In September 2025, Istanbul approved a further increase of approximately 30% in public-transport and taxi fares. The revised tariffs took effect on 15 September and covered buses, metro and tram services, Metrobus, ferries, minibuses, taxis and school transport.

The change mattered to visitors using Istanbul as their main destination, residents travelling every day, and anyone planning living or travel costs during 2025–2026. This guide explains what changed, separates fares from different points in 2025, and considers the effect on a household or holiday budget. These are historical figures, not a quotation of current fares.

1️⃣ 🧾 What exactly did Istanbul approve?

The September decision raised tariffs by approximately 30% across the following services:
  • City buses.
  • Metro and tram services.
  • Metrobus, the bus rapid-transit system.
  • Ferries and other covered sea services.
  • Minibuses, often called dolmuş.
  • Ordinary taxis.
  • School transport services.
The electronic-ticket schedule identifies the Istanbul Metropolitan Municipality Council decision as No.1032 of 12 September 2025, effective 15 September. It provides the appropriate reference for fares quoted in the following autumn, rather than implying that a separate October increase created the TRY35 ordinary fare.

The stated rationale was to reflect rising operating costs and help sustain transport services during continuing inflation. In the council debate reported at the time, the tariff commission chair referred to fuel, electricity, exchange rates and imported spare parts. Maintenance and staffing also belong in an assessment of operating costs; the original account did not provide an audited breakdown establishing each factor’s precise contribution.

2️⃣ 🚇 How much did journeys cost in 2025?

Differences between online summaries often arise because they describe different dates, routes or ticket types. Check all three before comparing a fare.

Metro, tram and ordinary city buses
  • The standard Istanbulkart fare was TRY27 from 18 January 2025, then TRY35 from 15 September. These were successive tariff periods, not two competing prices for the same ordinary journey after the September increase.
  • The original account’s approximately TRY21 “before” figure does not match the standard fare immediately before September. The relevant comparison is TRY27 to TRY35, an increase of approximately 30% after rounding.
The original TRY27–35 range therefore describes the change over those periods in 2025. It should not be used as an undated estimate for a future trip, and exceptions such as special services must be checked separately.

Ferries
The approximately TRY38 figure applies only to certain journeys, not every crossing. In the September schedule, for example, Beşiktaş–Üsküdar was TRY37.99, Üsküdar–Eminönü TRY44.33 and Kadıköy–Eminönü TRY49.40. Intercontinental crossings, longer routes, island services and special services can have different charges.

Marmaray
The railway crossing beneath the Bosphorus uses distance bands. The official January 2025 schedule showed a full-route fare of TRY59.76, explaining the initial account’s roughly TRY59 reference. This dated Marmaray figure should not be treated as proof that its tariff followed every subsequent municipal increase. Check the operator’s schedule for the date and distance concerned.

Metrobus
Fares vary by the number of stops. The roughly TRY40 long-distance figure belongs to the January schedule, whose highest ordinary fare was TRY40.08. The September schedule increased the highest band to TRY51.96. Shorter journeys had lower listed fares, but a traveller’s eligibility for a distance refund must also be checked.

Ordinary taxis
The September tariff increased the meter’s opening charge and the charge per kilometre by close to 30%. For the standard yellow-taxi category, it listed an opening charge of TRY54.50, TRY36.30 per kilometre and a minimum journey charge of TRY175. Time charges also matter in slow traffic. Longer journeys therefore became more expensive; comparing them with early 2024 requires the applicable earlier tariff and the actual route, rather than assuming one fixed percentage over that whole interval.

A useful warning: there was more than one fare revision during 2025. Inflation can lead to further changes, but it does not create a guaranteed number of increases each year. None of these historical amounts fixes a price for 2026 or beyond.

3️⃣ 💳 Istanbulkart remains a useful starting point

Istanbulkart provides a convenient way to pay for metro, tram, bus, Metrobus and ferry journeys. It also works at participating non-transport facilities, which can include public toilets and other municipal services; acceptance should be checked at the facility itself.

Ordinary pay-as-you-go fares can be cheaper than buying a limited-use ticket for every journey. However, allow for the cost of obtaining the card, and compare the products appropriate to your itinerary rather than assuming that every alternative is simply a “paper tourist ticket”.

Where a standard card permits consecutive full-fare payments, it may be tapped separately for different passengers. Do not assume that a personal, discounted, free-travel or subscription card can be shared, or that each passenger will receive transfer concessions or distance refunds. Eligibility rules matter, particularly for visitors using an anonymous card.

TRY2,750 should not be treated as a universal monthly loading or payment limit, or an unlimited-travel entitlement. Limits depend on the card, verification status and loading channel; check the issuer’s rules for the product you actually hold.

For clarity, the September full-fare Mavi Kart subscription price of TRY2,748 was a separate product price, not proof of a TRY2,750 top-up limit.

If pay-as-you-go suits your visit, obtain the appropriate card early and load enough for your planned journeys, allowing for card limits and the possibility of unused balance. The useful principle is to choose the right payment product from the outset, rather than repeatedly buying a less suitable single-use option.

4️⃣ 👥 How did the increase affect residents and visitors?

For an Istanbul resident
Someone commuting to work or university every day would notice the additional monthly cost immediately. For example:
  • Two journeys a day over 22 working days means 44 journeys.
  • At the original illustrative average of TRY30 each, 44 × TRY30 = TRY1,320 a month. This is a budgeting example, not the ordinary fare after 15 September.
  • At the September ordinary fare of TRY35, the same 44 separate full-fare journeys would total TRY1,540, before any applicable concessions or subscription comparison.
Neither example includes weekend outings, extra trips or journeys charged under a different tariff.

For a visitor
Public transport can remain a practical alternative to taxis, but its cost is no longer negligible. The claim that Istanbul is cheaper than most European capitals needs a like-for-like comparison of routes, tickets and exchange rates; it should not be treated as a universal finding.

For a one-week visit mainly using metro, trams and ferries, the original TRY700–1,200 per person range is a planning allowance, not an official weekly fare. Whether it is sufficient depends on the number of journeys, routes, distances and ticket eligibility. Price your actual itinerary and keep a margin for extra travel.

5️⃣ 📌 Practical ways to manage the higher cost

  • Use public transport where it suits the journey.
Taxi costs rose alongside other fares, and slow traffic can add to a metered journey. Compare the total cost and convenience, taking account of luggage, mobility needs and the size of your group.
  • Group nearby sights together.
Visit places in the same area on the same day where possible, reducing repeated journeys backwards and forwards across the city.
  • Compare day and multi-day cards.
Istanbul City Card products have included one-, three- and five-day unlimited-transport options, alongside longer durations. Such a pass may be worthwhile for frequent travel, but check its actual price, activation rules, covered services and exclusions. Do not confuse it with an ordinary reloadable Istanbulkart or assume that an unlimited product covers every operator or special journey.
  • Check the tariff before travelling.
Use the municipality’s or operator’s latest schedule for your travel dates. A historical guide helps explain the change, but a later fare revision can alter your budget.

6️⃣ 🧩 What does this mean for Istanbul as a destination?

Istanbul remains a vast city with many choices and a public-transport network serving numerous visitor districts. Good access to the places on your itinerary can still make public transport an important part of a successful trip.

The change is that visitors should no longer take exceptionally low prices for granted. The “very cheap destination” advantage remembered by many Arab travellers has come under pressure, making a combined budget for transport, accommodation and food increasingly important.

Conclusion
  • Istanbul introduced an approximately 30% transport and taxi tariff increase in September 2025.
  • The ordinary city fare moved from TRY27 to TRY35; other services require their own route, distance or vehicle-category checks. Describing prices as internationally acceptable is a judgement, not a guarantee of affordability for every traveller.
  • Choosing an appropriate Istanbulkart product and planning a sensible daily route can reduce the impact on your budget, although neither removes the increase or guarantees a saving on every journey.
