This is the English editorial edition of a 2025 guide, reviewed on 8 October 2026.
Foreign students in Türkiye need to understand both healthcare entitlement and the insurance evidence accepted for their residence application. Public general health insurance and private policies follow different rules.
Important editorial clarification, 8 October 2026: Eligible foreign students must apply in writing to SGK within three months of their first school registration to use the foreign-student GSS route. The deadline is not measured from the residence card date or renewed each academic year. Missing it can remove access to that student route for the remainder of the studies. The original guide’s annual SGK figure is unreliable and must not be used for budgeting.
Why insurance matters
It supports access to covered healthcare and may provide the insurance evidence required for a student residence permit. Accepted routes and exemptions depend on the student’s circumstances. University or scholarship cover should be confirmed in writing rather than assumed automatically. The main options
SGK general health insurance, GSS: Eligible foreign students can request registration within the three-month first-registration window. The student route is distinct from the ordinary one-year residence condition applicable to certain other foreign residents. SGK assesses the application and contribution obligations.Private foreign-national health insurance: Where needed, choose a policy meeting the applicable residence requirements and covering the requested period. A marketing statement or the word Uygundur alone does not establish compliance; check the policy, certificate and accepted evidence.
Benefits and limits
Subject to active entitlement and the relevant rules, public insurance can cover eligible medical care and medicines, with patient contributions or other charges where applicable.Private policies vary in hospital network, outpatient and inpatient benefits, medicine reimbursement, exclusions and waiting periods. Insurance evidence does not guarantee approval of the residence application, and a residence policy should not be assumed to cover every treatment.
Costs in the original 2025 guide
- SGK: TRY 500–700 annually. This source figure has not been verified and is not a dependable annual premium. Ask SGK for the contribution applicable to your status and period.
- Private insurance: TRY 2,000–4,000 annually. This is an unverified figure from the 2025 guide, not a current quotation.
- Family cover: Cost depends on the eligible members, ages and policy conditions.
Registration and purchase steps
- Confirm the date of your first school registration immediately.
- Ask your university’s international office about applicable cover, scholarship arrangements and the SGK deadline.
- For the student GSS route, contact the local SGK office with a student certificate showing the first-registration date and the identity/residence documents it requests. Submit the written request within the deadline.
- If a document or residence card is pending, ask SGK how to submit the request in time; do not simply wait until the deadline passes.
- If using private insurance, verify residence compliance, cover dates, benefits and the current authorised seller before paying.
- Obtain the appropriate SGK registration/entitlement evidence or private policy documents for the residence process.
Renewal and continuity
Check the end date early and arrange continuous accepted cover for the required period. Starting ten days before expiry can be a planning reminder, but it is not a statutory renewal deadline or a guarantee that ten days is sufficient.Common questions
Can a student without a scholarship apply? The foreign-student GSS route is not limited to scholarship recipients; the statutory category, timely application and contribution conditions still apply. Are dental care and glasses covered? SGK benefits are subject to its treatment, optical and payment rules. Private cover depends on the policy. Neither a blanket promise of full payment nor a blanket exclusion of all dental or optical care is accurate.
Can I use insurance from abroad? Acceptance depends on the applicable official evidence route, including any relevant bilateral arrangement and residence requirements. Ask SGK and Migration Management about your documents rather than assuming that every foreign policy is accepted or rejected.
Can I pay by card, Papara or Enpara? Use a payment channel accepted by the organisation collecting the premium. Mentioning a card, wallet or bank in this guide does not guarantee that a particular transaction is supported.
Before submitting your residence application
Check the full coverage period, the accepted form of insurance evidence and your personal eligibility. Keep copies and use your university’s international office for practical help, while relying on SGK and Migration Management for the governing requirements.Official references
