Filing an Official Complaint in Türkiye: Police, Prosecutors and CİMER

If you experience suspected fraud, threats, blackmail, theft or another legal problem, choose the formal channel suited to the facts. A public social-media post does not replace a complaint and may expose personal information or create further disputes. For immediate danger, call 112.

Before you start
Bring your passport or residence document if available, contact details, a brief chronology and the evidence you hold: messages, photographs, transfers, contracts, account details and links. Provide known names, addresses, company details or vehicle registrations where relevant. Missing suspect details or incomplete evidence should not prevent an urgent report.

Choose the appropriate channel
Police or gendarmerie: suitable for reporting suspected offences and obtaining urgent intervention where required. Explain any immediate threat or need for a site visit. Ask for the report or file reference.

Public prosecutor: you can report a suspected offence directly to the prosecutor's office. A chronological written complaint can help organise a complex fraud or document-based allegation. The prosecutor directs the criminal investigation; an unpaid debt without evidence of an offence may require civil proceedings instead.

CİMER: a channel for requests and complaints about public administration and services, such as unexplained delays or service problems. Foreign residents' access is subject to the applicable reciprocity requirements. Applications must meet its identification and Turkish-language requirements. It is not a route for deciding private contractual debts or matters reserved to courts and prosecutors.

Making a police report
  1. Attend the relevant police or gendarmerie station, or obtain urgent help through 112.
  2. Explain that you wish to report the incident or make a complaint.
  3. Give the facts and present evidence in a useful order.
  4. Read the recorded statement carefully and request interpretation if needed.
  5. Ask for a copy or reference and keep the follow-up details.

Making a complaint to the prosecutor
Attend the prosecutor's office at the courthouse and submit a signed petition or give an oral complaint to be recorded. List your evidence and attach the documents available in the accepted form. Keep the reference. You or the other party may subsequently be called to provide more information.

When CİMER is useful
It can document an administrative complaint and route it to the relevant public institution. Describe the transaction, earlier application reference, dates and remedy requested. It does not automatically impose a sanction or pause a court or objection deadline. Use the prescribed legal appeal route separately where required.

Common problems to avoid
Avoid vague accounts without dates, unsupported accusations and an unorganised mass of attachments. Explain if an offender is unidentified rather than inventing details. Distinguish a civil disagreement from suspected criminal conduct. After filing, follow notifications and provide requested material promptly.

A useful one-page account covers the events, time and place, people involved, evidence and action requested. Clarity helps the authority assess the complaint; it cannot guarantee a result.
