Papara offers an electronic-money account and prepaid cards. This guide retains its original 2025 framing and covers registration, verification, card activation, adding money, limits, fees and account security. Eligibility and the functions actually available in your account must be checked before you rely on the service.
Editorial correction — 8 October 2026: Papara is currently listed by TCMB as an authorised electronic-money institution, code 829; describing its current licence as BDDK-issued is misleading. Current authorisation does not guarantee access to every function. Papara states that unverified accounts cannot perform financial transactions and publishes a foreign residence-permit verification route. The original passport-only, Apple Pay/Google Wallet, fixed-limit and fixed-fee claims should not be relied on. See verification requirements and fees and limits.

What is Papara?
Papara Elektronik Para A.Ş. is an electronic-money and payment-services institution under Law No. 6493. A Papara card is a prepaid payment card, rather than a credit card or a conventional bank-deposit account.Eligible verified users can access supported transfers, online and store payments, and card/ATM functions. A tourist or student should not assume that registration with a phone number alone provides full access.
Card types
- Physical Papara cards: Available products can be ordered or registered through the app. Check the current price, delivery terms and account requirements.
- Virtual card: Digital card details for supported purchases without exposing the details of a main physical card. Available uses depend on the product and account.
- Black Card: A physical prepaid-card variant. The original description of automatic VIP customer service or a higher spending ceiling was not verified; limits depend on the account and current rules, not the colour alone.
Main features
- Free basic account registration/use under the published tariff, with verification required for financial transactions.
- Supported store and online purchases in Türkiye or abroad, subject to card-network acceptance, available funds, settings and limits.
- Papara-to-Papara transfers and eligible bank-transfer features.
- Supported ATM cash services, with the operator/network and tariff affecting the cost.
- App controls for managing the card and monitoring spending.
Registering and activating a card
- Download the official Papara app from the relevant app store or start through the official website.
- Choose the account-opening option and enter your accurate name, phone number and email address.
- Complete the current identity-verification process shown for your eligible document. This can involve document scanning, the relevant NFC process and a liveness check; the route differs by identity type.
- Wait for verification approval before attempting functions that require it. The source’s 24-hour approval promise is not guaranteed.
- In the card section, choose the available card/order option, check any fee and enter the correct delivery address.
- When the card arrives, follow the app’s activation/registration instructions and set the required security controls. Follow the current screen prompts rather than relying on an old menu name or serial-number-only instruction.
Adding money to Papara
- Use the current bank-transfer instructions and Papara IBAN shown for your verified account, where available. Check sender-name requirements and limits.
- Use supported card or ATM deposit methods shown in the app, checking the associated fee before confirming.
- Receive eligible transfers from other Papara users using the supported account or contact details.
Withdrawal, spending and transfer limits
Check the limits displayed for your own account, card and transaction type. Verification status, product rules, available funds and security controls affect what you can do; an ATM may impose a separate limit. The original 2025 table quoted daily withdrawals/purchases of TRY 5,000/10,000 for an “ordinary” account and TRY 10,000/50,000 for a verified account. These figures were not verified as current and must not be used to plan a payment or withdrawal. In particular, the current fee/limit page says unverified accounts cannot perform financial transactions.
| Item | What to check |
|---|---|
| Verification status | Whether your identity checks have been approved and the desired function is enabled |
| Cash withdrawal | Current account/card limit, ATM limit, free allowance and any fee |
| Card purchases | Available balance, card spending settings and current limits |
| Incoming/outgoing transfers | Daily/monthly limits, sender restrictions and any free-usage allowance |
Fees and commissions
| Service | Current approach |
|---|---|
| Basic account registration/use | Advertised as free, subject to account eligibility and terms |
| Physical card | Check the specific card, design and delivery offer; do not assume every option is free |
| ATM withdrawal/deposit | Check the free partner network, allowance and other-bank/international tariff |
| Bank transfer | Basic eligible transfer services are advertised as free; limits and chargeable exceptions still matter |
| Online card payment | Check the card terms, currency conversion and any merchant charge |
Keeping your account secure
- Freeze or disable the card through the official app if it is lost, and contact Papara promptly.
- Enable transaction notifications.
- Keep card security codes, PINs, passwords and verification codes private.
- Use a strong password and the security/verification settings available for your account.
- Keep your identity and contact details current and respond to legitimate compliance requests through official channels.
Frequently asked questions
Can I use Papara abroad? Supported purchases depend on the network shown on your issued card, merchant acceptance, available funds and your account/card settings. International ATM and conversion charges may apply; do not assume every foreign transaction is free.Do I need a Turkish residence permit? For a foreign national, the current verification help describes the residence-permit document route. The guide does not establish full passport-only access. Check your exact document’s eligibility before registering or funding the account.
Are transfers limited? Yes. Check the current account-specific daily/monthly limits and function availability in the app. Verification does not mean unlimited transfers or withdrawals.
Additional tips
- Use official transfer details if moving funds between your eligible Papara and bank accounts, including Enpara. There is no verified general step to “link a Papara card to e-Devlet” for easier transfers.
- Keep your registered information current to reduce avoidable verification problems.
- Read current Cashback terms, eligible merchants, caps and dates before relying on a promotion.
