Home Solar Electricity in Türkiye: Roof Suitability, Permissions and Connection

A home’s roof may provide part of its electricity, but buying panels is not the first step. Start with roof-use rights, roof condition and household needs, then establish the project route with the distributor and qualified professionals before committing to equipment. Good sunshine in the region establishes neither a particular roof’s suitability nor its connection approval.

Selected official guidance reviewed: 26 October 2026. This guide concerns household photovoltaic electricity systems, without promising savings, payback or a universal exemption from permissions.

⁦1️⃣⁩ Identify the system and the meter it serves

The Ministry of Energy distinguishes solar heat from photovoltaic electricity. A solar water heater is not a system that reduces every household appliance’s electricity consumption; specify electricity or hot water in the quotation request. For electricity, establish whether the project serves the flat’s account, shared building facilities or a detached home.

Collect a full year of bills and consumption quantities, alongside the times the household is present and equipment runs. Request monthly generation estimates and an explanation of energy used at home versus possible grid exports. Rated power in kilowatts is different from annual energy in kilowatt-hours and does not mean constant generation day and night.

⁦2️⃣⁩ Check the roof and rights before equipment

Review the title, approved plans and management plan: is the roof private or common, and is a right of use documented? A top-floor flat or a roof-door key does not automatically confer installation rights. Tenants should secure written arrangements with the landlord covering installation, maintenance and removal at the end of the tenancy.

Put the work to building management and an appropriate legal or technical professional to establish the necessary consents. Ask the competent building authority or municipality what the site and alteration require; a “permit-free” claim does not override ownership rights or project and safety requirements. Separate permission to use the roof from permission to connect to the grid.

⁦3️⃣⁩ Obtain a site assessment and comparable quotations

Commission qualified professionals to assess roof capacity, fixing, wind and snow, waterproofing and drainage, alongside shading, usable space and safe maintenance access. Do not climb an unsafe roof for photographs or measurements, or drill or install equipment before design and permissions. Establish whether roof repairs should precede installation.

The quotation should identify panel and inverter models, capacity, electrical and structural work, protection, monitoring, warranty and after-sales service. Ask what the price excludes, such as strengthening, waterproofing repairs, battery, fees or metering work. Compare the same scope between providers rather than panel count alone.

ConnectionDistributor response and project approval routeA contractor’s offer does not guarantee connection capacity
Price and handoverDetailed scope, acceptance criteria, documents and warrantyPanel price is not the cost of a system ready to operate

⁦4️⃣⁩ Unlicensed generation still has procedures

The Ministry of Energy explains the unlicensed-generation model and applications to the relevant distributor or network operator, depending on the case. The model removes the production-licence requirement within its conditions; it does not allow anyone to connect panels directly to the home’s installation. Confirm the account associated with the project and the eligible applicant. The EPDK unlicensed-generation portal provides the relevant document, agreement and regulatory categories.

Ask your local distributor for the documents and route applicable to your project’s capacity and site: application, connection assessment, the document or agreement allowing the next stage, project approval, construction, inspection and acceptance, and metering and commissioning arrangements. Follow the authority’s required order and retain application references and replies. Initial acceptance of an application is not permission to operate.

As a regional example only, Fırat EDAŞ publishes routes, documents, assessment results, connection capacities and fees for 2026. Use the company actually serving your region; this company’s forms and addresses are not a universal national route. Obtain written confirmation of current deadlines and fees before incorporating them into the contract.

⁦5️⃣⁩ Separate savings, exports and outage backup

Request a site- and consumption-based assessment covering expected generation, self-consumption, losses, maintenance, performance degradation, finance and equipment replacement. The export payment is not necessarily the final retail electricity price including every component; obtain the applicable settlement, price, tax and fee explanation from the responsible bodies. A marketing spreadsheet is not a return guarantee.

If the aim is to keep loads running during an outage, specify this separately and ask the designer to explain the system’s actual capability, loads, duration and battery operating and protection conditions. Panels or a battery appearing in the offer do not establish that the entire home will operate during an outage. Do not backfeed the network or modify meters or protection yourself.

⁦6️⃣⁩ Six steps through to handover

⁦1️⃣⁩ Define the objective and account, and collect annual consumption and load timings.

⁦2️⃣⁩ Establish roof rights and landlord/management arrangements, and identify site and work permissions.

⁦3️⃣⁩ Obtain engineering assessment, preliminary design and detailed quotations before buying equipment.

⁦4️⃣⁩ Apply through the local distributor’s route, then follow its required stages, approvals and agreements.

⁦5️⃣⁩ Link contractor payments to clear documented milestones, including waterproofing repairs, safety responsibilities and warranty.

⁦6️⃣⁩ Receive acceptance and commissioning records, drawings, warranty, equipment identifiers and operating/maintenance training, then monitor actual generation and bills.

⁦7️⃣⁩ Questions before contracting

Are electricity panels the same as solar water heating?
No. The first produces electricity; the second uses solar heat for water. Define your need before requesting prices.

May I install because I own the top-floor flat?
Do not infer roof rights from the floor. Check ownership, approved plans, management arrangements and the work’s required consents.

Does unlicensed generation mean no application or acceptance?
No. Establish the regulatory, technical, connection and acceptance route that applies to the project.

Will I have electricity through every outage?
Do not assume so. Obtain a clear specification and design for backup loads, duration and protection, with the function checked by the professional at handover.

Is there a universal cost or fixed payback period?
Roof condition, capacity, equipment, permissions, consumption and finance differ. Obtain a site-specific quotation and assessment rather than relying on a general promise.
