid use and report the new fault. An earlier inspection does not cancel a subsequent danger.

Can a tenant report a problem directly?
Yes. Tell management and the service about danger, and inform the landlord about unit and cost issues. Do not wait for financial responsibility to be resolved when danger exists.

Can I deduct repair costs from the rent?
The lift report alone does not establish that right. Check the lease, type of expense and settlement with the landlord, keeping safety action separate from the financial dispute.
