Emergency Departments in Türkiye: When to Go, Costs and Insurance
In an emergency, knowing whom to call, where to go and what to expect helps you act promptly. Call 112 for a serious or potentially life-threatening emergency. Do not delay urgent assessment to check prices, find documents or obtain insurance approval.
Editorial clarification — 8 October 2026: The original 2025 guide listed separate police and fire numbers and gave overly broad advice about private emergency charges. This edition uses the unified 112 number, distinguishes SGK emergency protections from other billing rules, and clarifies that insurance enquiries must not delay necessary emergency care.
1. When should you seek emergency care?
Urgent warning signs include:
- Severe chest pain, pressure or unusual burning.
- Serious breathlessness, severe wheezing or blue lips or skin.
- Loss of consciousness or sudden, severe dizziness.
- Heavy bleeding or a deep wound.
- Possible stroke symptoms, such as sudden weakness, slurred speech or facial drooping.
- Persistent high fever with stiffness or confusion.
- A severe allergic reaction, including swelling of the face or lips or difficulty breathing.
- Very severe abdominal pain, vomiting blood or black stools.
- A serious injury, obvious fracture or significant accident.
These examples are not exhaustive. If a condition seems serious or is rapidly worsening, call 112 and explain what is happening.
For a problem that is uncomfortable but does not appear urgent, an appropriate clinic, family health centre or public hospital outpatient service may be a better starting point. A family doctor or internal medicine clinic can help with suitable non-emergency problems. If you are unsure how urgent your symptoms are, seek clinical advice.
2. Finding the emergency department
Look for Acil or Emergency. Hospitals use triage to assess urgency: the most seriously ill patients are treated first, rather than strictly in order of arrival.
Tell staff immediately if your condition worsens while you are waiting.
3. The number to save
112 is Türkiye's unified emergency number, including ambulance, police and fire emergencies. The original article's 155 for police and 110 for fire are older service numbers; use 112 as your current first point of contact.
Save it in your phone under a clear name, such as TÜRKİYE EMERGENCY 112.
4. When to request an ambulance — and what is free?
Call 112 if someone cannot be moved safely, there may be a threat to life, there has been a serious accident or injury, or there are possible stroke, heart or serious breathing symptoms.
Give the location and describe the person's condition. Let the emergency operator assess the response and follow their instructions. Do not drive yourself with serious warning symptoms or choose transport by guessing which option will beat the traffic.
For a stable, non-emergency problem, safe transport to an appropriate clinic may be reasonable; seek clinical advice if uncertain.
The call to 112 is free. This does not mean every ambulance journey or subsequent treatment is automatically free for every foreign patient. Relevant public tariffs and insurance arrangements may allow charges. Necessary emergency assessment and treatment must not be held up while payment or insurance is being arranged.
5. What might you be charged?
The applicable rules depend on the hospital, your SGK entitlement or private insurance, the clinical classification and the services provided.
Public hospitals with eligible SGK coverage can reduce your costs. Private care can generate substantial charges for CT scans, multiple tests, observation or admission when those services are chargeable.
However, a private hospital visit is not automatically chargeable simply because it is private. Within the relevant SGK framework, genuine emergency services have protections against patient contributions and additional fees. Non-emergency visits classified as yeşil alan — green area — and chargeable care after the emergency has resolved are treated differently.
These SGK protections should not be presented as a promise of free care for all uninsured foreign visitors. Foreign-patient tariffs and your actual coverage may apply. Once immediate clinical needs are being addressed, ask for an explanation of your entitlement, any chargeable services and an itemised bill.
6. Will insurance cover the visit?
SGK
Eligible SGK cover applies through public facilities and relevant contracted providers, subject to the applicable rules. Check your current entitlement rather than assuming a residence card itself provides cover.
Private insurance, including policies purchased for residence purposes
Terms vary. Do not rely on labels such as “basic” or “comprehensive” to decide what is covered. Check emergency benefits, exclusions, limits, the hospital network and any excess or patient contribution.
An insurer may require notification or authorisation for admission or subsequent treatment. This must not delay immediate emergency assessment and necessary care. When it is clinically safe to deal with administration, ask reception:
- Can you obtain provizyon — an insurance eligibility or payment-authorisation check?
- Does my policy cover emergency care at this hospital?
- Which later services require approval or a patient payment?
7. What should you bring?
If readily available, bring your passport or identity document, foreign identity or residence number and insurance details.
A medicine list, details of allergies and important previous reports or results are also helpful. Do not postpone emergency care because these documents are missing. A companion can help provide information or obtain them later where possible.
8. What to tell the emergency team
Give a short, clear account:
- The person's age.
- The main symptom or injury.
- When it started.
- Whether it is getting worse.
- Relevant long-term conditions and regular medicines.
Answer the team's questions and mention important allergies. A concise account helps staff assess the problem quickly.
Use 112 promptly for serious emergencies. For non-emergency problems, choose an appropriate clinic or outpatient service. Keep your insurance contacts and local hospital information accessible in advance, and discuss billing once urgent clinical needs have been addressed.
